A Comprehensive Review of Professional Development in South Carolina A statewide review of professional development in South Carolina has yielded a series of recommendations for improving professional development for principals, teachers, and other educators. The recommendations single out strategies for meeting the state's standards for professional development; increasing local capacity to plan, organize, and provide learning opportunities for educators; and finding time and resources for professional development as priorities for state legislators. PSA's review, conducted for the Education Oversight Committee of the South Carolina State Legislature, is part of a larger strategy to improve professional development under South Carolina's Education Accountability Act. Its findings focus on the new South Carolina Professional Development Standards and the requirement that state professional development funds be spent on activities that meet the standards. Among its recommendations are that:
  • The South Carolina State Department of Education (SCSDE) mount an aggressive effort to disseminate and build strong consensus around the South Carolina Professional Development Standards
    The SCSDE and local school districts establish professional development accountability systems to ensure that professional development meets the new standards
    Local districts provide professional development on professional development to principals, other school leaders, and district staff

SCOIS (South Carolina Occupational Information System) is the State's computer-based, career information delivery system, providing essential data on careers, salaries, scholarships, education and job opportunitiesincluding military, apprenticeships, post-secondary, trade and vocational programs. While the computer network and related software are the primary media offered, SCOIS also provides a full range of print, video and training materials to career/job seekers, guidance counselors and teachers. SCOIS information is coordinated through the collaborative efforts of nine state agencies called the South Carolina Occupational Information Coordinating Committee (SCOICC). SCOICC member agencies include:
SCOIS is an integral part of the School-to-Work education revolution with a commitment to using the best technology and methodologies available to deliver up-to-date career and labor market information to those who need it most. Technical support, on-site training and professional development for career education professionals are offered to assist schools and agencies with strategic and operational implementation of effective comprehensive career education programs.

Home Educators Professional Development Standards for South Carolina Background Organization For more info Three categories of standards Professional Development Training Opportunities Context standards Process standards Content standards (Standards-Based Reform Requires Standards-Based Staff Development by Dennis Sparks and Stephanie Hirsh, June 1998) Background Section 59-24-50, Education Accountability Act of 1998, required the South Carolina Department of Education to develop or adopt programs that meet national standards for professional development and focus on the improvement of teaching and learning. Programs funded with state resources must meet these standards and must provide training, modeling, and coaching on instructional leadership and school-based improvement. In October 1999, in response to the state legislation, the Office of Professional Development in the State Department of Education enlisted the National Staff Development Council to support the implementation of professional development standards for our State. Over 250 educators from South Carolina's school districts, the State Department of Education, and the Executive Board of the South Carolina Staff Development Council met to craft professional development standards and indicators for South Carolina. The South Carolina Professional Development Standards are based upon national standards for professional development. The national standards for staff development were developed by the National Staff Development Council (NSDC) in collaboration with American Association of School Administrators (AASA), Association for Supervision and Curriculum Development (ASCD), National Education Association (NEA), National Association of Elementary School Principals (NAESP), National Association of Secondary School Principals (NASSP), National Middle School Association (NMSA), and representation from higher education, foundations, and school district staff members from across the country. The South Carolina Professional Development Team gratefully acknowledges the framework and standards developed by the National Staff Development Council.

Home Educators Professional Development Standards for South Carolina CONTENT AREA STANDARDS SAMPLE INDICATORS CONTENT Content standards refer to the actual skills and knowlege that educators need to possess or acquire through professional development.
  • Teachers adopt research-based programs and instructional strategies that are appropriate and effective for all children. Student work is used to inform the staff about student progress and is used as a means by which to adjust instruction. Effective professional development facilitates schoolwide and classroom- based management strategies that maximize student learning. Educators develop the ability to respond to the uniqueness of each child and each situation. They implement effective classroom management strategies. There is a comprehensive schoolwide guidance plan incorporating student documentation. Data on student attendance, suspension, disciplinary referrals, and expulsions are reported and used to inform planning. Effective professional development addresses diversity to ensure an equitable and quality education is provided to all.

    Home Curriculum Services And Assessment Office of Curriculum and Standards PDSI Professional Development for Standards Implementation The General Assembly has provided South Carolina's school districts with funds for Professional Development on Standards Implementation. The funds shall be used for professional development for teachers in grades kindergarten through twelve in the academic standards (in the areas of English/language arts, mathematics, social studies, science, visual and performing arts, foreign language, physical education, and health) to better link instruction and lesson plans to the standards, develop classroom assessments consistent with the standards and PACT-style testing, and analyze PACT results for needed modifications in instructional strategies. Teachers participating in this professional development shall receive credit toward recertification according to State Board of Education guidelines.

    Oldest living alumnus passes away
    (11 JUN) Francis Cordes Ford, who was The Citadel's oldest living alumnus, died Friday, June 11. A member of the Class of 1927, he celebrated his 100th birthday on June 8. A funeral service is planned for 11 a.m. Monday, June 14, at Grace Episcopal Church, Charleston. Visitation is from 5-7 p.m. Sunday at Stuhr Funeral Home on Calhoun Street.

    Managers and supervisors are encouraged to work with employees, without regard to race, color, religion, sex, age, national origin or disability, who wish to enhance their current skills or further their opportunities for career advancement at MUSC.
  • In-Service Programs Required Courses
  • It may become necessary for a supervisor or manager to require an employee to take a specific course to improve the employee’s performance in a current position or acquire certain skills to perform additional duties to meet departmental needs. When these situations occur, the department will pay for the costs of tuition, fees, books, and examinations. However, State regulations do not allow departments to pay for courses required to attain or maintain professional certifications or licenses.
