Student leadership and self-reliance are developed through an emphasis on character education at Springfield. The students begin the day with our school creed via our student-produced daily newscast on WSTM, which is televised throughout the school each morning. Good behavior is stressed through the Good Citizenship program and our school-wide discipline plan. The students at Springfield may choose from a wide selection of enrichment opportunities including the Springfield Skippers, an exhibition jump rope team; the Springfield Mustang Chorale; and ThinkQuest Junior. Enrichment opportunities extend beyond the school day thanks to mini-courses in foreign language, science, pottery, drama, ballet and karate which are offered at a nominal fee. The school also has an "extended day" childcare program from 6:30AM 'til 6:00PM that is ideal for working parents. An afternoon "extended day" program is available for morning kindergarten students. Computer Lab The students at Springfield Elementary School attend computer classes in one or both computer labs on a weekly basis. The Springfield Technology Committee has developed a curriculum based on the South Carolina Curriculum Standards for technology and we currently have a full-time teacher to develop integrated technology lessons and to assist classes in the Multimedia Lab. We also have a full-time technician to maintain our extensive equipment and assist in the Primary Lab. The award is given at discretion of the AASL President to an individual or group who had a significant impact on school libraries and students. Rachel Hodges launched the "Reading with Rachel" program in 1999 to help instill a love of reading in South Carolina's children. During her tenure as First Lady, Mrs. Hodges visited over 250 classrooms in the state and distributed over 300,000 books, donated by 18 publishers and selected by state educators, to student and school libraries in South Carolina. Adult and youth volunteer groups called "Rachel's Readers" were established in 2000 to expand the popular initiative. The adult volunteer readers adopt schools and read for them each month, and present the school media center with copies of the "Reading with Rachel" Book of the Month. The youth volunteers, includes teen Girl and Boy Scouts, present scripted reading programs in school libraries, public libraries, after-school programs, and day care centers. Why Welfare Queens Wear Ties BY JAY HANCOCK W hy do South Carolina and other Sun Belt states face long-term spending crunches even though their growth is the envy of the nation? Look closely at the cost-benefit formulas they use to figure whether business giveaways are good deals. They're tilted in favor of corporate handouts. The formulas all but ignore the most basic equation in economic development that new jobs need new residents to fill them, along with new schools, wider roads, extra police and other government expenses that come with population growth. The result: States growing through business incentives are placing themselves in multiple jeopardy, interviews with development experts and state officials show. They're slashing tax revenue, spurring growth and then fooling themselves about how much that growth will cost. "The research is fairly consistent on this," said Timothy Bartik, economist with the Upjohn Institute for Employment Research in Kalamazoo, Mich., and an authority on development. "In the long run, if you create five jobs, four of them go to people who otherwise would be living someplace else." Take South Carolina.

That child might be a musician, visual artist, creative writer, actor or dancer. He has demonstrated unusual skill. She has dreamed about a professional career. The State of South Carolina has made an exciting opportunity possible for those students. It is a special public school, an extension of the local public or private high school that is designed to offer specialized, advanced training in the arts. It is called the South Carolina Governor’s School for the Arts and Humanities. On May 11, 1998, several hundred watched as Triangle Construction Company crews broke ground on what once was part of the old Furman University men’s campus overlooking the Reedy River Falls and Historic Park in the heart of downtown Greenville. Sixteen months later, the campus partially opened. The residence hall was almost completed—enough that the students could sleep and eat there. But for the first few months of the high school’s first year, classes had to be held at various Greenville locations while the classroom buildings were being finished.
