Sri Lankan Government Declares May 22 as Human Rights Day
The Asian Human Rights Commission (AHRC) welcomes the Sri Lankan government's recent announcement of May 22 as Human Rights Day. The Sri Lankan government is a signatory to several U.N. human rights instruments. The declaration of this day as Human Rights Day throughout the country should be taken as the government's recognition of all of the U.N. human rights conventions and of state obligations to honour these conventions in Sri Lanka.
The recognition of this day comes at a time when the Sri Lankan people are facing some of the most crucial decisions in their history. There is widespread apprehension that the rule of law has suffered serious setbacks. There is also widespread recognition that the country must face up to some fundamental reforms, particularly of its justice system, for reform of the police, prosecution and judicial systems are among some of the country's most primary and urgent concerns.
The resolution of the long-standing conflict of the recognition of the rights of Sri Lanka's minorities is also one of the major concerns of the people. A bold political decision in order to end the military approach to this problem and to urgently find a political solution is a necessary condition for peace, democracy and human rights in the country.

By Pathma Naban The Sri Lankan government is routinely engaged in paying felicitation money to prominent overseas politicos and media outfits through its various front organizations to peddle influence. A classic example in this case is the India Sri Lanka Friendship Association started at the initiative of the Foreign Minister, Mr. Laxman Kadirgamar. Professor Suriyanarayanan, a longtime exponent of Sri Lanka in the Indian soil, heads the association endowed with the task of extrapolating and rationalizing the Sinhala point of view in the Madarasi press. In this respect, Sri Lanka’s greatest disappointment in influence peddling was the appointment of Mr. George Fernandes, a man of principles, to the Indian cabinet. A compassionate man of a higher moral standing, he could not be bought with Sri Lankan money unlike the likes of Dr. Subramanian Swamy. The government therefore was on the prowl to identify a soft target to infiltrate India’s defense establishment. The Sinhala government with its network of agents in India must have been alerted to an opening in India’s Defense department vis-à-vis Trinamool Congress’s Mr. Panja, the junior minister for Defense in Prime Minister Vajpayee’s cabinet. The stage was set to influence Mr. Panja and the result is the staunch anti-Fernandes stand taken by the Trinamool congress and the current undercurrents of the unfolding events.

During the conservation work done by the staff of the scientific and Research Laboratories of the Central Cultural Fund on the 1,600 years old world famous “Mirror Wall”, fresco has been discovered on the outer surface. The world famous “Sigiriya Graffiti” revealed, there were about 500 frescoes. Dr. Mohan Abeyratne, Deputy Director General and Director of Scientific and Research Laboratories indicated that by using infra-red photography, most of the traces of lines and colours could be reconstructable. The photograph shows the reconstruction by Rainer Franz by using this new method at Sigiriya. Further, XRD (X-ray Diffraction) could also be used to find whether the same pigments used in the 5th Century original frescoes was used for this newly discovered fresco in the mirror wall. This new discovery at Sigiriya could also be dated by radio carbon method provided if any organic matters remains.

Sri Lankan government postpones local elections for 12 months

Ratnayake 27 February 2001 Use this version to print Send this link by email The Sri Lankan government has postponed elections for local governments, extending the life of existing administrations for one year through a gazette notification on February 3. As a result of this arbitrary act, elections will not be held for 311 local bodies, including 12 municipalities and 31 urban councils. Over the last five months, the cost of living index has risen by a further 245 points and, following the decision to float the rupee last month, prices are likely to rise again. The government, which dramatically increased military spending following the army's defeats at the hands of the separatist Liberation Tigers of Tamil Eelam (LTTE) last year, is now under pressure from the International Monetary Fund (IMF) to slash government spending, particularly on health, education and social services. Next month's budget is likely to contain a new round of cutbacks to jobs and services. By postponing the poll to allow for electoral changes, the PA is hoping to strengthen its position. Some time ago Kumaratunga appointed a Commission of Inquiry on Local Government Reforms, which presented its report and proposals in 1999. More than a year later, the government sent a copy of the proposed election changes to other political parties asking for comments within two weeks.

Kumaratunga took over the defense, interior and media ministries after she sacked the ministers and fired other top officials, sources inside the presidential and prime minister's offices said. Kumaratunga who is commander of the armed forces and has wide executive authority made the moves while her political rival, Prime Minister Ranil Wickremesinghe, is in Washington where he is scheduled to hold talks with U.S. President George W. Bush. In a statement, Wickremesinghe called for calm and blamed Kumaratunga for precipitating a "national crisis."
