IETC publications are distributed globally; and the information system and management tool, maESTro, is a global, comprehensive information directory of ESTs, that is appreciated for its objectivity and neutrality; and our partners, collaborators and supporters are governments, public and private institutions, organizations and agencies from all over the world. IETC reports that as of 1999 IETC, since 1994, has undertaken activities that have reached almost 98 per cent of the total number of developing countries and countries with economies in transition. The only countries where our information materials and services have not reached are those that are unreachable because of war, conflicts and other hazards that bar normal postal services and communications: for example, Afghanistan, Angola, Sierra Leone and a few others. ETC's global research projects have produced a series of publications, i.e., an International Sourcebooks on Environmentally Sound Technologies for Municipal Solid Waste Management in 1996; Regional Sourcebooks on Alternative Technologies for Freshwater Augmentation in 1995-1997, which covered in separate volumes the regions of Africa, Asia, Central and Eastern Europe, and Latin America and the Caribbean; and a book on the Planning and Management of Lakes and Reservoirs in 1999.

The US embassy in Sri Lanka only commented after the weekly Sunday Times According to the Sunday Times Even before the agreement has been signed, US warships have begun to dock in Colombo harbour to refuel and to provide shore leave for sailors. The USS Hopper arrived in April, the first American navy vessel to dock in Colombo in eight years. Closed door negotiations According to the Sunday Times , the defence agreement was drawn up this April in Colombo during discussion with a four-man team of US military and legal personnel. Preparations had taken place the previous month during a visit by a high-powered team of US officials, led by Assistant Secretary for South Asian Affairs Christina Rocca and including US Brigadier General Timothy Ghormely, commander of the US Marine Expeditionary Brigade. The group met with Wickremesinghe, Defence Minister Tilak Marapana and army top brass at the Palaly army camp in the war-torn north.

History and Development of the Faculty of Education
Introduction The establishment of the Faculty of Education on 3rd February 2003 is a significant achievement not only for the Open University but also for the entire higher education system of Sri Lanka. It opens new avenues to a wide spectrum of students who are dispersed all around the country. The Faculty will perform a distinctive function in the training of secondary school and pre-school teachers. In addition, it will contribute to the advancement in the fields of Higher Education and Research. The Open University of Sri Lanka (OUSL) was established under the University Act No.16 of 1978 and OUSL Ordinance No.1 of 1989 by incorporating the External Services Agency (ESA) and the Sri Lanka Institute of Distance Education (SLIDE). It commenced its operation in 1980. Inception as the Education Unit From the time of inception, the Post Graduate Diploma in Education (PGDE) and the Certificate in Pre-school Education (CPE) were the two major programmes offered by the University through the Education Unit. The PGDE programme was conducted in Sinhala and Tamil media and the CPE Programme in Sinhala and English media. The student enrolment in the PGDE programme was over 1000 (Figure 1) and nearly 700 students completed the programme annually. The number of registrants in the Certificate in Pre-school Education Programme was around 400 (Figure 2) and 200-400 students were awarded the certificate each year.

Political analysts say a victory by President Chandrika Kumaratunga's People's Alliance Party could spur the government to pursue its plan to end Sri Lanka's 15-year-old ethnic war against Tamil Tiger rebels by giving their parts of the country greater autonomy. No minority Tamil party contested the polls and the Tigers, who are fighting for a separate homeland in the north and east, are not active in Northwestern province. Nearly 1.3 million people were registered to elect a 52-member council from among 446 candidates from seven political parties, including Kumaratunga's party and the main opposition United National Party.

Area: 65,610 sq. km. (25,332 sq. mi.); about the size of West Virginia.
Cities: Capital Colombo (pop. est. 1.3 millionurban area). Sri Jayewardenepura-Kotte is the officially designated capital and is the site of Parliament, but it is currently only an administrative center. Other cities Kandy (150,000), Galle (110,000), Jaffna (100,000).
Terrain: Coastal plains in the northern third of country; hills and mountains in south-central Sri Lanka rise to more than 2,133 meters (7,000 ft.).
Climate: Tropical. Rainy seasonslight in northeast, fall and winter, with average rainfall of 50 in.; heavy in southwest, summer and fall, with average rainfall of 200 in. People
