South Carolina drops to 46th in new Kids Count report According to the Annie E. Casey Foundation's 2004 Kids Count Databook, South Carolina ranks 46th in the well-being of children, the state's second worst rating during the past decade. South Carolina is just behind Tennessee, Arkansas, and Arizona, but ahead of only Alabama, New Mexico, Louisiana, and Mississippi. The 2004 report is discouraging because it signals the loss of South Carolina's best ever rank of 42nd in 2003 which had improved from 45th in 2002. Our state previously ranked 42nd, 43rd, 46th, 47th and 45th. The deterioration occurred on six indicators: infant mortality, births to teens, violent teen deaths, child deaths, idle teens, and single-parent families. The reports identify several dozen problems that measure the condition of our children in six major areas: families, economic status, health, readiness and early school performance, student achievement, and adolescent risk behaviors. Additional special perspectives are provided in analysis of demographics, male-female differences, African-American children, and trends.

South Carolina Skip to Recent Events Historical Background In 1988, the South Carolina Supreme Court affirmed a circuit court's dismissal of an "equity" suit challenging the constitutionality of the state's public school funding system in Richland County v. Campbell , 364 S.E.2d 470. Nevertheless, in 1993, almost half of South Carolina's 91 school districts sued the State, alleging that the education finance system violated the state and federal constitutions and a state funding statute. The trial court granted defendants' motions to dismiss, but the South Carolina Supreme Court, in Abbeville County School District v. State 515 S.E.2d 535 (S.C. 1999), distinguished its earlier Richland County decision, upheld plaintiffs' state constitutional claim based on the South Carolina education clause, and remanded the case for trial. The court also held that the education clause "requires the General Assembly to provide the opportunity for each child to receive a minimally adequate education" and defined that education to include providing students adequate and safe facilities in which they have the opportunity to acquire: 1) the ability to read, write, and speak the English language, and knowledge of mathematics and physical science;

Beaufort County School Board, District Lauded for Arts Education The Beaufort County School Board today received the 15th annual Kennedy Center Alliance for Arts Education Network and National School Boards Association Award recognizing excellence in arts education. School boards were nominated by Kenney Center state Alliances for Arts Education and state school board associations. Since 1989, this prestigious award has nationally recognized 33 school boards in 23 states for their support of arts education. School districts selected for this national honor must demonstrate support for all four artistic disciplines in their arts education program including visual arts, music, theater and dance. Instruction and programming must also be available for all students throughout the district. Specifically, the Beaufort County School District requires arts curriculum offerings in general music, strings and visual arts for all pre-kindergarten through fifth grade students. Dance, drama, band and chorus offerings are added at the middle school level and continue into high school. The ways in which the school district develops collaborative partnerships with the cultural resources available in the community was also an important consideration in reviewing nominations.

Dr. Andrew Hugine, Jr. Named Ninth President Of South Carolina State University After searching for a year for a president the South Carolina State University Board of Trustees announces the selection of Dr. Andrew Hugine, Jr. as the ninth president of the University. Dr. Hugine replaces Dr. Leroy Davis who retired June 30, 2002, after six years at the helm. Following Davis retirement, the Board appointed Ernest A. Finney Jr., retired chief justice of the S.C. Supreme Court, as the interim president. "The Board is committed to the future of South Carolina State University. We embrace our rich history, but we also renounce lingering in the past. Our success as an institution of higher learning relies greatly on our ability to see possibilities before they become obvious. Our focus continues to be distinction, quality and value as it relates to our institution and constituents. We believe that Dr. Hugine shares in this vision and so begins his era as our ninth president. We will not look back, we will only look forward. Dr. Hugine will have full support of this Board as he leads the University into the future," said Maurice G. Washington, chairman of the SCSU Board of Trustees. Dr. Hugine was among three finalists who included Dr. James H. Johnson, Jr. and Dr. Earl Yarbrough, Sr. About a week ago, each candidate visited the campus and met with the various constituency groups. Each group, which included administrators, faculty, staff students and alumni, had an opportunity to engage the candidates.
