TWO MARINE POLICE SHIPS OF SOUTH KOREA ARRIVED ON A FRIENDLY VISIT IN VLADIVOSTOK
For the first time in the history of Russian-South Korean relations two patrol ships of the National Agency of the Marine Police of the Republic of Korea arrived on a friendly visit in Vladivostok (a port and administrative centre in the Far East) September 10.
The press centre of the Pacific regional department of the Russian Federal Frontier Service reported Friday that the programme of the two ships' visit includes a number of business and friendly meetings, sport competitions, excursions to the museum and places of interest in Vladivostok.

Stereotypes remain important, however, in the eyes of many South Koreans. For example, the people of Kyonggi Province, surrounding Seoul, are often described as being cultured, and Ch'ungch'ong people, inhabiting the region embracing North Ch'ungch'ong and South Ch'ungch'ong provinces, are thought to be mild-mannered, manifesting true yangban virtues. The people of Kangwon Province in the northeast were viewed as poor and stolid, while Koreans from the northern provinces of P'yongang, Hwanghae, and Hamgyong, now in North Korea, are perceived as being diligent and aggressive. Cheju Island is famous for its strong-minded and independent women. The Korean people originally may have had links with the people of Central Asia, the Lake Baikal region, Mongolia, and the coastal areas of the Yellow Sea. Tools of Paleolithic type and other artifacts found in Sokch'ang, near Kongju, are quite similar to those of the Lake Baikal and Mongolian areas. The population of South Korea is highly homogeneous, although the number of foreigners is growing, especially in the major urban areas. In addition to American soldiers, urban Chinese, and foreign nationals in business or the diplomatic corps, tens of thousands of workers have come to South Korea from China and Southeast Asia.

    ISSUES PAPER FROM THE REPUBLIC OF SOUTH KOREA
      A. Introduction
    Korea, once a major labour-exporting country, is discussing opening its labour market to foreign labour. The labour shortage problem is more serious with labour-intensive industries such as clothing, small and medium industries and the construction industry. The Korean labour market has been near full employment since the mid 1980s. Unemployment rates have been around 2.5 per cent. For example, in 1995, the unemployment rate was only 2 per cent. With this tight labour market, some industries have found it hard to locate Korean workers and immigrant workers have trickled into the country.
      B. Migration and Government Policies
    Until the mid 1980s, Korea was one of the major labour-sending countries in Asia. Nearly two million Korean workers went overseas for temporary employment since 1963. The oil-producing Middle Eastern countries received most Korean migrants. From 1963 to 1989, 61 per cent of the Korean migrant workers went to the Middle East. However, with a slow-down in the economies of Middle Eastern nations, the overseas migration of Korean labour has decreased since the mid 1980s. In 1990, about 56,000 Korean workers went abroad, a reduction of 72 per cent compared to 1982, the peak year for overseas migration of Korean workers. The downward trend in Korean labour exports will likely continue in the future. Most of the Korean workers overseas worked for Korean construction companies which successfully penetrated into the Middle Eastern market.

    The Republic of Korea (South Korea or ROK) is a highly developed, stable, democratic republic with powers shared between the President and the legislature. It has a modern economy, and tourist facilities are widely available. English is not often spoken outside the main tourist and business centers.
    ENTRY REQUIREMENTS: A passport is required. Visas are not required for tourist or business stays up to thirty days. For longer stays and other types of travel, visas must be obtained in advance.
