Regional Associations and Centers ASSOCIATION OF SOUTHERN REGION EXTENSION DIRECTORS (ASRED) -helps to build effectiveness and efficiency of state Extension programs through effective multistate cooperation. THE DELTA COMPACT -a collaborative effort to devise comprehensive community development solutions to the problems arising from the persistent poverty, sluggish economy, and legacy of racial segregation in the Lower Mississippi Delta region. MID SOUTH DELTA INITIATIVE -a partnership between Delta communities in Arkansas, Louisiana, and Mississippi and the W.K. Kellogg Foundation (WKKF). The initiative focuses on 55 contiguous counties and parishes along the Mississippi River. This long-term community and leadership development initiative incorporates: capacity building and project grants and technical assistance; support for expanding regional leadership and economic policy initiatives; and technical assistance and support networks for groups and organizations that work intensely with community based programs in the region. The Foundation and its partners are creating a "learning community" to share ideas, information, best practices, and tools about building the capacity of people and communities to increase economic opportunities.

CENTER FOR GIFTED EDUCATION Research and Evaluation About Research and Evaluation at the Center for Gifted Education Since its inception, the Center has been engaged in applied research and program evaluations. The Center has been sponsored by the USDOE under Javits Grant for curriculum development initiatives and research for 15 years. The centerpiece of many of our research studies has focus on the evaluation of the William and Mary curriculum units and their effectiveness in classrooms. In the meantime, the Center have been also contracted with state or local agencies for medium or small scale research and or evaluation studies; these studies have been instrumental in helping key leaders and policy makers at different levels in decision-making and developing strategic plan for gifted program improvement. Improving Reading in South Carolina: The South Carolina Reading Initiative (SCRI)
Many teachers have embraced the SCRI program, which requires a three-year commitment by teachers. Teachers are excited about what they are reading and learning, how they are improving as instructors, and how their classrooms are changing as a result of the initiative. "Due to the SCRI program, teachers and students have recaptured the true essence of what school and learning is about," says Betty Scott, a School Literacy Coach at St. Marks Elementary in Williamsburg County, South Carolina. Return to List of Annual Accountability Reports SOUTH CAROLINA COMMISSION ON HIGHER EDUCATION Annual Accountability Report Fiscal Year 1995-96 MISSION STATEMENT The South Carolina Commission on Higher Education is a higher education coordinating board consisting of eighteen lay members supported by a professional staff. Broadly defined, its mission is to serve the citizens of the State by promoting quality and efficiency in the state system of higher education. More specifically, its purpose is to develop plans; conduct studies; approve new academic programs; administer certain state, regional, and federal programs; make recommendations concerning requests for appropriations and capital improvements; promote access to higher education; and carry out those other duties required by its enabling legislation or other statutes. Its efforts are directed toward the promotion of a clearer understanding of and greater unity among all institutions of higher learning, both public and private, in the interest of serving the higher education needs of South Carolina. About the South Carolina State Park Service The South Carolina State Park Service is an office within the Department of Parks, Recreation and Tourism.
The Park Service is entrusted with the care, preservation and interpretation of more than 80,000 acres of South Carolina’s most valuable natural, cultural and recreational resources. Many people are not aware of the investment and care required to manage these properties. The men and women who protect and manage state parks are as valued and important as any natural, cultural or recreational asset of the Park Service. They are charged with the awesome responsibility of upholding the Park Service philosophies of Stewardship and Service. This very difficult task of being a better steward of our resources is a tremendous challenge when you consider the invitation to millions of park users each year to enjoy our parks.
Because there is great diversity of properties within the Park Service, the strategic plan is not to develop and operate every park as a traditional state park. South Carolina State Parks are divided into four classifications. These classifications include special resource parks; regional parks; outdoor recreation parks; and traditional state parks.

Purpose: The consortium was founded five years ago by 10 of the sixteen technical colleges in South Carolina to provide a broad framework within which its members will promote activities, programs and resources to increase international awareness and opportunities for their constituents through faculty/staff development, curriculum development, student activities/programs, and community outreach and partnerships. Membership has expanded to include 14 of the technical colleges. Rationale: Within recent years, global interdependence has become increasingly obvious. Isolated nations no longer exist, but are now influenced by an international network of closely related economic, cultural and environmental concerns. More than at any point in history, individuals around the world are affected by the same forces, the same problems, the same changes. While this environment is exhilarating, many Americans do not have the background to comprehend and function effectively in this extraordinary new world. Institutions of higher education have therefore begun to realize that they must provide strong international education programs if Americans are to acquire the skills and understanding mandated by an international marketplace.

Exemplary Practices in Teacher Recruitment
South Carolina
The South Carolina Center for Teacher Recruitment (SCCTR) is the oldest and most effective teacher recruitment center in the nation. It began as a center that piloted a Teacher Cadet Program in four high schools and now operates 12 programs aimed at identifying, attracting, placing and retaining well-qualified teachers in South Carolina classrooms. The SCCTR also assists state and local leaders in addressing the issue of teacher recruitment and retention. State leadership for career/technical education in South Carolina is working with the SCCTR staff to make career/technical teachers a target group and to develop a strategy for these teachers. South Carolina is anticipating hiring as many as 250 career/technical teachers over the next four years. The SCCTR target groups are middle and high school students, college students and adults. The Center provides these major programs: Minority Recruitment — This program offers activities to increase the number of minorities entering education. It includes a partnership with the South Carolina Association of Black School Educators and the Eisenhower Consortium for Mathematics and Science Education. ProTeam Middle School Program — This program is designed to interest middle school students in the education profession before they become "turned off" to the possibility of a career in teaching. Participating in teacher-like activities is essential to the program.
