Washington, DC Contract No.: 240-99-0028
October 2002
Executive Summary
South Dakota State officials requested technical assistance (TA) through the CompCare initiative to assist them in their efforts to improve Statewide child obesity education and intervention activities. There is a high incidence of childhood obesity in South Dakota as revealed by the 2000 Pediatric Nutrition Surveillance data and Statewide school height and weight data. Moreover, the incidence of obesity has been increasing in recent years. The goal of the South Dakota CompCare TA project is to increase the responsiveness of the child and adolescent health system to the high incidence of childhood/adolescent obesity in the State. In addition, the State would like to strengthen the role of the medical and education community in providing families with anticipatory guidance and appropriate interventions to prevent and treat obesity. To obtain a clear picture of the medical and education communities' current activities in this area, a self-administered survey was mailed to key provider groups in May 2002. A total of 1,554 surveys were mailed to Physicians (Pediatricians, and Family and General Practitioners), Nurses, Physician Assistants, Chiropractors, Dietitians, School/Health Educators and Program Staff (primarily Head Start and WIC). A total of 475 surveys were returned, resulting in an overall response rate of 31 percent.

RAPID CITY - Nutritionist Kibbe McGaa Conti has looked into her own American Indian past to solve a modern dietary problem among Indians.
Conti has developed an alternative to the traditional "food pyramid" with a simple, yet radically different, theory of what Indians should eat.
It is a medicine wheel, the basis of much of the Northern Plains tribal culture. The wheel features four sections colored white, yellow, red and black. The colors represent the four directions, the four races of mankind, four natural elements, the four seasons, and four parts of the life cycle among other images.

George McGovern Addresses CWS Conference
George McGovern and John McCullough Photo: CWS March 14, 2002 George McGovern, United Nations Ambassador to the Hungry and former Senator from South Dakota, shared his lifelong concern for ending hunger worldwide with Church World Service staff, meeting here March 12-17. "I hope someday we will be able to proclaim that we have banished hunger in the United States, and that we?ve been able to bring nutrition and health to the whole world," said McGovern (pictured with CWS Executive Director, the Rev. John L. McCullough, right), in his keynote address. Expressing his high regard for CWS work against hunger in the United States and around the world, McGovern promoted a campaign to end hunger in the world by 2030. McGovern is the author of the recent best-selling book, "The Third Freedom: Ending Hunger in Our Time," in which he advances a five-point plan for achieving this monumental goal. Among the steps he advocates are:
  • A universal school lunch program, led by the United States within the United Nations.

Christine Hart - Presenter
This work of honoring of the strengths of indigenous culture is very powerful. The focus on nutrition and activity (the Medical Fellowship work of Ms. Hart) is an essential part of wellness. Christine Hart is looking forward to meeting individuals at the Return to Your Roots conference who are working with the other essential parts . . . community, spirituality, etc. Her work continues to evolve. Recently it developed around three focuses:
  • She's working two days a week at the Sioux Falls Urban Indian Health Clinic, and introducing the nutritional program at that site. If it works well, it could be integrated into the state’s UIH system. We’ll have to wait and see how receptive the people in the system are to it, because they are still using USDA guidelines with excessive carbohydrates and no attention to the different kinds of fats. So her work has been challenging, exciting, and rewarding. But she is also looking forward to the experience of the "Return to Your Roots 3" conference.

    http://www.cdc.gov/mmwr/preview/mmwrhtml/00042446.htm
Guidelines for School Health Programs to Promote Lifelong Healthy Eating
Summary Healthy eating patterns in childhood and adolescence promote optimal childhood health, growth, and intellectual development; prevent immediate health problems, such as iron deficiency anemia, obesity, eating disorders, and dental caries; and may prevent long-term health problems, such as coronary heart disease, cancer, and stroke. School health programs can help children and adolescents attain full educational potential and good health by providing them with the skills, social support, and environmental reinforcement they need to adopt long-term, healthy eating behaviors. This report summarizes strategies most likely to be effective in promoting healthy eating among school-age youths and provides nutrition education guidelines for a comprehensive school health program. These guidelines are based on a review of research, theory, and current practice, and they were developed by CDC in collaboration with experts from universities and from national, federal, and voluntary agencies. The guidelines include recommendations on seven aspects of a school-based program to promote healthy eating: school policy on nutrition, a sequential, coordinated curriculum, appropriate instruction for students, integration of school food service and nutrition education, staff training, family and community involvement, and program evaluation.
