Student and Institution Assistance The South Carolina Commission on Higher Education finds that immediate promulgation of the regulations for the African-American Teacher Loan Program is necessary in order to provide loans for State residents who wish to become certified teachers in the State. Eligible students have been selected to receive a loan to pay tuition and/or fees for 1994-95 academic year. Should these regulations not be implemented by September 15, 1994, students will not have sufficient funds to pay tuition and fee costs for the 1994-95 academic year. Article 3.   • Introduction
  • The primary purpose of the African-American Teacher Loan Program is to attract African-American males to the teaching profession in the state of South Carolina. The African -American Teacher Loan Program has been designed pursuant to proviso 19.89 of the 1994-95 Appropriations Bill which provides for Benedict College, South Carolina State University, and Voorhees College to provide loans to prospective teachers. The loans received under this Program can be canceled by teaching a specified time in the State. The African-American Loan Program has as its major focus on attracting African-American males to the teaching profession. The Program is subject to the regulations contained herein.

    LEGAL EDUCATION FOR JUDGES AND
    ACTIVE MEMBERS OF THE SOUTH CAROLINA BAR I. Purpose
    These Regulations implement Rules 408, 419 and 504, SCACR. II. Requirements A. Active Members of the South Carolina Bar. 1. Except as otherwise provided in Regulation III , each active member of the South Carolina Bar, as defined in the By-Laws of the South Carolina Bar, shall complete a minimum of 14 hours of accredited continuing legal education (CLE) each calendar year. 2. At least 2 hours of the 14 hours shall be devoted to legal ethics/professional responsibility (LEPR). LEPR shall include, but not be limited to, instruction focusing on the Rules of Professional Conduct as they relate to law firm management, malpractice avoidance, lawyer fees, legal ethics, and the duties of lawyers to the judicial system, the public, clients and other lawyers. 3. An active member who accumulates in excess of 14 hours credit in a calendar year may carry a maximum of 14 hours forward to the next calendar year, of which a maximum of 2 hours may be LEPR credit (earned LEPR credit in excess of the required 2 hours may be applied to CLE requirements and/or carried forward not to exceed the maximum of 14 hours).

    transcript credit to secure a five-year renewal of a South Carolina teaching credential. Lexington County School District One serves as a pilot district for a new program with the Department of Education's certification office. This program allows certified staff members to submit their completed coursework to the district's Human Resources office. Beginning with those teachers who renew in the year 2000, the state requires that three of the six hours be taken in a technology course UNLESS the teacher demonstrates technology proficiency. A teacher will have five years to earn the technology credit or. provide proof of proficiency. Teachers, who renew in 2000, DO NOT have to earn the technology credit or provide proof of proficiency until their NEXT expiration date.     Statewide
    Tom Jewell reports that a statewide South Carolina roundtable convened in Columbia, SC on February 11, 1997. Prior to the meeting, participants expressed their level of agreement with the vision elements and principles developed at the pre-Forest Congress South Carolina roundtable, and the six most highly supported principles developed at the Seventh American Forest Congress. These results were tallied before the roundtable session. At the roundtable, the participants worked in small groups to identify local issues associated with each principle, suggest possible action steps to address each issue, and identify relevant local organizations that might tackle each issue. The results of the meeting were sent to everyone who had been invited to solicit any additional comments. The revised, final results will be presented to the organizations identified as being appropriate to deal with the identified issues. The following is a summation of the considerations on the South Carolina principles. The principles are numbered based on the results of the first roundtable. Following the principle is the level of support, voiced by the participants of the second roundtable, indicated by green ("I am very comfortable with this principle"), yellow ("I am uncomfortable, but I can live with this principle"), and red ("I am uncomfortable and cannot live with this principle").

    One way of putting flexibility into the system is to allow freedom from regulation. Several states have taken steps to allow teachers and principals with good ideas to improve their schools unencumbered by state regulations. In Texas , for example, teachers can be granted waivers from exam requirements, staff development time, and so on. In Tennessee , 3,700 education regulations were eliminated, and local boards can waive state regulations without having to obtain final approval from the state. Nearly 200 South Carolina schools with a history of superior academic achievement have been granted automatic release from numerous state regulations. Illinois Florida , and Maryland waive state regulations that stand in the way of experimental programs or restructuring or general school improvement. The impact of waivers is questionable, however. According to a General Accounting Office report, Regulatory Flexibility (1994), on regulatory flexibility efforts in three states, it is difficult to determine whether school improvement efforts that are a result of waivers will be of significant value to all children. Kentucky , for example, gave all schools greater flexibility;
