November 26, 2002 North Carolina Tops in National Board Certified Teachers
State Superintendent Mike Ward today announced that North Carolina once again leads the nation in the number of teachers who have earned certification by the National Board of Professional Teaching Standards, the most accepted symbol of teaching excellence in the United States. For a list of the newly certified teachers go to http://www.ncpublicschools.org/news/02-03/nbcts.pdf (pdf 190k)*. Florida ranks second in the number of Nationally Board certified teachers with 3,490. South Carolina ranks third with 2,350. State Superintendent Ward said that he was heartened so many North Carolina teachers pursue National Board Certification. "Achieving National Board Certification demonstrates a strong professional and personal commitment. I want to commend all those teachers who added this pursuit to their already full days." The State Board of Education has been very supportive of National Board certification also. "I want to thank the General Assembly and the entire State Board of Education for their continued commitment to National Certification," Phil Kirk, Board chairman, said. "The process of achieving certification helps teachers hone their professional skills, and the Board sees this as beneficial for students as well."

Registration/Licensing/Accreditation: Recordkeeping/Reports: Discrimination: Special Education: Health: The Department of Health and Environmental Control has the authority to inspect private school lunchrooms and sanitary facilities. 1982 Op. Atty. Gen., No. 82-10, p. 12. Safety: Transportation: Home Schooling: Parents or guardians may teach their children at home if the instruction is approved by the district board of trustees in the district in which the child resides. Home school programs that meet the following standards will be approved:
  • The parent holds at least a high school diploma or the equivalent GED certificate and attains a passing score on the basic skills examination or has earned a baccalaureate degree; The instructional day is at least four and one-half hours, excluding lunch and recesses, and the instructional year is at least 180 days; The curriculum includes, but is not limited to, the basic instructional areas of reading, writing, mathematics, science, and social studies and, in grades 7 through 12, composition and literature; As evidence that a student is receiving regular instruction, the parent shall maintain the following records for inspection upon reasonable notice by a representative of the school district: a plan book, diary, or other written record indicating subjects taught and activities in which the parent and student engage; a portfolio of samples of the student?s work; and a record of evaluations of the student?s academic progress;

State-By State Analysis SOUTH CAROLINA South Carolina meets some of the criteria but does not require that charter schools meet state standards or that teachers in charter schools be certified. There is no collective bargaining for teachers in South Carolina. Admissions policies:
Any student can be admitted to the charter school, but the school enrollment cannot differ from the racial composition of the school district by more than 10 percent. If the number of applicants exceeds vacancies, the students shall be accepted by lot. The school may not limit or deny admissions or show preference in admission decisions to any individual or group of individuals, but the school may give priority to sibling of pupils already enrolled or children of a charter school employee. State standards apply: No. The policy indicates the charter school must meet or exceed any content standards adopted by the school district in which the charter school is located.
