    Country List World Factbook Home The World Factbook Spain Introduction Spain Background: Spain's powerful world empire of the 16th and 17th centuries ultimately yielded command of the seas to England. Subsequent failure to embrace the mercantile and industrial revolutions caused the country to fall behind Britain, France, and Germany in economic and political power. Spain remained neutral in World Wars I and II, but suffered through a devastating civil war (1936-39). In the second half of the 20th century, Spain has played a catch-up role in the western international community; it joined the EU in 1986. Continuing concerns are Basque Fatherland and Liberty (ETA) terrorism and further reductions in unemployment.

    Spain's stem cell battle ends

    The battle over who will control Spain's first public stem cell bank came to an end last Friday (April 30). The country's new Socialist leaders and allied officials in the state of Andalusia agreed to simultaneously drop dueling lawsuits over the bank, which the previous conservative government had claimed violated constitutional rules. In October last year , the Spanish Parliament approved a new law on assisted reproduction that contemplated the creation of a national center to store and manage embryonic stem cell lines. But when the government became aware that the Andalusian state government had approved its own law on embryo research and oversaw the creation of its own regional center, it filed a lawsuit in the Constitutional Court on grounds that the Andalusian center was unconstitutional. unexpected electoral victory by the Socialists in March meant that the row was to take a different direction, particularly as the Socialists also run the Andalusian government. Because of moral and religious considerations, the national law is far more restrictive and only permits research on surplus embryos that have been stored for more than 5 years by the time the law goes into effect. It also limits the number of embryos and eggs to be fertilized.

    Spain will join France in asking the European Union to consider Internet access a "universal right"like education and healthcarethus allowing financed access at an "accessible price." "Spain and Franceonce the EU telecommunications regulatory directives are up for revisionwill present a joint proposal to introduce what we could sum up as 'Internet as universal utility,'" said Rafael Arias Salgado, Spain's minister of Public Works and the Economy. A similar status is already applied to phone access. "We think that the time has arrived, in the realm of community legislation, that Internet access as an absolutely decisive instrument particularly in sectors like education and healthmust form part of what we consider universal services," he said. If approved, the proposal would allow Spain to finance Net access with funds earmarked by Spain's General Telecommunications Law. This money, while "not a subsidy," would partially finance those companies (chosen through a public bid), "willing to extend networks to every corner of Spain." The EU opened the telecommunications marketwith its 380 million consumersto competition on Jan. 1, 1998. Free trade provisions of both EU legislation and the General Telecommunications Law currently impede any type of aid or subsidyexcept for so-called "universal services."
