Subcommittee on Space and Aeronautics March 22, 2000 Mr. Chairman and Members of the Subcommittee: Thank you for inviting the National Institute on Aging (NIA) to participate in today’s hearing on life and microgravity research and collaborations between the National Institute on Aging and the National Aeronautics and Space Administration (NASA). It is an honor to appear before you today with my colleague Dr. Arnauld Nicogossian and the distinguished panel of witnesses. Overview of NIA/NASA Collaborations as well as other Institutes at the NIH, and NASA have supported joint ground/space projects, such as the Neurolab Program and the STS-95 mission. Most of the workshops supported by the NIA and NASA have focused on analysis and comparisons of changes observed during aging and the physical changes induced by space flight ( Chart #1 ). Through the issuance of workshop papers and grant solicitations, or Program Announcements (PA), these workshops have endeavored to stimulate the scientific community to engage in relevant research. The latest NIH-NASA Program Announcement "Earth-Based Research Relevant to the Space Environment," for example, was issued as a result of recommendations that arose from the 1997, NIA-NASA workshop "Aging and Space Flight: Expanding the Science Base" (

WASHINGTON (States News Service) – To John Glenn, former senator and one of the best-known astronauts in history, NASA’s 1998 mission to study how a space veteran would deal with the extremes of space as an older man was a walk in the park. "During flight, I never felt better in my life," said the 78-year-old Glenn Friday at a symposium on the experiments’ results in Maryland. Glenn called the experiment comparing the process of aging to symptoms the body goes through in outer space – "a toe in the door" to understanding how the body gets older, and perhaps how to make the aging process easier. At the NASA- and National Institutes of Aging-sponsored forum at the National Institutes of Health in Bethesda, Maryland the veteran astronaut also gave clues to growing old gracefully. "Daily exercise, simple as that sounds," he said. "I think too many people hit an age and they are expected to act a certain way." At the two-day symposium, health scientists hailed the mission for paving a road to understanding bone, muscle and memory loss, as well as balance disorders and other age-related conditions.

Precollege Education
Precollege education is the heart and soul of CARA's outreach efforts and the cornerstone of our K-12 efforts is the Space Explorers Program. The Space Explorers program is a multi-year commitment that aims to increase interest and abilities in math and science of African American students from disadvantaged inner city school systems. The program strives to broaden the Space Explorers' base of scientific knowledge; to improve their abilities in problem solving, critical thinking, and synthesis; to develop their communications skills, to enrich their awareness of career options in science and technology fields, and to increase their motivation to attend college. This is achieved through exposure to advanced technology, hands-on activities, and the cultivation of personal relationships with members of CARA's research community. The Space Explorers Program is built upon what are recognized to be four effective strategies of outreach education:

    Super-Galactic Summer
    What do paraffin wax, aluminum foil, rubber bands, a tiny flash light, and a tape measure have in common? You use them to measure the size of our Galaxy, of course! Well, maybe you can't do it, but the Center for Astrophysical Research in Antarctica's (CARA) Space Explorers can. This summer the Center's high school students have participated in eight investigations in Chicago and spent a week at Yerkes Observatory in Wisconsin gauging the depths of the Galaxy. These thirty students are the core of CARA's outreach education program. In addition to their intense astronomical investigations, they teach younger students in the Chicago school system throughout the school year. It does help to have the astronomical facilities and faculty of the University of Chicago and the Adler Planetarium at your disposal to make these measurements. Fortunately, the Center mode of operation makes this possible. During the first part of the summer, the Space Explorers attended three workshops at the Adler and even got to see a telescope in the Adler's collection that was made by William Herschel, history's first galactic astronomer. Mid-summer saw the students taking a series of physics and astronomy labs at the Kersten Physics Teaching Facility on campus. During these labs they investigated the basic physics of light and even used the Kersten's Dunham telescope.

    McGill Faculty of Law Institutes
    Three research institutes are affiliated to the Faculty of Law: the Institute of Comparative Law (ICL); the Institute of Air and Space Law (IASL); and the Institute for European Studies (IES). The Faculty's graduate programs, leading to doctoral or master's degrees as well as certificates, are the most extensive in Canada. Courses draw upon the civilian and common law traditions, but also include diverse legal traditions, legal theory, international law, environmental law, health law, human rights law, comparative private and public law, and air and space law. Graduate students whose research interests relate to comparative law, broadly understood, may choose to pursue their studies through the Institute of Comparative Law (ICL); those who wish to focus on Air and Space Law will wish to consider the programs offered by the Institute of Air and Space Law (IASL). Certificate programs, offered by both institutes, permit legal professionals from countries in transition to refine their legal skills through course work and professional placements. The Institute for European Studies (IES) was inaugurated on October 2, 2000. It is a joint venture of the Université de Montréal and McGill University. The Institute, just as the other three created in Canada in the year 2000 (Carleton University, University of British Columbia, York University-Toronto University), is supported by the Commission of the European Communities.

    Workshops, Conferences and Summer/Winter Schools Scholarships and Training Opportunities in Space Science Job Opportunities The Working Group on Space Sciences in Africa is an international, non-governmental organization founded by African delegates at the 6th United Nations/European Space Agency Workshop held in Bonn on 9-13 September 1996. The scientific scope of the Working Group's activities is defined to encompass:
    • astronomy and astrophysics
    • solar-terrestrial interaction and its influence on terrestrial climate
    • planetary and atmospheric studies
    • the origin of life and exobiology
    The Working Group seeks to promote the development of the space sciences in Africa by initiating and coordinating various capacity-building programmes throughout the region. These programmes fall into a broad spectrum ranging from the promotion of basic scientific literacy in the space sciences to the support of international research projects. The Working Group also promotes international cooperation among African space scientists and acts as a forum for the exchange of ideas and information through its publications, outreach programmes, workshops, and scientific meetings. The Working Group receives financial support from foundations and institutes committed to its objectives. One of its principal forms of support, however, is the time contributed freely by individual scientists.
