In this position he is responsible for executive oversight of the South Carolina State Guard, Emergency Preparedness Division, the SC ARNG Facility Program, and all state programs that support the South Carolina Military Department He was born in Orangeburg, South Carolina, and is a graduate of Bowman High School and the University of South Carolina. Lexington County operates under the Council/Administrator form of government implemented in January 1976 in accordance with the Home Rule Act enacted by the South Carolina General Assembly. Office hours for most departments are from 8 am to 5 pm, Monday through Friday except for holidays. Departments Animal Services:
The Lexington County department of Animal Services assumes several roles in Lexington County. Its main purpose is to prevent animal attacks and to control the numbers of stray animals, but it is also active in a number of other areas. The top priority for Animal Services is to keep the public safe from animals that harm humans. These services include controlling vicious or rabid animals that can attack adults or children.
Animal Services also picks up stray animals and enforces ordinances that require identification tags on pets. In addition, the department provides a temporary shelter for stray animals so they can be reunited with their owners or, if unclaimed, can be adopted out to new owners.
Educating the public about the County ordinances and about spaying and neutering pets is an increasingly important component of Animal Services' duties. Beginning in fall 1999, Animal Services will visit schools and talk to children about spaying and neutering their pets. Rabies clinics will also be used to teach the public about the danger of this disease and give animals vaccinations to keep rabies out of Lexington County.

Riley and U.S. Secretary of Labor Alexis Herman announced today the award of a $3.8 million grant to South Carolina to implement a School-to-Work program statewide. "South Carolina's School-to-Work efforts will help guide our young people as they advance through school and successfully transition to rewarding careers," said Riley, former two-term governor of the state. "I'm pleased that South Carolina has decided to join 42 other states in launching this important educational program." School-to-Work encourages states and communities to form local partnerships among schools, parents, employers, employees, organized labor and community organizations that link the classroom with the real world of work. Those partnerships provide students with opportunities for internships, apprenticeships, job shadowing, and other career exploration. Employers and educators involved in School-to-Work partnerships are encouraged to work together to provide students with learning opportunities in the workplace, adult mentors and to connect the mastery of strong academic skills with success in college and in the workplace.

You are parents who have an artistically gifted child—a child who not only enjoys his or her talent, but who has shown serious commitment to it. That child might be a musician, visual artist, creative writer, actor or dancer. He has demonstrated unusual skill. She has dreamed about a professional career. The State of South Carolina has made an exciting opportunity possible for those students. It is a special public school, an extension of the local public or private high school that is designed to offer specialized, advanced training in the arts. It is called the South Carolina Governor’s School for the Arts and Humanities. On May 11, 1998, several hundred watched as Triangle Construction Company crews broke ground on what once was part of the old Furman University men’s campus overlooking the Reedy River Falls and Historic Park in the heart of downtown Greenville. Sixteen months later, the campus partially opened. The residence hall was almost completed—enough that the students could sleep and eat there. But for the first few months of the high school’s first year, classes had to be held at various Greenville locations while the classroom buildings were being finished.

Summary of Legislation
The Early Childhood Development and Academic Assistance Act of 1993, known as Act 135, added to Education Improvement Act funds to provide for the expansion of "Target 2000" to all 91 school districts by the year 1994-95 and allows schools more flexibility in using funds. In their five-year plans for serving children from birth to age five, districts must include a parenting/family literacy component that creates partnerships with health and human service agencies, adult education programs and community organizations. Districts also must make intensive efforts to recruit parents whose children are at risk for school failure, must provide parent education and are encouraged to offer parents opportunities to improve their education if they do not possess a high school diploma or its equivalent. The legislation provides for the State Board of Education to promulgate regulations, but these regulations have not yet been approved by the General Assembly.

Administrative Structure
The "Guidelines for Implementing Parenting/Family Literacy As Required By Act 135" address service delivery methods, needs assessment and developmental screening. They call for an annual evaluation of each program and collaboration with other local agencies. In the "Guidelines," at-risk children are defined according to criteria including developmental delays, unstable homes, poverty, limited English proficiency, low educational level of parent, unusual age of caregiver, poor health, child abuse and neglect, inadequate parenting and inadequate access to critically needed family services.
