Contrary to the claims of the education elite, parents do not have to be specially certified or have special qualifications to teach their handicapped children at home. In fact, in one of the most thorough studies performed thus far, Dr. Steven Duvall conducted a year long study involving eight elementary and two junior high students with learning disabilities. He compared one group of five students that received instruction at home with a group of five students who attended public schools. He was careful to match the public school students to the homeschool students according to grade level, sex, I.Q., and area of disability. Using a laptop computer, Dr. Duvall sat in on teaching sessions and took an observation every twenty seconds, creating tens of thousands of data points that were then fed into a statistical analysis package. Normally his research included a second observer who double-checked Dr. Duvall's readings. Dr. Duvall recorded and analyzed academically engaged time by students during

Staff Since 1957, Special School District of St. Louis County (SSD) has been a leader in providing special education services to students with disabilities. In addition, the district operates two technical high schools providing a wide range of career and technical education.
Special Education
For more than 45 years, SSD has provided special education services to children with disabilities. In addition, SSD provides related services, such as occupational therapy, physical therapy and a range of speech and language services. Through the years, SSD has been a pioneer in developing innovative programs for students with disabilities. Today, the district serves more than 28,000 students with special needs.
Technical Education
The programs at the technical high schools are open to all 10th-12th-grade students from the 23 public school districts in St. Louis County, as well as the St. Louis Public Schools. Today, about 2,000 students are enrolled in career programs at the technical schools. Technical training is offered in 35 specific areas of concentration.

BY LESLIE CHAMPLIN AND SHERI PORTER Y our youngest patients are learning every day. But they aren't necessarily in public or private schools. Increasingly, they are learning the three R's at home. And that trend could have implications for the family physicians who treat them, according to Daniel Earl, D.O., of Prescott, Ariz. Earl's personal experiences with home schooling and his suggestions for FPs with home-schooled patients were the key points of yesterday's Family CME session, "Home Schooling and Its Impact on Family Medicine." He and his wife, family physician Jean Earl, M.D., have home-schooled all three of their children. In an interview before his presentation, he explained, "My wife does the hard part," namely, about 85 percent of the home schooling. "I do the fun stuff, like the science experiments and the history trips," he said. A 1999 National Household Education Survey reported that 790,000 children received their education at home, Earl said. Several widely repeated studies done since then claim that up to 2 million American children are schooled at home. And a 2001 U.S. Census Bureau paper estimates that number is growing 15 percent to 20 percent per year. Earl threw out to his audience a situation he commonly encounters in his practice: "An eighth-grader comes in for a physical, and your typical ice-breaker 'Where do you go to school?' is met with a pregnant pause, followed by the child's statement, 'I'm home-schooled.'"

Special Educational Needs and the Foreign Service Child
There are unique challenges inherent in raising children with special needs, and this is especially so in the internationally mobile lifestyle of the Foreign Service. There has been a significant effort to increase the number of programs for children with special needs in American-international schools around the world. However, the quality of these programs varies greatly from school to school, and even from year to year. While more children who have mild learning disabilities are adequately served in international schools, children with moderate to severe disabilities still encounter major challenges. In addition to the lack of available programs overseas, very often there is also a lack of other support or therapeutic specialists to serve the requirements of special needs children. The Family Liaison Office strongly urges families to carefully research their options before bidding on and accepting an overseas assignment. Special Educational Needs
Children with special educational needs all have learning difficulties or disabilities that make it harder for them to learn than most children of the same age. These children may need extra or different help from that given to other children of the same age. The law says that children do not have learning difficulties just because their first language is not English. Of course some of these children may have learning difficulties as well.
Children with special educational needs may need extra help because of a range of needs, such as in thinking and understanding, physical or sensory difficulties, emotional and behavioural difficulties, or difficulties with speech and language or how they relate to and behave with other people.
Many children will have special educational needs of some kind at some time during their education. Schools and other organisations can help most children overcome the barriers their difficulties present quickly and easily. But a few children will need extra help for some or all of their time in school.
So special educational needs could mean that a child has difficulties with:

Maine Parent Federation is a private non-profit organization that provides information, support and training to parents and professionals through numerous grant funded projects. In existence since 1984, MPF is physically located in Manchester, Maine, (for directions , click here) but assistance is available on a statewide basis.
