    Sri Lanka government in a minority as key coalition partner quits

Ratnayake 26 June 2001 Use this version to print Send this link by email Email the author The Sri Lankan government is in turmoil after one of the constituent parties quit the ruling coalition last week, leaving the Peoples Alliance (PA) as a minority in parliament with only 109 out of 225 seats. The opposition United National Party (UNP) tabled a no-confidence motion last Thursday, setting the stage for weeks of political infighting and manoeuvring as both the PA and UNP seek to shore up their position. The departure of Hakeem and his supporters has left Sri Lanka with a minority government for only the second time since independence in 1948. What will emerge from the current crisis is by no means clear. The PA no longer has a majority in parliament but it is not certain that the UNP, with only 89 seats, will be able to muster sufficient support to pass its no-confidence motion. Talks with the JVP Island newspaper reiterated the need for such a government or at least for a consensus of the major parties in its editorial last Saturday.

    The Sri Lanka government has started an ambitious e-Sri Lanka programme to highlight the issues to be raised at the World Summit on Information Technology. The five year pilot scheme is the island's first attempt to bring together all government institutions through networking and once fully implemented it is the man on the street who will benefit.     Sri Lanka's separatist Tamil Tiger rebels are irked by the air force reconnaissance flights over the north and east of the country, claiming that it is a violation of a truce agreement signed between them and the government.

    's separatist Tamil Tiger rebels are irked by the air force reconnaissance flights over the north and east of the country, claiming that it is a violation of a truce agreement signed between them and the government.
    In a letter to the Sri Lanka Monitoring Mission(SLMM) head, retired Norwegian Major General Trond Furuhoved, Tamilchelvam, head of the political section of the Liberation Tigers of Tamil Eelam (LTTE) said it is a negation of the confidence building exercise undertaken by the government.
    He urged the SLMM to prevail upon the government to desist fromaerial surveillance which is violation of the spirit of the truce agreement.
    Government forces, however, said that they will continue routine surveillance activity which they consider are not in violation of the ceasefire agreement.

    COLOMBO, Nov 6 (AFP) - Sri Lanka's government Thursday demanded the immediate restoration of three ministers sacked by President Chandrika Kumaratunga in a showdown with the rival prime minister. News Vantage news doesn't wait - why should you? Government spokesman G. L. Peiris said the cabinet demanded the re-instatement of the ministers of defence, interior and information and a reconvening of parliament suspended by Kumaratunga for two weeks. He said the cabinet also asked the secretaries of ministries to remove Kumaratunga appointees from a state television station and the main state-run publishing house. "The cabinet expressed its firm opinion that any change of portfolios and subjects should not be made by the president without prior consultation with the prime minister according to the written instructions of the attorney general," Peiris said. Kumaratunga is the head of cabinet, but she did not attend its meeting Wednesday.

In October 2002, the 4th round of diplomatic talks was held in Beijing between China and Sri Lanka.

On July 29, the international human rights movement lost one of its most respected and beloved leaders when a suspected LTTE suicide bomber assassinated Neelan Tiruchelvam, founder of both the International Centre for Ethnic Studies and the Law and Society Trust, a human rights research and advocacy organization.

On July 29, the international human rights movement lost one of its most respected and beloved leaders when a suspected LTTE suicide bomber assassinated Neelan Tiruchelvam, founder of both the International Centre for Ethnic Studies and the Law and Society Trust, a human rights research and advocacy organization. Tiruchelvam, a Tamil member of parliament, had angered the LTTE by proposing an alternative to a separate Tamil state, namely a plan for devolution of power to regional councils set up in part along ethnic lines. Human Rights Developments The war was increasingly complicated by paramilitary actors, often working alongside the army as auxiliary forces, but sometimes at odds with them and with each other. Armed clashes between rival groups claimed civilian lives. Impunity remained a critical problem, with few prosecutions for human rights violations, and torture prevalent both in the context of armed conflict and in day-to-day policing. Discrimination against Tamil civilians by members of the security forces attempting to root out the LTTE continued throughout the country and especially in the capital city of Colombo and in army-controlled areas of the north and east. The war in the north continued to claim civilian lives and generated thousands of new internally displaced people and a smaller number of external refugees as people fled military shelling, clashes between the army and the LTTE, food shortages, and LTTE recruitment of children and adults for military service. On September 15 more than twenty civilians were reported killed and some forty injured in an air force bombing of the Puthukkudiyiruppu market in the northern district of Mullaithivu; houses and buildings nearby were also destroyed. Three days later a suspected LTTE attack on Sinhalese villagers in the east killed more than fifty.
