The maximum amount of lottery-funded tuition assistance has been adjusted to for the Summer 2004 term. If you have not already submitted the 2003-2004 Free Application for Federal Student Aid (FAFSA), you will need to do so before you college's financial aid can determine your eligibility for lottery-funded tuition assistance.

According to state law, federal grants and need-based grants will be applied against technical college tuition before lottery funded tuition assistance will be applied. For example, if a student receives $400 in federal grants and $200 in need-based grants, $600 will be applied against the student's tuition before lottery-funded tuition assistance will be applied.
The law also states that students can only apply lottery tuition assistance toward one certificate, diploma or associate degree program every five years, unless the additional certificate, diploma or associate degree is necessary for progress in a field of study.

What is South Carolina Water Watch?
The South Carolina Water Watch program is a unique effort to involve the public and local communities in water quality protection. The Water Watch program was developed to encourage South Carolina's citizens to become stewards of the State's lakes, rivers, streams, and wetlands. Volunteers select a water resource on which to focus and perform one or more activities aimed at protecting water quality. South Carolina's water resources are rich and diverse. You can't go far without crossing a stream, lake, river, or wetland. Our water resources provide homes for fish and other wildlife, helping to maintain the sensitive balance of nature. South Carolina's waters are also excellent resources for fishing, swimming, and boating. Rivers are a vital source of water for drinking water supplies, agriculture, and industry. The quality of water affects all of these uses.
How Can I Help?
Protection of water quality and quantity for the future will depend on active citizen support for South Carolina's environmental programs. One way that South Carolinians can get involved in water quality management and protection is by participating in the South Carolina Water Watch program. Water Watch needs individuals, civic organizations, businesses, and local governments to learn about and protect the water quality of our waterways. There are numerous activities in which individuals or groups can participate. These fall under three general categories: Awareness; Outreach Education; and Protection, Restoration and Enhancement.

Summary of Legislation
The Early Childhood Development and Academic Assistance Act of 1993, known as Act 135, added to Education Improvement Act funds to provide for the expansion of "Target 2000" to all 91 school districts by the year 1994-95 and allows schools more flexibility in using funds. In their five-year plans for serving children from birth to age five, districts must include a parenting/family literacy component that creates partnerships with health and human service agencies, adult education programs and community organizations. Districts also must make intensive efforts to recruit parents whose children are at risk for school failure, must provide parent education and are encouraged to offer parents opportunities to improve their education if they do not possess a high school diploma or its equivalent. The legislation provides for the State Board of Education to promulgate regulations, but these regulations have not yet been approved by the General Assembly.

Administrative Structure
The "Guidelines for Implementing Parenting/Family Literacy As Required By Act 135" address service delivery methods, needs assessment and developmental screening. They call for an annual evaluation of each program and collaboration with other local agencies. In the "Guidelines," at-risk children are defined according to criteria including developmental delays, unstable homes, poverty, limited English proficiency, low educational level of parent, unusual age of caregiver, poor health, child abuse and neglect, inadequate parenting and inadequate access to critically needed family services.

History
The South Carolina Center for Teacher Recruitment (SCCTR) is the oldest and most established teacher recruitment program in the country. The South Carolina Center for Teacher Recruitment, established by the Commission on Higher Education in December 1985 and funded by the South Carolina General Assembly, has completed its twelfth year of operation. Following the passage of the state?s landmark Education Improvement Act, the SCCTR was created out of a concern for the condition of South Carolina?s teacher supply pool and a need for a centralized teacher recruitment effort. SCCTR?s recruitment agenda is a comprehensive one in which the Center pursues a variety of programs for increasing the number of students in the education pipeline and recruiting and retaining certified teachers. The SCCTR?s primary target groups are middle and high school students, college students and adults. The Center for Teacher Recruitment is staffed by a director, an associate director, seven teachers in residence (including the S.C. Teacher of the Year) and four administrative assistants. The SCCTR has developed into a national model for teacher recruitment and has been adopted by approximately one-fourth of all teacher recruitment programs in the country.

Atty. Gen., No. 82-10, p. 12. Safety: Transportation: Home Schooling: Parents or guardians may teach their children at home if the instruction is approved by the district board of trustees in the district in which the child resides. Home school programs that meet the following standards will be approved:
  • The parent holds at least a high school diploma or the equivalent GED certificate and attains a passing score on the basic skills examination or has earned a baccalaureate degree; The instructional day is at least four and one-half hours, excluding lunch and recesses, and the instructional year is at least 180 days; The curriculum includes, but is not limited to, the basic instructional areas of reading, writing, mathematics, science, and social studies and, in grades 7 through 12, composition and literature; As evidence that a student is receiving regular instruction, the parent shall maintain the following records for inspection upon reasonable notice by a representative of the school district: a plan book, diary, or other written record indicating subjects taught and activities in which the parent and student engage; a portfolio of samples of the student?s work; and a record of evaluations of the student?s academic progress;

South Carolina
One of the thirteen original colonies of the United States, has an area of 30,570 square miles throughout its 35 counties, with an extreme breadth of 235 miles and an extreme width of 215. It is bounded eastward by North Carolina and the Atlantic, with a coast line of 200 miles; Georgia lies to the west and North Carolina bounds it on the north. Columbia is the capital. PHYSICAL CHARACTERISTICS South Carolina rises from marshland in its eastern tidewater section to a mountainous region in the extreme western portion of the state. The Pedee and the Santee are navigable rivers flowing into the Atlantic and reaching the sea through deltas in the marsh regions. It is probable that more than half of the state was at one time in dense timber. POPULATION The state is twenty-sixth in rank of population according to the census of 1910. The population in 1820 was 502,741; in 1840, 594,398; in 1860, 703,708; 1in 1880, 995,577; in 1900, 1,340,316; in 1910, 1,515,400. Beaufort County is the fifth county in the United States in point of density of negro population, having a percentage of 90.5. In 1790 South Carolina was second only to Virginia in the number of its slaves, having 107,097. The largest cities with their respective populations are as follows; Charleston, 58,833; Columbia, 26,319; Spartanburg, 17,517; Greenville, 15,741. RESOURCES EDUCATION For white children there are 2712 public schools in the state (1909) employing 933 men teachers and 3247 women, and reaching 153,807 pupils with an average attendance of 107,368. For negro children there are 2354, employing 894 men teachers and 1802 women, with an average attendance of 123,481. The total revenue for both white and negroes was $42,345,647.72; out of which there was expended $1,590,732.51 for whites and $308,153.16 for negroes. The state's per capita expenditure, according to enrolment, was in 1899, $4.90 for white, $1.42 for negro, $2.69 for both; in 1904, $6.88 for white, $1.47 for negro, $4.08 for both; in 1909, $10.34 for white, $1.70 for negro, $5.67 for both. There are 27 institutions of higher education for whites and 11 for negroes. Of the 27 institutions for whites, 5, non-sectarian, receive a total state support of $355,994.88; 5 are Presbyterian, 3 Methodist, 3
