South Carolina K-12 Technology Initiative Executive Summary The 1996/97 Appropriations Act committed $20,000,000 and authorized the SC State Budget and Control Board's Office of Information Resources (OIR), in partnership with the State Department of Education (SDE), South Carolina Educational Television (SCETV), and the private sector to begin the first year of a four year project to improve the use of technology in the state's public schools and libraries. To continue the project in 1997-98, the legislature provided a total of $28,366,516 in funding. These agencies, along with BellSouth and the independent telephone companies, formed the School Technology Coordinating Committee, a public/private sector partnership to oversee the development and implementation of this project. A major component of the schools and libraries project was begun by the committee along with the South Carolina State Library. This component was to provide Wide Area Network (WAN) connectivity for the state's 1,136 public schools, 86 districts and 189 public libraries. This WAN connectivity allows the schools and libraries to be a part of the South Carolina Information Network (SCINET). SCINET is a statewide network that connects South Carolina with the rest of the world. As of March, 1998, 96% of the schools and 88% of the libraries currently have dedicated connections or have ordered them. By July, 1998, it is expected that initial installations for all schools and libraries will be completed.

This includes vertical areas of interests News, Government, Education, Business, Health, Public Safety, Environment and Tourism. A portal is a "one-stop shop" filled with information and service choices. Each of the portals caters to the needs of its users citizens, employees or businesses. The user is linked directly to the information source or service automatically, without needing to know which agency is involved. No longer will the user have to know and navigate a specific agency web site to find the information he wants. Also, a search engine has been incorporated to allow the user the ability to search for specific items. All pages containing information relative to the search will be displayed. However, links to all agencies home pages are available for direct access.

    South Carolina Geographic Alliance Thematic Mapping Program The Thematic Mapping Program is made possible through partial funding by a grant from BellSouth. The purpose of this program is to enable K-12 teachers to access information about the state of South Carolina and produce their own maps depicting this information. For example, it is possible to design maps that reveal population characteristics and primary economic activities. Teachers have the ability to select the characteristics they want mapped, and the maps become powerful tools enabling the generation of hypotheses and analysis. The possibilities are endless. Currently, the program enables teachers to create two different types of maps - choropleth and dot density. CHOROPLETH MAPS Choropleth maps are very common. Most people have seen them, but few know them by this name. These maps use coloring and/or shading to depict values of selected characteristics. choropleth maps are useful when the data is reported by area, not just by location or point. Take for example, the following map. For each county in South Carolina, it shows the percentage of the population that has a college education. The counties with the darkest shading (Greenville, Richland, Lexington, Charleston, and Beaufort) have the highest percentages (17.4 - 28.0%) of college educated people, and the counties indicated with a white color (Union, Chesterfield, Marlboro, McCormick, Saluda, Lee, and Jasper) have the lowest percentages (4.8-8.0%) of college educated people. As noted, the data is from the 1990 U.S. Census.
