SEOUL, South Korea, April 2 (UPI) South Korea kicked off Friday a two-week campaign that could determine the political future of impeached President Roh Moo-hyun. Roh has vowed to use the April 15 parliamentary elections to test the nation's confidence in his rule and promised to step down if the de facto ruling Uri Party fails to get enough support to form a 299-member National Assembly. The president is expected to survive, however, as all major media surveys predict his party will score a landslide victory over the conservative opposition Grand National Party that dominates the current 273-seat single-chamber parliament with 137 lawmakers. Opinion polls show the Uri Party, which now has 49 seats, could grab as many as 200 seats when the ballots are counted. The GNP, which is suffering from plummeting popularity since it spearheaded the presidential impeachment bid, says it would be happy win 100 seats.

Time to Withdraw from Korea In his new Cato book, Tripwire: Korea and U.S. Foreign Policy in a Changed World , Cato senior fellow and syndicated columnist Doug Bandow presents a comprehensive review of the history of U.S. military involvement in South Korea and argues that it is time to recognize that South Korea is capable of defending itself and bring American troops home. Bandow contends that military activism abroad may have been justified at one time to contain the hegemonic threat posed by the Soviet Union and its clients. However, with the Cold War behind us, there is no longer any need for U.S. tripwires around the world. Such a tripwire is especially inappropriate on the Korean peninsula. "In 1953 the ROK was a wreckimpoverished, war ravaged, and ruled by an unloved autocrat whose belligerence had helped plunge his country into a disastrous war. Without an American security guarantee, South Korea would not have long survived. But four-plus decades later the South is prosperous and democratic while its adversary is ruled by an autocrat who lacks both charisma and international friends. North Korea talks of avoiding absorption by Seoul, not of conquest." Washington's military commitment to South Korea has outlived its usefulness. While South Koreans undoubtedly appreciate the protection, there is no compelling reason for the forward deployment of U.S. troops and the corresponding risk to American lives. South Koreans "will probably still want the United States to be prepared to fight to the last American for them," Bandow writes, "but their wishes should not matter. Washington should risk the lives and wealth of its citizens only when something fundamental is at stake for their own political community. U.S. soldiers' lives are not gambit pawns to be sacrificed in some global chess game."

Korea Before the Twentieth Century
Settled, literate societies on the Korean peninsula appear in Chinese records as early as the fourth century BCE. Gradually, competing groups and kingdoms on the peninsula merged into a common national identity. After a period of conflict among the “Three Kingdoms”—Koguryo in the north, Paekche in the southwest, and Silla in the southeast—Silla defeated its rivals and unified most of the Korean peninsula in 668 CE. Korea reached close to its present boundaries during the Koryo Dynasty (918-1392), from which its Western name “Korea” is derived. The succeeding Choson Dynasty (1392-1910) further consolidated Korea’s national boundaries and distinctive cultural practices. Traditional Korea borrowed much of its high culture from China, including the use of Chinese characters in the written language and the adoption of Neo-Confucianism as the philosophy of the ruling elite. Buddhism, originally from India, also came to Korea from China, and from Korea spread to Japan. For many centuries Korea was a member of the Chinese “tribute system,” giving regular gifts to the Chinese court and acknowledging the titular superiority of the Chinese emperor over the Korean king. But while symbolically dependent on China for military protection and political legitimization, in practice Korea was quite independent in its internal behavior.

With its Western name deriving from the kingdom of Koryò (918-1392), Korea has a long history of political, economic and social development. The political culture is strongly influenced by the legacy of Neo-Confucianism, which was the determining standard for daily life and public administration for several centuries. Preference of formal learning over practical skills, a highly centralized administration, factional strife and a lack of political compromise are only some features of traditional Korean politics.
It took until the opening at end of the 19th century for Western ideas to come to Korea on a broad basis. The current system of legislation and the first Korean constitution originated from the Kabo reforms of 1894, but what followed was the loss of independence to Japan after the treaties of protection (1905) and annexation (1910). After the liberalization in 1945, the country was divided into two spheres of influence by the Soviet Union and the USA roughly along the 38th parallel. In the midst of the Cold War between the superpowers, the division became permanent with the foundation of the Republic of Korea (ROK) in the South and the Democratic Peoples Republic of Korea (DPRK) in the North. The antagonism between the two parts of Korea and their supporters led to the Korean War (1950-1953), which is seen in Korea as the biggest national tragedy and overshadowing the relations on the Korean peninsula until the present day.

Growing up in South Korea, "I learned Korean history from elementary school to college," said Do, a graduate student at the University of Washington. "But here, I was very surprised to learn new things." The UW's internationally known Korean Studies Program, regarded as the best in the United States along with those at Harvard and the University of California-Los Angeles, is heading into a critical period, one that will determine whether it can continue to attract students like Do. Professor Emeritus James Palais, an expert on Korean history and the cornerstone of the program, retired 1 1/2 years ago. The South Korean government has promised $500,000 in matching funds to help establish a UW endowment to pay for Palais' permanent replacement and create the Center for Korea Studies.

an interesting read for both Koreaphiles and politicos The author was in the unique position to know fully about both positions during key moments in Korea's modern history. The result is a read that is sometimes funny, often insightful, and always interesting. Perhaps what is best about this book is that while it helps to have a basic understanding of Korea's recent history in advance, it is by no means required. Young's straightforward style makes otherwise complicated issues seem as simple as night and day. It also provides a wealth of information in under 200 pages without overwhelming the reader. Readable Modern History Eye on Korea is a tremendous contribution to modern Korean history. It is a very easy and entertaining read. It will appeal to those who know nothing about Korea, and to those of us who have lived or travelled there extensively. There is little to no jargon, things that would not be familiar to the average reader are explained quickly and clearly. I have spent the better part of my adult life in Korea or working with Koreans. I was surprised and delighted by the things I learned by Eye on Korea. It filled many gaps in my understanding of how things went down in the late 70's and 80's. It was full of names, places and events that I recognized, but had never before had a coherent picture of how they all related. Eye on Korea provides that coherence.
