    The Special Needs Initiative Background Life for Ukrainian children with disabilities can be grim. Many aren't permitted by law to attend school; others attend school but without benefit of special education services. The problems of the post-communist economy limit social and recreational programs, rehabilitative services, availability of adapted and rehabilitation equipment, and the training of appropriate educational, medical, social service, and rehabilitation personnel. The post-communist society lacks a strong tradition of working towards family-centered care for children with disabilities. An option many parents are given is to send their children to internaty, basically orphanages far from home with little care and poor living conditions. Families in Ukraine must cope with raising their children with little help and few resources. Jewish families have begun rejecting the alternative of the internat and the limited services available to them and now struggle to raise and educate their children by themselves. The Special Needs Initiative began as a response to the unmet needs of these children and their families and started by supporting children at the Tikvah Club, a social/recreational group at the Chesed building, formed by the JDC, with Boston¹s help. Initially Boston provided toys, clothing and adapted materials and technical support as the group was developing. The group is now independent.
