South Dakota Drug Abuse Resistance Education (D.A.R.E.) The South Dakota Drug Abuse Resistance Education (D.A.R.E.) program completed its thirteenth year of instruction for South Dakota youth in June 2001. The major focus of the program is the presentation of a 17-lesson formal curriculum by uniformed law enforcement officers to elementary students in the 5th or 6th grades. Additional emphasis is and must be placed upon junior high and senior high programs for students of those age groups. Continued expansion of D.A.R.E. curricula is needed to impress the message of the problems of alcohol, drugs and violence.
Kids Click Here! Formal studies have shown that, in order to reach optimum impact, the D.A.R.E. message needs to be reinforced throughout the child's school years. As a result, the D.A.R.E. curriculums will be going through major revisions to provide an even more effective learning experience for our young people. D.A.R.E. instructors are involved with school staff in-service sessions, parent meetings, and visitations with classrooms that do not receive the core 17-lesson curriculum. Growth of our message into the middle school/junior high will be followed by emphasis into senior high and parent programs. Growth is crucial in providing the best possible exposure to the harmful effects of drugs and violence for the young people of South Dakota. D.A.R.E. helps students recognize and resist the many direct and subtle pressures that may influence them to experiment with alcohol, tobacco, marijuana, inhalants, and other drugs. The D.A.R.E. program offers preventive strategies which focus on the development of social competence, communication skills, self-esteem, empathy, decision making, conflict resolution, sense of purpose and independence, and positive alternate activities.

Change doesn't come easily in South Dakota, where local control reigns supreme. hile states elsewhere in the country were busy in recent years setting statewide benchmarks and moving toward standards-based accountability, South Dakota was dismantling hundreds of state education rules. Like the residents of neighboring states in the Great Plains region, South Dakotans place a high priority on small, locally controlled schools and see little reason to make large changes. Several of the states that are consistently among the top scorers in the National Assessment of Educational Progress state trials are from that region, and South Dakota probably would not be an exception to the rule if it participated in the trials. The state's students score well on norm-referenced standardized tests, and the dropout rate is fairly low. While the percentage of graduates going on to postsecondary institutions is less than average, educators note that the state has no community colleges, and most of those students go to four-year institutions. South Dakotans could also argue that they get more bang for their buck than just about anybody. Only 12 states spent less per pupil than the $4,863 the state spent in 1994-95, after cost differentials are factored in. Teacher salaries are the lowest in the nation, fourth lowest in cost-adjusted terms.

(all revenue sources) fter receiving criticism last year from national groups that rate standards and within the state for not having a strong system of academic standards in place, South Dakota education officials worked to come up with more specific content standards. Many said the state's existing content standards were too general. The original plan had been to provide districts with a broad structure for standards from which they could then develop specific standards to fit their local needs. But, without much direction from the state, few bothered to adopt standards. South Dakota rises to the challenge and rewrites standards in four subject areas. Republican Gov. William J. Janklow challenged the state education department in 1997 to rewrite the standards so that they were clearer, specific, more demanding, measurable, and comprehensive. The department responded last year, and now content standards are available in four core curriculum areas: language arts, mathematics, science, and social studies. Districts must adopt and implement course guidelines for language arts and math that meet the state's academic-content standards by July of this year. Course guidelines for social studies and science must be adopted by July 2000.

  • Peer Education Programs For Teens Teen Council
    is a youth development program for teens ages 15 (sophomore in high school) through 19 in Duluth, Rochester and the Twin Cities Metro Area. It incorporates comprehensive curriculum-based sexuality education, peer education and service learning to train highly motivated teens to act as role models, make educational presentations to students in middle and high schools, and participate in related community service projects.
