Housing programs operated by Telamon are multi-faceted and varied, depending on specific populations targeted, available funding support at the federal and state levels, and the combination of a given program's purpose and design. Our funding sources include federal agencies such as the Departments of Labor (DOL), Agriculture (USDA), Housing and Urban Development (HUD) and Energy (DOE). States and some counties provide resources for low-income and elderly populations they target for assistance. Project emphases may include new construction, group home building, mortgage or maintenance counseling, construction skills training, weatherizing or emergency repairs or technical assistance to agencies that want to get involved in local housing assistance programs. What services are provided? Training and technical assistance is provided for multi-family housing projects like USDA's Rural Development Section 515 Rural Rental Program, Section 514-516 Farm Labor Housing Programs; and HUD's Home Investment Partnership Program. Single- family home construction assistance is provided through USDA's Rural Development Section 502 or Section 523 Self-Help programs; and rehabilitation or weatherization assistance is provided through the Section 504 Repair Program and the Section 523 Housing Preservation Grant Program. Rehabilitation projects are also supported by Community Development Block Grants, DOE's weatherization assistance programs state housing development and finance agencies. Housing counseling services to farmworkers are also supported by the Department of Labor.

Fair Housing Resources

The South Carolina Association of REALTORS has a committee specifically dedicated to the housing opportunity issue. The goal of the committee is to develop an initiative on a state-level to assist Local Boards/Associations with a working program to help ease the lack of affordable housing in the state. Local Associations are forming coalitions with local groups to provide educational and monetary assistance to families that desire home ownership. Their efforts include:
  • Elimination of predatory lending Locate neighborhoods for construction and rehab of low-income housing Establish housing trust fund Implement zoning changes Coordinate contributions with the business sector Education of youth on credit issues
The ultimate goal is to initiate a plan of action statewide to make home ownership more affordable and accessible to all South Carolinians.
