The South Carolina School Funding Trial:
A Student’s Perspective

Marc Seabrook is a student at Baptist Hill High School in Hollywood, SC. He lives in the Atlanta area but is staying in South Carolina with his grandfather, LeRoy Seabrook, while his father serves military duty overseas. LeRoy Seabrook is active in the South Carolina Rural Education Grassroots Committee and chair of the Charleston County school board. Marc recently attended the trial in a lawsuit in which rural districts are challenging the constitutionality of South Carolina’s school finance system. Here is his report.
South Carolina’s rural school systems and the General Assembly have been engaged in a legal debate over the role the state should play in the delivery of public education. Eight South Carolina districts will try to make the case that educating children in rural and poor communities requires more effort and money than educating children in suburban and urban schools. The districts want the state to provide additional aid to help pay for such things as smaller classes, higher teacher salaries and tutoring.
The lawsuit was filed initially in 1993 involving 36 districts. In 1999, the state Supreme Court ruled South Carolina’s constitution obligates the state to provide a "minimally adequate education." This was interpreted to include providing students adequate and safe facilities, the ability to read, write, and speak the English language, and knowledge of mathematics and physical science; a fundamental knowledge of economic, social, and political systems, and of history and governmental processes; academic and vocational skills.
