Download this paper in PDF format BACK State During the 2000 session, the South Dakota Legislature created a new office within DECA called the Office of Educational Technology, "exclusive role shall be assisting local school districts in using educational technology. There are seven K-12 Distance Learning Networks. Some of these networks have been offering learning opportunities for South Dakota students since 1994, while others are just developing High school and state college courses are available over the Web, and degrees at both levels are available through this form of distance learning. During the 2000 session, the South Dakota Legislature created a new office within DECA called the Office of Educational Technology. According to Section 4 of House Bill 1257, the Office of Educational Technology's "exclusive role shall be assisting local school districts in using educational technology. Its purpose shall include researching, analyzing, procuring, and distributing programs and methods using educational technology in South Dakota K-12 schools and classrooms." The office consists of a program manager, five technology integration specialists, the DECA webmaster, and clerical support. Distance Education South Dakota has seven K-12 Distance Learning Networks. ack Keegan, the superintendent of the Sioux Falls school district, the state's largest with about 17,000 students, says the district already has cut funding for extracurricular activities and may have to cut its annual budget by $2.5 million over the next two years. The district is currently enlarging and improving some of its schools, and Mr. Keegan hopes to make up half the gap by closing other schools. In general, districts with less property wealth will have more money to spend, as will districts where property tax rates have been especially low. The districts that stand to be hit hardest are small, rural districts that have traditionally supported high per-pupil spending with their property taxes. The Geddes Community School District, for example, will have to cut per-pupil spending from $5,400 this year to $4,020, as voters rejected the idea of maintaining higher spending, says Lory Larson, the district's business manager. The district, near the Missouri River and the Nebraska border, has 157 students in one building. The district superintendent also serves as a high school principal and athletic director, Ms. Larson says; the elementary principal is also a half-time teacher, and Ms. Larson handles both secretarial and financial duties. Some elementary school grades have been combined in a single classroom. There have been no raises for three years. "We're hoping something will happen in the legislature," Ms. Larson says. If it does not, "maybe we'll combine more classes. Our high school curriculum is already limited." But she acknowledges that the district may be forced to close up shop. "I don't think the voters understand," she adds. "Some people think if their school closes there won't be a school tax."

Legislation advanced that would ease school finances By Joe Kafka, Associated Press Writer PIERRE — Legislation that would eliminate a state penalty on school districts with large reserves moved ahead 6-1 Tuesday in the Senate Education Committee. SB213 was offered on behalf of Gov. Mike Rounds. It would reverse a state law passed a few years ago at the insistence of former Gov. Bill Janklow. The law penalizes school districts with large reserves by reducing their state aid if they exceed 20 percent of their general funds. Aid is cut in those instances by an amount equivalent to the earnings on excess reserves. That money has been redistributed to other school districts. Krusemark said the Legislature passed the penalty because school balances had gotten out of hand. "Most school districts were banking money at that time and building cash reserves." School reserves, as a percentage of general funds, were 34 percent in 2001 but fell to 18 percent last year, Krusemark said. "We don't see as many districts hoarding money," he told legislators. School lobbyists testified in favor of SB213, which now goes to the full Senate.

Schools may get vocational funding By Joe Kafka, Associated Press Writer The proposal by Rep. Orv Smidt, R-Brookings, was added to SB206, which sets basic per-student funding for public schools in the next budget year. Smidt said schools have been dropping technical courses since the state quit providing money to school districts in 1995 for specific purposes. Many students benefit from courses that teach them about agriculture, building trades and other occupations, he said. Smidt said the money for vocational classes in high schools would come from state education funds that were not spent because enrollments are declining. The money would otherwise go back into the treasury, he said. "Because of this reversion, there would be funds to start this program, to fix the career and technical education issue and start on the road back to good health," Smidt said. School districts would get reimbursed only for vocational courses that students completed, he said. "I'm wondering how we spend the same money twice," Olson said. School districts should get all leftover enrollment money as part of their general state aid, Olson told his House colleagues Wednesday. That would allow each school board to determine how the money should be spent, Olson, a teacher, said.

State Library Board Members Darleen Gage, Chair Joe Van De Rostyne Richard Van Beek Kay Riter Warren Wilson TECHNOLOGY RETROSPECTIVE BUILDING ON A FIRM FOUNDATION South Dakota has a long history of multitype library cooperation and use of technology to deliver library services. Since the establishment of the State Library in 1913, the State Library has encouraged libraries of all types to cooperate together. The result is a strong network of public libraries, academic libraries (private and public), special libraries, school libraries and the state library working together to provide interlibrary loan and other direct services throughout the state to smaller libraries and citizens without library service at no charge to the end user. Many communities across the state have overnight delivery of interlibrary loan requests by courier and same day delivery by fax. Library patrons seldom wait more than three (3) days for delivery of an interlibrary loan book if the book is available in state. By the mid-1970s a TWX system linked the major public libraries and the academic libraries throughout the state. During that same period, the State Library used federal funds to encourage academic and larger public libraries to begin the process of converting their library holdings into machine readable (MARC) catalog records using OCLC. For many years the State Library funded the basic fees for OCLC membership for South Dakota libraries who were willing to participate in building a database of MARC (machine readable) records. During the same time period, South Dakota began contracting with MINITEX, a regional consortium, for interlibrary loan access to the University of Minnesota collections.

    The Museum of Geology is a teaching and research facility with collections of more than 250,000 vertebrate fossils and 6,000 minerals. The collections emphasize the fossils and minerals of the Black Hills region. White River Badlands mammalian fossils, marine and non-marine Jurassic and Cretaceous reptiles and mammals, and Black Hills pegmatite minerals are among the important collections. Some of the more outstanding specimens displayed for the general public include a pregnant oreodont , a complete titanothere skeleton, mosasaur and plesiosaur skeletons, and a systematic collection of minerals from all over the world. The Museum of Geology had its start in the late 1800's with the donation of Mr. G. E. Bailey's mineral and fossil collection to the Dakota School of Mines (now called the South Dakota School of Mines and Technology). Over 5,000 specimens were accepted and formed the core of the school's collection for many years. The original collection was later enlarged due to the efforts of numerous people since this time. Many locally derived rocks from the pegmatite mines and fossils from the White River Badlands were collected and added to the collection. Spectacular dinosaurs and fierce-looking sea lizards ( mosasaurs and plesiosaurs ) recovered from terrestrial and marine Cretaceous rocks of South Dakota have also been added to the collection; some of which are currently displayed.While traditional exhibits and research collections continue to grow, the interpretative role of the Museum of Geology is expanding in a new museum for Rapid City called the Journey. Construction of the Journey began March 21, 1996, and opened May 18, 1997. The Journey celebrated its first year anniversary with the donation of a cast of a
