Chartered in 1801 as South Carolina College, the University of South Carolina was the first university to be supported continuously by annual state appropriations. Housing Supports - Overview - South Carolina
The South Carolina State Housing Finance and Development Authority administers a number of Federal and State programs directed at low and low-to-moderate income South Carolinians. The Housing Authority is self-sustaining and receives no State appropriation. Through the Authority, individuals and families in South Carolina have a variety of housing support programs available to assist them to find and secure safe, decent, and affordable housing. The Housing Authority administers a contract from the US Department of Housing and Urban Development (HUD) for oversight of rent subsidies through the Section 8 Rental Assistance Program , as well as numerous other housing support programs: Housing Choice Voucher Homeownership Voucher Project Based Certificates Moderate Rehabilitation Program Multifamily Tax Exempt Bond Financing Program Low Income Housing Tax Credit Program Single Family Homeownership Program Homeownership Mortgage Revenue Bond Program. Home Investment Partnerships Program (HOME) The South Carolina Housing Trust Fund commits State funds to help low income citizens finance affordable rental and home ownership opportunities. The Fund maximizes the use of federal, state and/or other housing assistance programs and leverages all other available public and private resources by establishing partnerships between government, qualified non-profit sponsors, for-profit sponsors, and those in need of affordable housing.

The Federal Emergency Management Agency (FEMA) released a report, "Responding to Incidents of National Consequence," which includes recommendations for fire and emergency services based on the events of September 11, 2001, and other incidents. The report was developed by the National Fire Programs Division of the U.S. Fire Administration. Telecommunications bill passes General Assembly in Final Minutes
One of MASC's top three legislative initiatives for the year passed as the 115th Session of the General Assembly wound down.
At 4:48 p.m., 12 minutes before the General Assembly was scheduled to adjourn, the Senate agreed with the House amendments on . H3530 increases the telecommunications business license tax from .75% to 1.00%. The speaker of the house and the lieutenant governor ratified the bill at 5:45 p.m. and sent it to the governor for his signature.

In 1997, the Medical University of South Carolina launched a bold new campaign referred to as the Healthy South Carolina Initiative. Under this broad banner, 28 separate projects were funded to address particular health concerns with an emphasis on vulnerable populations. Each of the component efforts is intended to improve the health and well being of the community. Although a wide range of approaches is utilized, all projects feature an orientation towards building new partnerships and working across traditional disciplinary boundaries. By sharing experiences across activities, the teams hope to learn from one another and enhance the overall success of the effort.
The Healthy South Carolina Initiative also serves as a valuable resource for educating health professionals. Students from all six Medical University colleges are involved in the projects, acquiring knowledge that cannot be gained in a classroom or hospital setting. Not only do students learn about the health concerns of their community; they also gain insight into their responsibilities with regard to public service and the value of a team approach to problem solving.

South Carolina March of Dimes announces 2004 grants
12-Feb-04 The South Carolina Chapter of the March of Dimes has awarded grants in communities across the state that will address unmet maternal and child health needs. These grants are one way the March of Dimes pursues its mission of saving babies by preventing birth defects and infant mortality. Greenwood Genetic Center received to fund the South Carolina Birth Defects Program, a comprehensive system of birth defects monitoring and information that builds on the successful neural tube defect (NTD) prevention partnership. The South Carolina March of Dimes has invested more than 1.4 million dollars in this partnership since 1998. The partnership includes case tracking and public and professional health education about the importance of the B vitamin folic acid in preventing these serious birth defects of the brain and spinal cord. This program has been credited with reducing the rate of NTDs by 50 percent since 1992. Called South Carolina's success story of the decade, it is considered a model prevention program. This grant is given in honor of BlueCross BlueShield of South Carolina, statewide corporate partner for the March of Dimes Premature Birth Campaign. Links  About MHASC MHASC is an affiliate of the National Mental Health Association, founded by former psychiatric patient and Yale graduate Clifford W. Beers to expose and correct the injustices he experienced and observed during hospitalizations for a diagnosis of bipolar disorder. The Mental Health Association in South Carolina, a nonprofit agency based in Columbia, has given 50 years of service to its mission of improving the lives of people with mental illness, promoting research and improving the mental health of all South Carolinians. MHASC has 28 local affiliates working in all areas of mental health, including public policy, education, direct service and advocacy. The state office and some affiliates operate with paid staff members, but much of the work is accomplished by dedicated volunteers who lend their time and talents to the daily tasks of running the organizations. MHASC provides a statewide presence with governmental agencies, develops policies which guide activities across the state, follows legislation which will improve and expand mental health care in South Carolina, establishes local affiliates in counties not currently represented in our family and offers assistance to local affiliates already in existence.
