Ray, Ph.D. To date there is little research into the homeschooling of children with special needs or those who are talented or gifted. What there is, though, speaks well of the effects of this type of education. A mother recently wrote to me: Can I successfully homeschool my Asperger Syndrome/ADHD child? He is nine years old and is number three of four children. Currently he is in a public [state] mainstream school with two hours support every day. Among other situations he has been hit by a relief teacher and yelled at by two experienced teachers and forced eye contact. He is definitely not a behavior problem at school and is very well mannered and polite. He is just autistic with slow processing time and cannot verbalize his feelings or needs. Some work has been done on elementary and junior high students with mental or physical delays, Attention-Deficit/Hyperactivity Disorder (ADHD), or disabilities, in both homeschooling situations and public school special-education programs. The purpose of such studies is to determine whether parents, who were not certified as professional educators, provided students with instructional environments that facilitated the acquisition of basic skills. Their findings are encouraging for all homeschooling parents but especially for those with special-needs children: It was concluded that parents could create powerful instructional environments for their children at home.

WHY SPECIAL SERVICES?
TOP A child with learning difficulties or attention problems may need some modification to a standard curriculum. Sometimes these can be minor adaptations, such as presenting lessons orally. Sometimes a different book format may be required. An individualized curriculum which works with the student's strengths in order to develop the weaker areas is the best teaching approach for a student with learning difficulties. For the home schooling parent, designing such a curriculum can be a real challenge. While a parent may be knowledgeable about a child's learning style, the parent may not know where to find appropriate materials to satisfy the academic requirement as well as fit the child's learning needs. The Special Services department at Seton works to help children with a range of difficulties, such as Attention Deficit, Downs Syndrome, and dyslexia. THE STAFF TOP The customized curriculum is designed by Cathy Gould who has been with Seton Home Study School since 1990, is teaching her own children at home, and is active in the local St. John's Parish support group.

A parent's concern - a place to start Not all children are excited and eager about facing the first day of school. For the child with a less confident style, a learning problem, a mental health issue, or a stressful situation at home, school may present a special challenge. Yet with proper preparation the school year can be rewarding for child, parent, and teacher. Although no parent or child wants to be labeled by a particular problem, understanding a child's unique style or situation, recognizing his or her strengths and weaknesses, anticipating potential trouble spots, and communicating with educational staff can start things off on a positive note and avoid wasted time later in the year.

Between 300,000 and 1.23 million students in the United States are being home schooled (Lines, 1991; Ray, 1997). According to the U.S. Department of Education, the typical home schooling family is white, has two parents at home, is of above average income and education, and Protestant (Lines, 1991). The average number of children is three, and the mother, regardless of her own level of education, is the primary instructor. Although this description reflects the typical home schooling family, it is not 100 percent representative of the entire home schooling population. It is important to recognize that current home schooling families include single parent families as well as all races, income levels, and religions.
Home Schooling Options Available to Special-Needs Children
The models that I describe in subsequent sections of this article represent some of the options available to parents who choose to educate their children with special needs at home. Information was gathered through interviews with both public and private educators who consult with home schooling families: a private consultant, a special-needs consultant in a legal defense organization, the "director" of a home school with expertise in special education, and the coordinator of a home instruction program for a public school district.

School Bus Transportation - Students with Special Needs
Special Transportation Once transportation has been awarded, the following guidelines should be followed:
  • In the mornings, student should be ready to walk out the door at least 10 minutes before scheduled pick-up time. Drivers are instructed to wait no longer than three minutes before proceeding to the next stop. For students needing supervision, please arrange to have someone at the residence in the afternoon to receive the student. Drop-off times in the afternoon could vary depending on whether or not other students assigned to ride that vehicle may be absent that day. If no one is at the residence to receive the student, the student will be returned to school.

Ten Steps to Successfully Homeschooling Children with Special Needs If you are a parent of a child with special needs and considering homeschooling, you undoubtedly have many questions and concerns. You’re not alone, but you probably know more about homeschooling than you realize. For example, you’ve spent the first five years of your child’s life as his most important “teacher.” In addition, if your child has been in public school, you’ve probably spent many evenings and weekends helping your child do homework. Guess what? You’ve been homeschooling. My husband, Clint, and I have “been there—done that,” and now we’re on our tenth year of homeschooling. Our sons Cj (22) and Shane (15) have been diagnosed with attention differences, and had we left them in public school, it is my opinion they would have inherited more labels as well. Has homeschooling been hard? Sometimes. Interesting? Who said living with children with special needs is boring? Can it be done? Yes! Homeschooling isn’t a cure, and it is easier for some families than for others. However, homeschooling has rapidly become a respected alternative, especially for those children with special needs who are being pushed out of public schools. It’s not my place to diagnose, label, or tell you how to homeschool your child with special needs. And the issues of medication and counseling belong within the scope of each family’s decision-making process. However, with the one-on-one learning that parents provide in a homeschool environment, children with special needs can soar.

This trend is expanding to include children in special needs programs, resulting in an increasing number of questions from parents choosing to homeschool their children who are interested in continuing or obtaining special needs help from the schools. In many instances a special needs child shows tremendous gains just by being removed from the public school situation and educated at home by loving and caring parents who are able to provide the stimulation and enrichment each child needs and deserves. If services are offered the family is not required to accept them. Many families do just fine without government help, but if you need it, special needs services are available to homeschoolers. There are various measures and programmes in place to try to address the education needs of children with disabilities.
Special schools/special classes for children with disabilities
There are over 100 special schools and a number of special classes in mainstream primary schools for children with disabilities. Many children with disabilities or special needs are in ordinary classes in mainstream schools and there are special resource teachers available to help these children. Special needs assistants may be allocated to mainstream schools. Special transport arrangements, including escorts and safety harnesses are available for children with disabilities attending school.
Pupil-Teacher Ratios
The pupil-teacher ratios (PTR) in special schools and special classes are lower than in mainstream schools. The present ratios are as follows:

S ERVICES IN S CHOOL FOR C HILDREN W ITH S PECIAL N EEDS: W HAT P ARENTS N EED TO K NOW No. 83 Some children experience difficulties in school, ranging from problems with concentration, learning, language, and perception to problems with behavior and/or making and keeping friends. These difficulties may be due to one or more of the following: physical disorders, psychiatric disorders, emotional problems, behavioral problems, and learning disorders (or disabilities). These children with special needs are usually entitled to receive special services or accommodations through the public schools. Federal law mandates that every child will receive a free and appropriate education in the least restrictive environment. It also entitles children with special needs to receive extra services. To support their ability to learn in school, three Federal laws apply to children with special needs:
  • The Individuals with Disabilities Education Act (IDEA) (1975)
  • Section 504 of the Rehabilitation Act of l973
  • The Americans with Disabilities Act (ADA) (l990).
Between states, there are different criteria for eligibility, services available, procedures for implementing the Federal laws, and procedural safeguards. It is important for parents to be aware of these laws and regulations in their particular area.

At Mastery Publications, we know that every child is special. A large percentage of the school-age population, however, have very unique special needs. Unless those needs are dealt with appropriately, the child will not learn up to his or her potential. Many parents are trying to teach their special children at home.
