We oppose legislation that promotes homophobia and poor public health practices such as "abstinence-only until marriage" sexuality education curriculums. K-12 comprehensive sexuality education includes information on a broad set of topics related to sexuality (including abstinence) and provides opportunities for developing decision-making and communication skills as well as learning factual information. Public support for comprehensive sex ed (CSE) is high. 91% of Minnesotans support CSE in high schools and 84% support it in junior high schools. In spite of broad public support for CSE, Minnesota's sexuality education mandate is vague: K-12 schools must provide learning opportunities in content standards for graduation requirements that include "sexual responsibility" and unintended pregnancy prevention. The State's STD/HIV education requirement is clearer but also homophobic: schools must teach a prevention program that includes "a comprehensive, technically accurate, and updated curriculum that includes helping students to abstain from sexual activity until marriage."
