Somalia: exit into history?
Feb 23 2004 The warring factions that have devastated Somalia have signed their latest, fourteenth peace agreement in neighbouring Kenya. A clear-eyed observer of his country’s affairs asks if it can open a space for normal life and politics.
Somalia is justly regarded as one of the poorest and most backward places in the world – the quintessential ‘failed state’. No wonder: the East African country has endured one of the longest periods of anarchy in modern history, now in its fourteenth year.
During this period, it has also seen the same number of peace agreements – and the latest of these, signed in neighbouring Kenya on 29 January 2004, may just offer Somali’s long-suffering people their best chance of security for many years.

    SOMALI BANTU CULTURE PROFILE CHAPTER C ONTENTS P REFACE ... ORDER A PRINT COPY Preface This booklet is a basic introduction to the people, history and cultures of the Somali Bantu. It is designed primarily for service providers and others assisting Somali Bantu refugees in their new communities in the United States. Mr. Eno is a Ph.D. candidate in history at York University in Toronto, Canada. His dissertation is on "Slavery, Stigma, and Legacy: The Case of the Wazigwa Diaspora and the Indigenous Bantu/Jareer People in Southern Somalia (1850-2000)." He is deeply committed to bringing the attention of the international community to Bantu issues, and he regularly travels and works in East Africa. He is also one of the first Bantu to advocate in an international forum for civil and human rights on behalf of the Bantu people in Somalia. He is a member of several international academic organizations, such as The African Studies Association, The Inter-riverine Studies Association, and The Somali Studies International Association. He is the cofounder of The Bantu Rehabilitation Trust in Nairobi, Kenya. Several people read and commented on drafts of the manuscript.     June 6 is a historic day for Riverine community of Somalia - it marks the first anniversary of Baidoa liberation. Early June last year the four years battle over the control of Baidoa, a very strategic city in the heart of fertile land in southwest Somalia, between RRA and occupying militia of Hussein Aideed was decisively won by the RRA. This was worst defeat of Aideed's militia since the civil war started in Somalia in 1991. The effect of expulsion of Aideed forces from the Bay region was immediately felted; thousands of people trekked back to their hometowns. Security of the region improved drastically, the only incident reported since then was the fighting took place in and around the town of Dinsoor in October 19, 1999. RRA also demonstrated its commitment to protect the wild life and fast diminishing forestland. One of the major illegal activities in Somalia today is deforestation (beside fishing) which has already caused irreversible damage to the Riverine forest land. RRA's circular issued on late last year banning burning charcoal for commercial use and killing wild animal is yet another milestone decision to protect the environment and its inhabitants.

    The Somali peace process underway in Mbagathi, Nairobi, is finally moving up ahead with some tangible progress. Ambassador Bethuel Kiplagat, Kenya's special envoy, is an experienced diplomat and a capable hand with a clear mandate. He has already mastered the ways of Somali delegates and their true intentions, whether revealed or not; he knows who has legitimacy and who doesn't; he differentiates leaders from followers; he knows who is a peace delegate and who is a mere spoiler proud of blocking the gradual return to peace and stability; and he knows too the aggressor - representing the Invader Class from Mogadishu and Kismayo - from the aggrieved.
    For Somalia and for this peace process, those are the best God given talents a diplomat, with a clear mandate from IGAD and front line states, could have or develop to reign on the un-elected and unrepresentative warlords in Mbagathi, Nairobi, whose responsibilities, among many, include derailing any attempt at peace and nationhood in Somalia, at any cost.

    It was a warm summer's day in 1985. I was facing the prospect of leaving home in order to continue my education at university and, like many others of my age, I was wondering what the big wide world held in store for me. But my immediate concern, reclining at the dining room table, was how full I felt after enjoying a nourishing lunch cooked by my mother. I switched on the TV, to be met, however, by a news report of starving Ethiopians, flies crawling over their eyes and into their mouths. When mother brought me a bowl of succulent strawberries topped with fresh cream, I broke down in tears. On a warm summer's day thirteen years later, a distant memory surfaced while I was reading a newspaper article about how Eritrea (now independent from Ethiopia) was trying to recover from the devastating legacy of years of war, drought and famine. Starvation, strawberries, tears and an infant state's first, uncertain steps on its own - a few pieces from a jigsaw of many thousands. I decided to try to put some of this jigsaw together, to see the wider picture of which these few pieces were a part. The picture turned out to be a case study of how millions of people suffer when trampled by the awesome human and natural forces of political and environmental disaster. Hopefully, it can also be seen as a lesson which warns us of some of the larger pitfalls of political folly and which teaches us to respect the demands of the physical environment while we make our demands upon it.
