David Muldrow Beasley served as Governor of South Carolina from 1995 to 1999, ushering in an era of unprecedented economic growth and a transformation of South Carolina government. As Governor, David Beasley made "Putting Families First" the theme of his administration, then immediately set out on an ambitious agenda that would focus on tax cuts, crime fighting, welfare reform and economic development. The results were dramatic: record-breaking capital investment, welfare caseloads cut in half, new technology and investments in the classroom, and tougher criminal sentencing. In an effort to shrink government and return power to the taxpayers, Beasley worked closely with the South Carolina General Assembly to cut over a billion dollars in taxes. The lion's share was designated for property tax relief, and now the average homeowner in South Carolina pays no school operating taxes. Beasley also campaigned in 1994 on the need to reform the decaying welfare system, and the next year the Family Independence Act became law. The law now places time limits on benefits, stops paying children to have children and makes job training mandatory. Even more critical, the entire mission of the Department of Social Services has been transformed from check-cutting to job placement, and caseloads continue to drop dramatically in all 46 counties and as much as 75% statewide for all able-bodied adults that were on welfare.

South Carolina
One of the thirteen original colonies of the United States, has an area of 30,570 square miles throughout its 35 counties, with an extreme breadth of 235 miles and an extreme width of 215. It is bounded eastward by North Carolina and the Atlantic, with a coast line of 200 miles; Georgia lies to the west and North Carolina bounds it on the north. Columbia is the capital. PHYSICAL CHARACTERISTICS South Carolina rises from marshland in its eastern tidewater section to a mountainous region in the extreme western portion of the state. The Pedee and the Santee are navigable rivers flowing into the Atlantic and reaching the sea through deltas in the marsh regions. It is probable that more than half of the state was at one time in dense timber. POPULATION The state is twenty-sixth in rank of population according to the census of 1910. The population in 1820 was 502,741; in 1840, 594,398; in 1860, 703,708; 1in 1880, 995,577; in 1900, 1,340,316; in 1910, 1,515,400. Beaufort County is the fifth county in the United States in point of density of negro population, having a percentage of 90.5. In 1790 South Carolina was second only to Virginia in the number of its slaves, having 107,097. The largest cities with their respective populations are as follows; Charleston, 58,833; Columbia, 26,319; Spartanburg, 17,517; Greenville, 15,741. RESOURCES EDUCATION For white children there are 2712 public schools in the state (1909) employing 933 men teachers and 3247 women, and reaching 153,807 pupils with an average attendance of 107,368. For negro children there are 2354, employing 894 men teachers and 1802 women, with an average attendance of 123,481. The total revenue for both white and negroes was $42,345,647.72; out of which there was expended $1,590,732.51 for whites and $308,153.16 for negroes. The state's per capita expenditure, according to enrolment, was in 1899, $4.90 for white, $1.42 for negro, $2.69 for both; in 1904, $6.88 for white, $1.47 for negro, $4.08 for both; in 1909, $10.34 for white, $1.70 for negro, $5.67 for both. There are 27 institutions of higher education for whites and 11 for negroes. Of the 27 institutions for whites, 5, non-sectarian, receive a total state support of $355,994.88; 5 are Presbyterian, 3 Methodist, 3

Special Education Master Teachers were hired to work with schools that had an over-representation of minorities in their Special Education programs. The Master Teacher Program was written into legislation in the South Carolina Education Accountability Act of 1998. These outstanding teachers, who have a 200 day contract with the state department, are on leave from their districts and are eligible to serve for up to three years. Local superintendents of "impaired" districts interview and select trained Teacher Specialists On Site candidates to serve in their districts. A Principal Mentor Program run by the state department selects outstanding principals to work one-on-one with principals from "impaired" districts.

What is this march about and why is it necessary? First, because of budget cuts during the past several years, the General Assembly has shortchanged all South Carolina public schools by a total of $282 million. When the Legislature enacted the 1977 Education Finance Act (EFA), it pledged to support the "base student cost" necessary for the minimum operation of the state's schools. Each year, the General Assembly is supposed to provide these funds, which are just enough to keep schools open and barely staff them.

History
The South Carolina Center for Teacher Recruitment (SCCTR) is the oldest and most established teacher recruitment program in the country. The South Carolina Center for Teacher Recruitment, established by the Commission on Higher Education in December 1985 and funded by the South Carolina General Assembly, has completed its twelfth year of operation. Following the passage of the state?s landmark Education Improvement Act, the SCCTR was created out of a concern for the condition of South Carolina?s teacher supply pool and a need for a centralized teacher recruitment effort. SCCTR?s recruitment agenda is a comprehensive one in which the Center pursues a variety of programs for increasing the number of students in the education pipeline and recruiting and retaining certified teachers. The SCCTR?s primary target groups are middle and high school students, college students and adults. The Center for Teacher Recruitment is staffed by a director, an associate director, seven teachers in residence (including the S.C. Teacher of the Year) and four administrative assistants. The SCCTR has developed into a national model for teacher recruitment and has been adopted by approximately one-fourth of all teacher recruitment programs in the country.

    Before Dan took Tech Prep courses at Liberty High School, he was disengaged in school and rarely spoke out in class. When Liberty adopted a rigorous Tech Prep program that included him in activities simulating the workplace, Dan found school more relevant and became motivated to do well. He learned how to write a resume and prepare for a job interview; in time, he grew comfortable with working in groups and making oral presentations. A few weeks after high school graduation, Dan was hired by a local textile plant to maintain industrial equipment and do electrical work. Liberty High School has eliminated its general track courses and replaced them with a Tech Prep program that provides students like Dan with integrated academic and vocational courses, prepares them for meaningful employment, and encourages them to pursue postsecondary education.

    The South Carolina Governor's Council on Physical Fitness was established by Executive Order in 1972 by Governor John C. West. It is one of the oldest Councils in the country. The Council promotes the health and well-being of South Carolinians of all ages by advancing the levels of physical activity and fitness. The Council is composed of: 10 members appointed by the Governor. 5 members representing the South Carolina Coalition for Promoting Physical Activity. 3 members representing organizations with an interest in physical fitness and healthy lifestyles.     In addition to serving as an advisor to the State on issues related to physical activity and providing vision and leadership to agencies and policy makers, the Governor's Council pursues several activities: The Council's slogan, "Family, Fun, and Fitness," stresses the importance of physical activity in family life.
