The Democratic Socialist Republic of Sri Lanka (known as Ceylon before ) is a tropical island nation off the southeast coast of the Indian subcontinent . Known in ancient times as Lanka Lankadweepa (meaning "Resplendent Land" in Sanskrit Taprobane and Serendib (derived from the Sanskrit name Sinhala-dweepa ) and Selan , the island became known as Ceylon in colonial times, a name still used on occasion. Its current name is Sri Lanka . Life on the island has been marred by nearly two decades of ethnic conflict , mainly between the national government and the Liberation Tigers of Tamil Eelam ( LTTE ) insurgency; in early 2002 there was agreement on a ceasefire.

    • The Democratic Socialist Republic of Sri Lanka (formerly Ceylon) is an island in the Indian Ocean, separated from south-east India (Tamil Nadu state) by the Palk Strait. It is almost linked to the Indian mainland by Adam’s Bridge, an atoll barrier, mostly submerged, lying between the offshore island of Mannar and India itself.
    • Area: 65,610 sq km (25,332 sq miles).
    • Topography: Beyond the coastal plains, Sri Lanka’s topography is dominated by an outstandingly beautiful central mountain massif of gneiss rock, with the highest point at Pidurutalagala (2,524m). The holy Adam’s Peak (2,243m) is so called from a mark at the top in the likeness of a human footprint, variously attributed as the print of the Buddha, Vishnu or Adam, and is a place of pilgrimage. The coastal plains are broader in the north, tapering off in the long low-lying Jaffna peninsula. Several fast-flowing non-navigable rivers arise in the mountains. The Mahaweli Ganga, from which hydroelectric power is obtained, is the longest at 322km.
    • Climate: Tropical. The lowlands are always hot, particularly from March to May. The highlands are cooler. During December and January there is occasional frost on very high ground, e.g. at Nuwara Eliya. The dry season is March to mid-May. The south-west monsoon season lasts from mid-May to September, the north-east monsoon season from November to March.

He is a member of the Royal Nepal Academy of Science and one of the leading scholars of the environment, especially water, in South Asia. He is the editor of "Water Nepal" and the author of numerous articles and book chapters. His most recent publication is Water in Nepal (Himal: Kathmandu 2001), which is being republished by Zed Books, London. Imtiaz Ahmed is a professor and chair of the department of international relations at Dhaka University. He also directs the Centre for Alternatives, Dhaka. He is the author of numerous books and articles on South Asian security, Indian foreign policy, refugees and the environment, and South Asians in Japan. He is the editor of two journals, "Theoretical Perspectives" and "Afro- Asian Dialogue", the latter is jointly published with Codesria, Dakar.     History and religion have helped to widen the divide
    Sri Lanka is a diverse nation. Sinhalese make up 74% of the population and are concentrated in the more densely populated southwest. Tamils of Sri Lankan origin form around 12% of the population and live in the north and the east. Indian Tamils, a distinct ethnic group, represent 6% of the population and were brought in the 19th century by the British to work in the plantations. They tend to live in south-central Sri Lanka. Other minorities include Veddas, Muslims (both Moors and Malays), and Burghers who are descendants of European colonial settlers.
    Most of the Sinhalese community are Buddhist, most Tamils are Hindu. Most of the Muslims practice Sunni Islam. Sri Lanka claims the world's second oldest continuous written history - but history and religious mythology have played a key role in the development of communal animosity. In particular, there is controversy over whether Tamils or Sinhalese were first on the island.

    Ranil Wickramasinghe: Set to be new premier
    Sri Lanka's opposition leader, Ranil Wickramasinghe, has been invited to form the next government after his party's strong showing in the violence-hit parliamentary elections. Despite winning the most number of seats, Mr Wickramasinghe's UNP may have to work in another hung parliament since it failed to secure a simple majority in the 225 member assembly. President Chandrika Kumaratunga has asked Mr Wickramasinghe to become the next prime minister and will meet him on Saturday to discuss his cabinet. Ms Kumaratunga, whose governing People's Alliance (PA) lost to the opposition United National Party, will continue as president but will have a potentially uneasy relationship with an opposition government.
    The election was one of the most violent in Sri Lanka's history and a curfew has been reimposed in three areas of the country after fresh outbreaks of violence. Mobs rioted in the central town of Kandy in protest against the deaths of 10 Muslims on polling day.

    According to Mr. Gooneratne, the changing Sri Lanka caught little, if any attention in neighboring India, that is, until Indira Gandhi resumed power in 1980. Mrs. Gandhi grew increasingly suspicious of the southern island and soon began to view its relationship with the West as a threat to India. She believed that Sri Lanka had to be taught a lesson, Mr. Gooneratne claimed. Thus, when a growing and organized insurgency of the Tamil minority in Sri Lanka rose in opposition to the government, India responded by arming them. By this time, Mr. Gooneratne argued, India had upgraded its military arsenal to include nuclear submarines, surface-to-air missiles, satellites, and intercontinental ballistic missiles. Under Mrs. Gandhi, therefore, India began to perceive itself as an international force to be reckoned with, and espoused a Monroesqe, so-called "Indira Doctrine," which proclaimed to the world, in a Texan sort of way, "Don't mess with South Asia." That is, foreign powers were no longer to meddle with politics in the region, especially when inimical to India's interest.

In 1344, Ibn Batuta found Moorish vessels in the harbour. The Portuguese came in 1505, blown ashore on their way to the Maldives. In 1640 Galle was taken by the Dutch at such a heavy cost to life that it also came to be known as "Gold in Malacca, lead in Galle." The harbour gate has over it on the inside, the "Cock of Galle" and on the outside, the British Lion. The Portuguese and Dutch in fact once mistook the name Galle for Latin "Gallus" or "Cock." The Galle Fort today is the best preserved Dutch Fort on the island with many colonial homes and a few hotels but strangely not a single restaurant inside the Fort area. Still, this unique old settlement has a quiet charm of its own with minimal traffic and most of its daytime residents mainly government workers leaving the Fort in the evenings. This leaves the Fort to its own after 6 pm.

The winds affect human culture as well, having brought wave after wave of immigrants and merchants following the southerly trade routes. Outsiders found a wide range of ecological niches on the coast, on the plains, or in the mountains, and they built a remarkably variegated civilization. Merchants long have sought Sri Lanka as the source of pearls, jewels, spices, and tea. Visitors for centuries have marvelled at the beauty and great diversity of the island. The South Asian landmass to the north has strongly influenced Sri Lankan culture in the past and continues to do so. From an outlander's perspective, some of the main aspects of Sri Lankan societylanguage, caste, family structureare regional variants of Indian civilization. From the perspective of the islander, however, the Indian influence is but the largest part of a continuing barrage of stimuli coming to Sri Lanka from all sides. The people of the island have absorbed these influences and built their own civilization. The Sinhalese, a distinct ethnic group speaking the Sinhala (see Glossary) language and practicing a variant of Theravada Buddhism, comprise the majority74 percentof the population, and their values dominate public life. There are, however, substantial minority groups. The Tamils, speaking the Tamil language and generally practicing Hinduism, comprise almost 18 percent of the population. Muslims, many of whom speak Tamil as their main language, make up 7 percent of the populace. Each of the main ethnic groups is subdivided into several major categories, depending on variables of religion or geography. There also are sizable Christian minorities among the Sinhalese and Tamil. People living in the central highland region of the country generally adhere more closely to their traditional ethnic customs than lowland dwellers.

    The Africa Collective Consultation The Africa Collective Consultation on Minimum Standards for Education in Emergencies was held in Nairobi, Kenya from January 21-23, hosted by Care Canada and Norwegian Church Aid and supported by the Canadian International Development Agency (CIDA) and the Swedish International Development Cooperation Agency (SIDA). In advance of this regional consultation, consultation delegates and other INEE members held 29 local consultations, bringing over 525 voices from 14 different countries in Africa, in 22 different cities, towns and refugee camps, into the process.     Oil installation fires at Colombo, Sri Lanka

    1 November, 1995
    Terrorists attacked the Ceylon Petroleum Corporation refinery and oil storage installations in Colombo in the early hours of October 20th causing several deaths and massive fires in the storage areas. Fires of this magnitude had not taken place in Sri Lanka previously and the assistance of fire-fighters with experience in fighting oil fires had to be obtained from India. The fires were accompanied by the deposition of oil which was reported by the media to have formed layers around 0.5 metres thick in some places. Some of the oil passed by way of canals and a major river to the sea. Other immediately visible impacts included those on market gardens in nearby areas. The Ceylon Institute of Scientific and Industrial Research (CISIR) has issued a preliminary report on some aspects of the incident which may be of environmental significance. Based on information supplied by the Ceylon Petroleum Corporation (CPC) the crude and refined products presumed destroyed in a two day period were 39,000 tonnes of crude oil, 35,000 tonnes of diesel and 5000 tonnes of kerosene. Taking into account the sulphur contents of the oil products destroyed it was estimated that the oxides of sulphur produced during the fires could have been around 1690 tonnes (when calculated as sulphur dioxide). As regards oxides of nitrogen (calculated as nitrogen dioxide) the total produced could have been around 780 tonnes (including that resulting from the reaction of gaseous nitrogen with oxygen at high temperatures).
