The New York City Department of Education agreed to pay a lesbian student $30,000 in order to settle a discrimination suit. Natalie Young was suspended after she wore a T-shirt inscribed with the words "Barbie is a lesbian." Natalie sued, claiming that school officials singled her out for harassment, culminating in her suspension, after she revealed her sexual preference. Natalie's attorney, Ronald Kuby, said the department had no dress code policy prior to the suit and subsequently adopted a policy allowing students to wear politically charged attire, provided that the clothing is not libelous or obscene and that it causes no substantial disorder.

Much of the information contained below has been excerpted from the American College of Surgeons', 1999 edition of the "Resources for Optimal Care of the Injured Patient." WHAT IS A TRAUMA SYSTEM? As defined in the American College of Surgeons' (ACS) 1999 edition of "Resources for Optimal Care of the Injured Patient", "The trauma care system is a network of definitive care facilities that provides a spectrum of care for all injured patients." Essential to the development of a trauma care system is the designation of definitive trauma care facilities. In South Carolina, we have adopted the ACS criteria for Level I, Level II and Level III trauma centers with modifications. (See discussion under "How are hospitals designated and redesignated?") The ACS states that: "An ideal trauma system would include all the components identified with optimal trauma care, such as prevention, access, acute hospital care, rehabilitation, and research activities. "Once injury is identified, the trauma system must ensure easy access, central EMS dispatching, and the appropriate medical responses to and at the scene of injury. The system must also assign responsibility and authority for care and triage decisions made prior to trauma center access."

    Regulations and Procedures for Transfer in Public Two-Year and Public Four-Year Institutions in South Carolina Mandated by Act 137 of 1995
    BACKGROUND
    • An expanded list of 72 courses which will transfer to four-year public institutions of South Carolina from the two-year public institutions; A statewide policy document on good practices in transfer to be followed by all public institutions of higher education in the State of South Carolina, which was accepted in principle by the Advisory Committee on Academic Programs and the Commission; Six task forces on statewide transfer agreements, each based in a discipline or broad area of the baccalaureate curriculum.
    In 1995, the General Assembly passed Act 137 which stipulated further that the South Carolina Commission on Higher Education "notwithstanding any other provision of whom to the contrary, shall have the following additional duties and functions with regard to the various public institutions of higher education." These duties and responsibilities include the Commission's responsibility "to establish procedures for the transferability of courses at the undergraduate level between two-year and four-year institutions or schools." This same provision is repeated in the legislation developed from the Report of the Joint Legislative Study Committee, which is now moving through the General Assembly during the 1996 session.
