SUMMARY OF THE INSPECTION REPORT
REDDEN COURT SCHOOL

A smaller than average 11-16 school in Harold Wood, Essex inspected 22- 25 March 2004
by an inspection team led by Clare Gillies.
OVERALL EVALUATION
Redden Court is an increasingly effective school where the quality of education is at least satisfactory and pupils achieve well overall. Standards are below average but improving. Pupils receive very good support and guidance. The school provides satisfactory value for money. The school's main strengths and weaknesses are:
.In 2003, Year 9 pupils achieved very well in national tests compared to their standards of work when they entered the school. Although below average, GCSE results improved significantly in 2003.
.The support and care pupils receive are very good and their wide range of educational needs are met by thoughtful consideration of their individual abilities. Pupils with speech and language difficulties or other special educational needs are taught well and achieve very well.
.The headteacher provides good leadership. The senior management team manages pastoral care well but lacks expertise to monitor and direct the inconsistent practice between and within departments.

What's News Note from the Editor Requirement to set Level 5+ targets in English and Maths at Key Stage 2 The requirement to set and publish level 5+ targets at KS2 for English and Maths is now law. Governing Bodies must set targets for tests taken in 2003 by July 31, 2002 and inform their LEAs of their level 5+ targets in December along with their level 4+ and 5+ targets for 2004.
DfES Spectrum June 2002 (addendum) National Targets for Key Stage 3 As part of the drive to "improve the early years of secondary education", DfES have announced the following national targets for KS3: by 2004, 75% of 14 year olds will achieve level 5 in English, maths, ICT and 70% in science by 2007, 85% will achieve level 5 in English maths and ICT and 80% in science by 2004, no LEA will achieve less than 65% at level 5 in English maths and 60% in science (note: in 2000, KS3 achievement was 64% in English, 65% in maths and 59% in science) These targets are linked to new initiatives including new frameworks for the teaching of English and Maths.

Tameside College Support and Guidance for Curriculum 2000 Initial Guidance and Links with the Careers Service, Schools and Parents The College has an active school liaison section which works closely with local schools to ensure effective transition post-16. As part of the preparation for Curriculum 2000 the College hosted a conference on shared curriculum issues. This was well-attended and enabled issues and concerns to be discussed. The College is also part of the local Careers Discussion Group, which is made up of careers advisors from the careers company and teachers with a careers responsibility in local high schools. Sessions were organised for the group to raise understanding o new curriculum choices before implementation and share experience of issues once programmes were under way. Open Days have included talks about Curriculum 2000 for parents. Parents have also been encouraged to attend consultation and guidance sessions both before and after entry. The school liaison team gave presentations to all Year 11 students in local schools. They particularly focused on opportunities made possible through Curriculum 2000.

Linda Perham: To ask the Secretary of State for Education and Skills what guidance she has given to schools as to the role of pupils in school governance. [46373] Mr. Timms: We have given no guidance to schools on the role of pupils in school governance because under current legislation it is not possible for young people under the age of 18 to become school governors. A young person over the age of 18 may become a governor but 10 Apr 2002 : Column 136W under existing regulations cannot be co-opted to serve as a governor at the school they attend. We are currently reviewing our policy in this area, in the light of new regulations we will be drawing up on school governance following the Education Bill.

Additional Targets / Non- Statutory Targets

  • Target-setting has been shown in research and inspection evidence to help raise standards of pupil performance. Many schools already set targets as part of their routine planning work, and the idea of statutory target-setting was broadly supported in the national consultation undertaken by OCA in the Autumn of 1997.
Ministers are now committed to supporting this process in schools through the provision of funding and guidance, alongside a new legal requirement. This Circular sets out the details of the requirement for all maintained schools, including special schools, to set statutory targets once a year for their pupils aged 1 1 or 16. Governing Bodies will be required to publish their targets alongside performance information in their annual report to parents.
Whilst Ministers are clear that this new requirement will help improve standards, they are also determined that it should not become a burdensome administrative procedure for teachers. The statutory framework has therefore been kept to a minimum, reflecting the Government's priority of raising standards in the basics of literacy and numeracy. Targets will be for pupil performance in National Curriculum assessments and GCSEs and equivalent qualifications. No additional testing will be needed for statutory targets.
