Introduction S outh Africa has had the rare opportunity to completely reform its water law since the first democratic elections were held in 1994. This resulted in the enactment of the Water Services Act (Act 108 - of 1997) and the National Water Act (Act 36 of 1998). The legislation is "framework legislation" with most of the detail being incorporated in regulations. Since the enactment of the legislation which contains many unique features, the South African Department of Water Affairs and Forestry has engaged in a complex program of implementation. This is beginning to produce a number of very interesting documents which are of interest beyond the particular circumstances of South Africa. These will be mounted on this page as they become available. [The Author of the Water Page had the privilege of serving the new government as full-time Ministerial Advisor to the Minister of Water Affairs and Forestry after the elections in 1994 when the reform process began. After stepping down as Advisor, I advised the Parliamentary Portfolio Committee on the passage of the Water Services Bill and the National Water Bill through the Parliamentary process. I was also commissioned to write common English guidelines to the both Acts.]

    update Joining a growing trend, a South African government council recommended an official policy that promotes the use of open-source softwarebut stops short of jettisoning proprietary applications. The recommended policy for Africa's wealthiest nation expresses a preference for open-source applications when proprietary alternatives don't offer a compelling advantage. Other nations have taken more extreme positions , mandating the use of open-source software unless no other practical alternatives exist. "The primary criteria for selecting software solutions will remain the improvement of efficiency, effectiveness and economy of service delivery by (the) government to its citizens," reads the policy , which was drafted last month and published Monday in a final version. "OSS (open-source software) offers significant indirect advantages. Where the direct advantages and disadvantages of OSS and PS (proprietary software) are equally strong, and where circumstances in the specific situation do not render it inappropriate, opting for OSS will be preferable."

    ACCRA - Countries in Africa are gradually adopting strategies that promote the use of Linux as an alternative to Windows, and South Africa is leading the charge, with the government's recent approval of an open source software adoption plan. The South African cabinet of ministers last month made one of the most decisive moves in Africa toward open-source software adoption, approving the Government Open Source Software strategy. The policy was put together by South Africa's Government Information Technology Officers Council (GITOC), which comprises government-agency chief information officers. The plan recommends that the government implement open source software in cases where analysis shows that it is an appropriate option. It also proposes that open source policies be integrated with broader e-government policy and related strategies for the IT and communications sectors of South Africa.

    In 1998 South Africa's Truth and Reconciliation Commission held hearings investigating activities of the apartheid-era government. Toward the end of the hearings, the Commission looked into the apartheid regime's Chemical and Biological Warfare (CBW) program and allegations that it developed a sterility vaccine to use on black South Africans, employed toxic and chemical poison weapons for political asssassination, and in the late 1970s provided anthrax and cholera to Rhodesian troops for use against guerrilla rebels in their war to overthrow Rhodesia's white minority rule. South Africa's CBW program was headed by Dr. Wouter Basson, a former Special Forces Army Brigadier and personal heart specialist to former President P.W. Botha. Basson ran the CBW program during the 1980s and early 1990s. CBW, also known as Project Coast, was initiated in the early 1980s to provide detection and protection capabilities to the South African Defence Force. However, there was an offensive component to the program and the claims are that CBW's offensive program:
  • Developed lethal chemical and biological weapons that targeted ANC political leaders and their supporters as well as populations living in the black townships. These weapons included an infertility toxin to secretly sterilize the black population; skin-absorbing poisons that could be applied to the clothing of targets; and poison concealed in products such as chocolates and cigarettes.     South Africa is rapidly descending in into a state of ethical and moral decay. The most visible aspects being the escalation in seemingly unhindered criminal activities, the participants ranging from Joe Soap in the street to the upper echelons of the military and government.
    The GDP and productivity levels are declining, interest rates are rising, foreign investments are dwindling, tourists find it less attractive to visit us because some are hi-jacked, robbed, raped and murdered. Professional individuals are emigrating by the thousands and white farmers are murdered and attacked on a near daily basis. The SAPS, the so called thin blue line, which should be standing between anarchy and law and order, has been neglected and torn to pieces. The SAPS budget is a bloody shame and so is the fact that 25% of the policemen and policewomen of South Africa CAN HARDLY WRITE OR READ!
