Spain, Spanish And Portuguese Political Geography

King Juan Carlos I, who became the head of state after Francisco Franco's death, has the ability to ratify laws, dissolve the legislature, and propose candidates for the office of prime minister; he is also head of the armed forces. Spain's bicameral legislature, the Cortes , consists of the chamber of deputies and the senate, both of whose representatives are elected every four years in provincial elections. The legislature's powers include the ability to ratify, repeal, or reform laws and to approve international treaties. Spain's executive branch consists of the president (prime minister), vice presidents, and heads of ministries. Its responsibilities include the regulation of international and national policies and defense. The king proposes the prime minister, who then must be approved by the Cortes. Each of the autonomous regions forms its own parliament and regional government and exercises legislative and executive authority in the manner outlined by the national constitution. In recent years Spain has undergone a dramatic change in government, from dictatorship to democracy. For almost 36 years General Franco controlled the lives of Spain's citizens and the destiny of the country until his death in 1975. After Franco's days the Spanish people expected a continuation of the dictatorship, but this didn't happen and over the following few years Spain became a democracy. More can be read about Spain under Franco in the history and culture people section Ironically Spain is now supported by a Constitution which is one of the most liberal in Europe and is also a member of the United Nations, NATO and the European Union. When political parties were legalised in 1977 and the new Spanish constitution was drawn up on the 31 st October 1978, the first and most important action taken was the devolution of regional power.

Spain - Government Policies
Franco's policies toward cultural, ethnic, and linguistic minorities were directed at the suppression of all non-Spanish diversity and at the unification, integration, and homogenization of the country (see Policies, Programs, and Growing Popular Unrest , ch. 1). Until 1975 Spain's policy toward its ethnic minorities was more highly centralized and unifying than that of its neighbor, France, where a liberal democratic framework allowed private-sector initiatives to keep regional cultures and languages alive. From the vantage point of the state, the Basque, the Catalan, and the Galician peoples were "nationalities" within the larger and more inclusive Spanish nation. There was only one nation, and its capital was Madrid; ethnic minorities were prohibited from using the term "nation" in reference to themselves. For the Basque or the Catalan nationalist, however, there was no Spanish nation, only a Spanish state made up of a number of ethnic nations, of which theirs was one. At the end of the 1980s, it was still too early to assess whether or not such policies could salvage these minority languages. Catalan seemed assured of survival, even if as a subordinate language to Castilian, but Euskera and Galician were spoken by such a small portion of the modern, urbanized population that their fate would probably not be known for another generation. Under the best of circumstances, the representation of such complexity in Spanish society and politics will present a major challenge to the country's political elites and opinion leaders through the 1990s.

    Regional Politics: In addition to major national parties and their regional affiliates, political party system included numerous regional parties that participated in regional elections and, in the case of the larger parties, also in national elections. Most prominent mainstream parties were Basque Nationalist Party (Partido Nacionalista VascoPNV) and Convergence and Union (Convergencia i UnioCiU), a Catalan party. Catalan parties generally pragmatic and moderate, but some Basque parties regarded as extremist and leftist with ties to terrorist organizations.     Sunday, April 18, 2004; 2:55 PM Spain's new Socialist prime minister, moving swiftly to fulfill a campaign pledge, today ordered the withdrawal of Spanish troops from a U.S.-led coalition in Iraq as soon as possible. His predecessor denounced the action as a victory for terrorists who bombed trains in Madrid three days before last month's elections. Jose Luis Rodriguez Zapatero, whose Socialist Party scored a surprising win in the March 14 elections, announced the pullout order in a televised speech hours after his new government was sworn in. The new prime minister said he had directed his defense minister, Jose Bono, "to do what is necessary for the Spanish troops in Iraq to come home in the shortest time and in the greatest safety possible." Zapatero had pledged to withdraw the 1,300 Spanish troops sent to Iraq by the previous government unless the United Nations took political and military control of the country by a June 30 U.S. deadline for transferring sovereignty to Iraqis. U.S. officials say that although they plan to turn over political power by that date to an Iraqi interim government chosen by the United Nations, U.S. forces will stay in the country indefinitely to maintain security.

The first step in developing a viable movement against imperialism and war is to reject the efforts to hold up the UN and the European bourgeoisie as a more democratic alternative to the US. Though a majority of European governments opposed military action without UN backing, they did not do so from any principled standpoint and have subsequently gone out of their way to appease the US. Moreover, to the extent that the UN is allowed to play any role in Iraq, it will only be to police the Iraqi people on behalf of the major imperialist powers. The renewed turn to imperialist colonialism abroad, coupled with the abrogation of democratic rights at home, can only be defeated by an independent movement of the working class, through the building of a genuine socialist and internationalist party.
