General background information includes details concerning bats and their habitat, health issues, management justification, and bats’ legal status. The management plan outlines objectives, strategies, and makes management recommendations by taxon or habitat of bat species in the management, research, and education sections. Numerous appendices include species accounts, written articles regarding bats, and current federal laws associated with bats and their habitat. The main goal of the South Dakota Bat Management Plan is to provide guidance promoting long-term conservation of South Dakota bat species through research, management, and education. Through the implementation of this plan, bat conservation efforts will be strengthened and cooperation among agencies, organizations, and landowners, as well as regulatory measures, will be enhanced. The goal being a reversal of downward trends of particular bat populations noted in bat survey work conducted through the years. Bats receive protection through management, research, and education, therefore each objective and strategy contributes to the achievement of the plan’s overall goal. No priority ranking has been established for this management plan. The overall plan goal applies to all bats in South Dakota, as well as the individual objectives and strategies. Because no priority ranking is established, local resource managers must decide which objectives and strategies apply under their authority and are most urgent in their area.

The opinion released Thursday was the first in the country from a state attorney general on the education reform measure, according to the National Conference of State Legislatures. Attorney General Peg Lautenschlager said "clear and compelling" language in the law itself says the federal government can't make states or school districts pay the law's mandated costs for improved education. The opinion could be the first step toward a lawsuit challenging the law, said Scott Young, NCSL education policy associate. State education officials did not immediately return messages from The Associated Press Thursday evening. No Child Left Behind is the centerpiece of President Bush's domestic agenda. Teachers and lawmakers nationwide have criticized the measure, saying it costs too much and its requirements are too strict. The law mandates that all school children be proficient in math and reading by 2014. It requires districts to identify schools with weak reading and math test scores and begin applying sanctions if the scores do not improve. Penalties range from making schools implement tutoring programs to letting students transfer to higher-achieving schools. Non-failing schools might have to expand to take in more students, which could drive up property taxes, the attorney general's opinion said.

The state contains 76,850 square miles. Generally the surface is undulating prairie lands, except in the south-western portion which is occupied by the Black Hills. The general altitude is about 1500 feet above sea level. The lowest point, Bigstone Lake on the eastern boundary, is 962, and Harney's Peak on the Black Hills rises to 7216 feet.
