The Family Nutrition Programs of the South Carolina Department of Social Services all have one special goal making it possible for every single South Carolinian to have adequate, nourishing food every single day.
We have a wide range of nutrition programs that reach thousands of families who need some assistance making ends meet. We often work through schools, churches, daycare centers, recreation centers, and other agencies to provide meals and snacks.
Some of our programs are listed below. To learn whether your family qualifies to receive assistance, or whether your organization could be a provider, click on the name of the program. The Summer Food Service Program
Many children depend on meals at school for the nutrition they need to learn and grow. Their need for good food doesn't end when school gets out. The Summer Food Service Program meets this need by offering free meals and snacks to kids in low-income areas during the months they're on vacation. The Afterschool Snack Program

Programs
C ommunity S ervices B lock G rant (CSBG)
provides an array of funding for vital communtiy initiatives, including assistance for education, employment, emergencies, housing and health care. Community programs are intended to encourage families toward self-sufficiency. CSBG programs are implemented each year through regional community action agencies. Currently, there are fifteen community action agencies throughout South Carolina.
(CSBG is a federal block grant funded by the U.S. Department of Health and Human Services). C ommunity F N makes funding available for nutrition information, health care and food assistance through community action agencies.
G eneral E mergency A ssistance P rogram (GEAP) The Community Services Block Grant (CSBG) provides General Emergency Assistance to assist with utility bills, food, clothing and medical services. The need must be of an emergency nature in order to qualify for assistance. L ocal I nitiative P rojects are services and activities which target the anti-poverty goals as set forth in Section 675(C)(1) of the CSBG Act. Those include projects pertaining to employment, education, income management, energy, health, emergency, housing, nutrition and other areas in which there may be obstacles that impede the attainment of social and economic self-sufficiency by low-income persons.

South Carolina The South Carolina Diabetes Prevention and Control Program (SC DPCP) has received funding from the Centers for Disease Control and Prevention since 1977. Activities supported by the South Carolina DPCP include the following:
  • Community Health Center technical assistance . SC DPCP Health Systems technical assistance focuses on 8 of the 18 Community Health Centers across the state. Part of the Diabetes Collaborative, these 8 centers use the Chronic Disease Model and a quality improvement model to make changes and improvements in their health system organization, delivery system, decision support, information systems, community resources, and patient self-management. The DPCP provides technical assistance to facilitate improving diabetes care in office-based practices in medically undeserved areas of the state, and to increase diabetes self-management skills in patients who attend these primary care centers for diabetes care. Surveillance . The SC DPCP monitors the burden of diabetes using the Behavioral Risk Factor Surveillance System and other diabetes-related data. The data are analyzed and reported in

The Epidemic
  • 61% of South Carolina adults are overweight or obese. (CDC BRFSS, 2002) 26% of low-income children between two and five years of age in South Carolina are overweight or at risk of becoming overweight. (CDC PedNSS, 2002). The obesity rate among South Carolina adults rose by 90% from 1990 to 2002. (CDC BRFSS, 2002)

While the Office of Curriculum and Standards facilitates the revision of the curriculum standards in health and safety, the Office of Adult and Community Education provides statewide leadership and services to schools and districts in this area. South Carolina Healthy Schools (SCHS) is an initiative that focuses on improving children’s and adolescent’s well being by working with the school environment to encourage positive healthful behaviors. Healthy Schools promotes a multi-component model that involves schools and communities working together to improve health and physical education, social and emotional health, nutrition and health services, staff wellness, and a healthy and safe environment. This model, based on research by the Centers for Disease Control and Prevention (CDC) , attempts to address the most serious risk behaviors that effect South Carolina youth. 'South Carolina Choice' Gives Seniors More Options
Plan Is First To Be Approved By U.S. Government

SPARTANBURG South Carolina senior citizens and disabled residents will have more choice in deciding how their Medicaid money is spent. Gov. Mark Sanford was at the Mountain View nursing home in Spartanburg County Wednesday to announce the pilot program South Carolina Choice. Sanford said the community long-term care program of the Department of Health and Human Services will be able to change the way their Medicaid money is used. Up to this point, senior citizens have had to go through a state-approved agency if they needed at-home health care. The new program allows them to use the money to have a friend, neighbor or relative care for them for the hours they need. Patients can contact a state advisor through the program who can help them get state authorization to spend program money on a particular service or product. Sanford said this plan will let senior citizens use the money in ways that will let them stay home, rather than move to institutional homes.

In 1997, the Food and Nutrition Service (FNS) commissioned a study of State-level efforts to provide food stamp recipients and eligibles with nutrition education. The purpose of the study was to provide FNS with descriptive information about how Food Stamp Nutrition Education has been implemented in States utilizing the optional nutrition education provisions of the Food Stamp Program. As a part of that study, six local case studies were conducted to examine how local programs implement State policy. This report presents information obtained from the six case studies. The goal of the case study reports is to provide descriptive information about how local programs implement nutrition education activities for food stamp recipients and eligibles. set of public health challenges. Sedentary lifestyles and diets high in calorie-rich foods
have produced a generation of Americans who are increasingly obese. The health
problems associated with weight related diseases are multiplying by epidemic proportions.
South Carolina currently ranks among the highest in prevalence of both obesity and
physician-diagnosed diabetes in the country with more than 60 percent of adults and one in
three children overweight. Poor nutrition and obesity can be associated with four of the ten leading causes of death:

About Our "Food, Nutrition and Health" Programs
Food Preservation and Safety
Food safety is an area of concern in Graham County. Food borne illness can result when individuals consume unsafe food. Poor food handling practices foster the development of bacteria,molds, and viruses that can lead to food borne illness. Consumers have access to a wide range of nutrition information via television, the Internet, and written materials. However, it is important to differentiate between sound information and fads. Cooperative Extension promotes good nutrition by providing consumers with research based information that will enable them to make healthier choices. Graham County Cooperative Extension has all the latest research-based information concerning food preservation and safety and equipment to test pressure canner gauges. Nutrition
There is growing public interest in nutrition as it relates to chronic disease. Healthy dietary choices can aid in controlling conditions such as high blood pressure and diabetes. Weight control continues to be an issue of much debate. In the quest for the "perfect" body many are turning to fad diets and quick fixes. Graham County Cooperative Extension focuses on teaching county citizens the basics of good Nutrition, Weight Management and Heart Healthy Food Choices. Partners in Wellness, a food safety and nutrition program for senior citizens is presented frequently at the local senior centers. Programs for all age groups will be offered on a regular basis throughout the year.
