The Allendale Health Network is a community organization with the goal of improving the health of the residents of Allendale County and small sections of neighboring Hampton, Bamberg, and Barnwell counties in the southern Low Country of South Carolina. Collectively, the service area is the most economically depressed region in the State (80 percent African American, 18 percent Caucasian, and 2 percent Hispanic). The network is composed of the Low Country Healthy Start Program, Allendale County Health Department, Allendale Alive, Allendale Office on Aging, and the grantee, Low Country Health Care System. Foremost, Allendale County faces major women's health issues. South Carolina has repeatedly cited Allendale County with the State's highest rates of infant mortality, breast and cervical cancer, low birth weight babies, and teenage pregnancy. Moreover, the county has had the highest teenage pregnancy rate nationwide during the last decade. In addition, Allendale County has a major health care access problem due to limited availability of both personal and public transportation. For these reasons, the participating partners of the Allendale Health Network have prepared this application with the vision of having an immediate impact upon the county's most serious problems.

  • better coordinating existing private and public food assistance resources; identifying potential sponsors of child nutrition programs; and developing innovative approaches to nutrition needs at the state and local level.
Sixty percent of the total appropriation is made available to all states for distribution to eligible entities within each state. Legislative Authority The Community Services Block Grant Act, Title VI, Subtitle B, of the Omnibus Budget Reconciliation Act of 1981, P.L. 97-35, as amended; and the Coats Human Services Reauthorization Act of 1998 (P.L. 105-285). Summary of FY 2001 Program Activities In FY 2001, $2.6 million will be available to support community food and nutrition discretionary projects. In addition, $3.7 million will be available to states, U.S. territories, the District of Columbia, and the Commonwealth of Puerto Rico based on a formula for distribution to eligible entities. Summary of FY 2000 Program Activities In FY 2000, $2.6 million was available for 51 discretionary projects. Food and nutritional resources were provided through the coordination and accessibility of existing national, state and local nutrition programs. In addition, $3.7 million was made available to states, U.S. territories, the District of Columbia, and the Commonwealth of Puerto Rico based on a formula to provide statewide nutrition services.

The South Carolina Department of Health and Environmental Control (DHEC) was formed in 1973 as the agency responsible for advising the State in matters pertaining to healthand the environment. It has the authority to monitor, control, and prevent pollution, unsanitary conditions, and the spread of communicable disease. DHEC's programs focus on personal health services, environmental regulatory activities, and health regulatory activities. Personal health services include maternal and child health care, chronic and communicable disease care, home health care, and migrant health care. SERVICE LIMITATIONS: Materials will be sent free of charge to residents of South Carolina. Sample copies will be sent to out-of-State requestors, except materials for which there is a fee.

The Master’s of Science degree in Nutritional Sciences includes the following options: Nutritional Health Care and Food and Nutrition. These options provide diverse opportunities in the educational preparation of nutritionists and dietitians, and at the same time, meet specific needs of individuals and groups. The academic program consists of a minimum of thirty-six (36) semester hours. Candidates, with consent of their advisors and according to their professional interests, are permitted to enroll in courses in related fields. It is preferred that students entering either of the options have an undergraduate degree in Food and Nutrition, however, students with a Bachelor of Science degree in other areas will be admitted. Option 1—Nutritional Health Care —This option prepares students to enter various professional programs in the health field, as well as to function effectively as members and/or leaders of interdisciplinary health teams. Option 2—Food and Nutrition —This option provides in-depth knowledge of the physiological and biochemical aspects of nutrition. The role of social and economic factors as determinants of nutritional practices in relation to physical wellbeing is emphasized.

Since 1977, the Family Practice Residency at Palmetto Health Richland has taken pride in training more than 200 successful family practice physicians for South Carolina and the nation. About half of our residents are from South Carolina. The Family Practice Center is located in a gorgeous brand new facility located on a corner of the Palmetto Health Richland campus. We aim to function as a large private group practice, as we combine quality healthcare delivery and state-of-the-art equipment with modern management procedures. We serve as a major healthcare provider to the community in a great setting for primary care education. An integrated computerized network is used for appointment scheduling and medical record documentation. All patient rooms, resident offices, nursing areas and study areas are fully equipped with computers for instant access to patient records, prescription writing and lab results. We boast great online teaching resources through Palmetto Health Richland's excellent infomatics service and through the SC AHEC on-line library resource. Patients from all walks of life are seen in the Family Practice Center and present a broad spectrum of clinical problems. Outpatient visits average 48,000 a year. The center is divided into two wings of patient care, both an east and west wing with separate nursing stations in each area. We have 38 patient rooms and an additional three procedure rooms. MEMS PROGRAM OVERVIEW AND ACHIEVEMENTS
Background Purpose
  • Increase the pool of trained professionals in the fields of nutrition, food and exercise sciences who desire to work with under served populations in the future
Rationale
  • A common challenge shared by allied health professions is the need for a high quality, diverse work force. Currently, minorities make up about 25% of the U.S. population but only 10% work as health care professionals. One of the goals of Healthy People 2010 is to increase the proportion of degrees awarded to underrepresented racial and ethnic groups. MEMS is a model program that facilitates the degree attainment and professional preparation of students from a variety of backgrounds who desire to enter allied health professions and to improve the health condition of undeserved populations.
Outcomes (As of Spring 2003)
  • 67 students are currently in or have completed MEMS
  • 58 students have completed MEMS, including 6 completing "Advanced MEMS Projects"1
