This is a useful review of our current knowledge of the avifauna of St Lucia. Allan Keith provides a broad ornithological perspective, drawing upon recent research from elsewhere in the region, and he has made the most of the data available to him. One minor quibble is that I would like to have seen the various alternative common names for species included in the Systematic List because some of the AOU Checklist nomenclature is not widely known in the region, where James Bond's Field Guide to the Birds of the West Indies is still the most widely used handbook. All in all, however, I thoroughly recommend this checklist to visitors to St Lucia and. Indeed, to the region at large. St Lucia's avifauna remains comparatively little investigated, and it is to be hoped that this compilation will encourage ornithologists to fill many of the gaps in our knowledge.

AS GOVERNMENTS of the Caribbean Community advance legislative and other arrangements for the inauguration, before year end, of the Caribbean Court of Justice (CCJ), a troika of integral factors has been advanced as being "compelling" for the existence of such a court.
In addition to the frequently offered explanation of its relevance to the functioning of a Caribbean Single Market and Economy (CSME), it is felt that even advocates of the CCJ may be guilty of underselling its importance to the Caribbean's development in this 21st century in overlooking other compelling reasons.
For, more than its integral link with the CSME is the CCJ's fundamental value in the region's affirmation of political sovereignty and, relatedly, a third factor of deep significance - the reshaping of a "truly Caribbean jurisprudence".
One Prime Minister of the Caribbean Community who seems willing and able to take on the challenge of helping the region to relentlessly press ahead with the CCJ as an institution whose value goes well beyond the CSME, is Dr. Kenny Anthony of St. Lucia.

BVI’s Chris Ghiorse finishes third in Anguilla John T. Memorial race!

British Virgin Islands cyclist Chris Ghiorse finished third behind Guyana’s Dwayne Gibbs and St. Maarten’s Nipau Serge in Sunday’s 75 mile John T. Memorial race in Anguilla. The field included 78 riders from Anguilla, BVI, St. Martin, St. Maarten, Guyana, St. Lucia, St. Kitts, Nevis, Antigua and Curacao. Ghiorse on the podium after receiving the 3rd place trophy.
Gibbs and Serge finished in 3 hours, 16 minutes and 13 seconds, with Ghiorse close behind in 3:16.32. Ghiorse said he was really happy with his position because he didn’t really ride the most intelligent race of his career. “This is the first race I’ve done in 12 years where I’ve been fit and the race had a mass start. I reverted to my 20 year old days where I would keep attacking,” he explained. “I was out of rhythm with couple of moves but then it all came back together right near the end of the race........

It has an area of 610 km2 and a coastline of 158 km. The island has a continuos maritime zone of 24 nm with an exclusive economic zone of 200 nm, the territorial sea is 12 nm. The climate is tropical, moderated by northeast trade winds. The dry season is from January to April and the wet season is from May to August. National Emergency Management Organisation (NEMO) The Office of Disaster Preparedness (ODP) exists to coordinate disaster responses. The ODP is the Secretariat of Nemo. The National Emergency Management Organisation’s (NEMO) duty is to ensure the efficient functioning of preparedness, prevention, mitigation and response actions. The main responsibility of NEMO is to ensure that Saint Lucia is in a state of readiness at all times to meet any natural or man made disaster which may occur.

    As part of its development policy, St. Lucia is continuously adapting its laws and policies to attract business both “on” and for want of a better phrase “off” shore. In assessing any offshore centre or, for the more politically correct, international financial centre, much attention is often paid to the nuts and bolts of that particular industry; that is the legal framework and the quality of the service providers. St. Lucia has taken this a step further with, inter alia, a stated open work permit policy for persons wishing to work in the industry and a range of tax incentives for trust companies, and professional and related services that earn foreign exchange.
    The past few years have shown that while there has been an increase in land prices this is not as a result of speculation or foreigners. As a result the government has removed the requirement for the 10% alien license tax and has set much lower fixed fees based on the size of the property. At the same time the approval which formerly was given by the Cabinet, is now given by a Minister unless the land being purchased is greater than a certain minimum size. The process therefore is not only less expensive, it is faster and easier for the potential investor or house buyer.
    Under the 1999 Act there were restrictions on foreign companies holding mortgages on property in St. Lucia. A foreign company seeking to obtain a mortgage on a property required an alien license to do so. This meant a fee of 5% of the sum loaned was applicable and there was the application process to deal with as well. For hotel or other development projects or even house projects where the financing was to be foreign, there was a serious impediment in securing financing. With the 2002 Act there is no requirement for a license for an alien mortgagee. This has opened the local business community to foreign financiers, thus lowering the cost of financing from the higher cost of capital from local banks to considerably lower international rates.

      Vermont Nature Trails - These trails begin near the top of the
        Buccament Valley. There are two main trails which lead through tropical rain forest, where there is a chance of seeing the St. Vincent Parrot and the Whistling Warbler, both unique to St. Vincent and strictly protected internationally.
