Wastewater Project
This project is a training and technical assistance program focused on addressing wastewater treatment and disposal issues in small, rural and tribal communities which have difficulties complying with Clean Water Act (CWA) requirements. These communities often lack adequate financing, management skills and training to construct, operate, manage, and maintain wastewater treatment facilities or systems. Institutional capacity to implement facility improvements or to address watershed pollution threats is often nonexistent. In a partnership agreement with the Environmental Protection Agency (EPA), the Rural Community Assistance Program, Inc. (RCAP), provides the appropriate financial management, operations and maintenance, and other community-specific technical assistance through the Small Community Wastewater Project. RCAP receives a grant from the EPA to support small community wastewater system needs. RCAP's technical assistance activities are coordinated and selected with state and local governments or tribal pollution control agencies, EPA's outreach coordinators and other appropriate organizations to address small community wastewater treatment problems. RCAP's activities will be targeted to:

Inter-Institutional Masters Program in Family Financial Planning
This partnership has resulted in a network of faculty and administrators working to enhance collective efforts in post-baccalaureate education (credit and noncredit)within this geographic region ( http://www.gpidea.org/ In December 1997, the Deans launched a strategic planning initiative facilitated by Peter C. Bishop. As a result of that session, the administrators re-affirmed their commitment to this efforts, including renewing their interest in inter-institutional, collaborative program development and delivery, established an agenda to continue seeking grant-funding, and when grant-funding was unavailable, and to partially support sessions for administrators and faculty when extramural funding was inadequate. As a result of strategic planning, the following mission statement was adopted: The mission of the Great Plans IDEA is to serve the faculty and administrators of member institutions by offering workshops, recommending standards, sharing practices and disseminating policy issues and recommendations to allow member institutions to offer educational program with other institutions more easily and thereby give students and professionals access to more high quality education.

Program Description The Hotel and Restaurant Management program offers students a variety of practical experiences across the entire range of activities in the hotel and restaurant industries. Using computers to practice customer booking, develop work schedules, and plan for food purchasing to minimize waste, students master the necessary skills and review the state and regulatory laws that apply to hotel and restaurant management. Students participate in an externship experience that often involves top-rated hotels and restaurants in the Denver area. More Information Program Objectives The Associate Degree program provides the student with advanced skills necessary to pursue entry-level management positions in the hospitality industry. A majority of student time will be spent building on the practical skills learned in the first six months of the program with additional emphasis placed on conference services, basic supervisory techniques, and industry specific management systems. The students’ training is enhanced by coursework in professional communications, and job search techniques. This combination of course work and field experience provides placement opportunities in entry-level supervisory positions, leading to advancement opportunities in management based on job performance.

The USGS role is to provide reliable, impartial and timely data on the status and trends of the Nation's biological resources, to provide an understanding of biological systems, and to assess natural and human induced changes to those systems.
FY 1997 Accomplishments
Wetlands Restoration
USGS scientists are coordinating a multiagency evaluation of restored wetlands in the U.S. portion of the prairie pothole region. This region includes portions of Montana, North Dakota, South Dakota, Minnesota, and Iowa. In 1997, the USGS completed an extensive survey of 204 restored and reference wetlands to assess the ecological outcome of wetlands restoration. Data will be made available to agencies conducting studies on a subset of these wetlands and will allow them to extrapolate their results to the prairie pothole region. Studies at the Delta National Wildlife Refuge, located at the mouth of the Mississippi River, have demonstrated that vegetated wetlands that have degraded to shallow open-water habitats can be restored to vegetated marsh by use of artificial, uncontrolled, sediment diversions. Sediment deposition through artificial crevasses constructed along tributaries of the Bird's Foot delta have been successful at restoring elevations to the height needed to sustain vegetated marsh. Location of wetland sample area (dark circles) in the Missouri Coteau, Prairie Glaciated Plains.
