Transport will be arranged by the most economical means available consistent with the safety and needs of the child. This means that pupils will normally travel together on larger vehicles and the assumption will be made that no special equipment will be necessary and that no special equipment will be carried. It is acknowledged, however, that some pupils with a physical disability and / or a medical condition will sometimes have to transport equipment with them to allow mobility both at home and at school. Transport will be provided normally within a maximum of ten working days once a placement has been agreed and the Transport Team receives notification.
  • The Local Education Authority (LEA) does not provide transport for after school clubs.

Executive Summary
Background Special education transport expenditure has been rising in recent years from 30% of all home to school transport expenditure during the mid 1980s to approximately 50% today. In addition the overall expenditure on school transport during that time has been rising in real terms. However, there has been little research to date to establish why costs are rising. In 1999 the DETR commissioned research to quantify trends and concerns about special education transport and also to provide a factual basis for the development of good practice guidance. The objectives of this project were:

Parents attack plan to trim special-needs preschool

MEDIA Unstructured playtime is a serious problem for 3-year-old A.J. Pyrih. Diagnosed with autism spectrum disorder at age 2, he needs constant structured activities in order to learn language and social interaction skills that most children pick up by modeling others, his mother, Cindy, said. That is why she fears that a Delaware County Intermediate Unit plan to cut five weeks from the county's early-intervention preschool calendar could slow the progress of A.J. and other special-needs children. "When we are not actively working with him at home, school or with a therapist, he is doing mindless tasks over and over," Cindy Pyrih said. "There is no question that the more early intervention these children receive, the better their chances of being able to be integrated into a regular classroom when they are school-age. "No expert has said, 'Give them less education and therapy. ' That decision is based on money."

This WebMemo is an update to, and replacement of, Florida McKay Scholarship Program Provides Model for Federal Legislation. During floor consideration of H.R. 1350, the reauthorization of the Individuals with Disabilities Education Act (IDEA), Members now have the opportunity to consider an amendment that will permit states to establish new, innovative special education programs. Under the proposal, states could voluntarily use IDEA Part D research and innovation dollars to research and develop new education systems that provide families of disabled children with a greater range of options. Under such a system parents and students could customize an education plan that will best help the student succeed. In states that already have such a program in place, the proposal allows federal Part B funds to be used along side of their state funds to follow the child to the their selected school. The proposal would allow states that wish to participate the opportunity to design innovative programs that empower parents with greater choices in the education of their children. A state could, for example, enable students with disabilities to transfer to other public schools within (intradistrict choice) or outside (interdistrict choice) of their home districts. Another state could allow parents and students direct access to services such as speech or occupational therapy.

There are many students with a variety of special needs. These needs must be met if the students are to have full access to the National Curriculum, to which they are entitled. Some of these needs can be met with the support of Information Technology but for certain students the provision of I.T. equipment is not the answer. For some it is sufficient for staff to be offered help and ideas for the choice of appropriate software or simple peripheral devices. The SENIT Centre can give this professional insight and recommend equipment and software where appropriate.

Who are Children with Special Needs?
Children with Special Health Care Needs or CSHCN have or are at an increased risk for a chronic physical, developmental, behavioral, or emotional condition and require health and related services beyond those required by children generally. Research advances in medicine and technology have enabled many of these children to live longer, and most children with special needs are cared for at home, attend school, and participate in community activities. As a result, care for these children places greater demands on family and community resources. Care for these children requires coordination between primary and specialty health care systems, schools, child care, early intervention programs, and community services.

As a researcher, specializing in disability topics, I often get emails from parent or grandparents interested in home schooling their child (grandchild) with special needs. Most recently, I received this message from Joyce: “I would appreciate leads on home schooling Special Needs kids with multiple diagnosis as we will home school our angel after this year of home based Special Education - 8th grade. Getting various sites together and ordering things available to home schooling parents and/or teachers. Any suggestions appreciated. Your site is a real help and inspiration for us at our house!” The reasons parents decide to home school a child with special needs vary:
  • They want their child to be able to learn at their own pace. They want their child to work at a level that is appropriate to their developmental stage and have the flexibility to introduce new skills and concepts when the child is ready. They want to use teaching methods that suit their child's particular learning style.

Christina, I know your oldest son is special needs, so I'm hoping you respond to my post! Well, my oldest son is diagnosed with mild autism. Currently, he attends our public school's specialized preschool and is doing really, really well. The plan is for him to attend Kindergarten next year so that he can continue to receive speech, physical, and occupational therapies. Since he is switching from preschool to Kindergarten, his IEP is going to change and we have not yet had the meeting. I'm waiting to see what they find after this evaluation - his services may increase or decrease as a result. Which will ultimately help in our decision about his schooling.
On the home front, I am planning on homeschooling my 3 1/2-year-old daughter at least for the next two years. I am hoping to homeschool permanently and even to bring my son home if all goes well. I thought if I start with my daughter and see how everything goes for a few years, it would be easier to pull my son out of public school in order to homeschool. See, I'm assuming that my daughter will thrive LOL! That way, I'll be able to say "See how good Natalie is doing - now we need to provide the same for Alex!"

    Special Needs
    The most important thing to remember with (most) special needs children is that they learn an objection/problem if it's shown to them in a way that they understand. Yes, it does take time and a strong will (on the parents part) to explore the many ways of showing a child something that he/she just cannot get. Children are learning DELAYED instead of learning DISABLED. There are no special requirements placed on the homeschooling child with special needs.
