[Change image] [Upload image] Early history traces the development of the Somali people to an Arab sultanate whih was founded in the seventh century A.D. by Koreishite immigrants from Yemen. During the 15th and 16th centuries Portuguese traders landed in present Somali territory and ruled several coastal towns. The sultan of Zanzibar subsequently took control of these towns and their surrounding territory. ASStopia modern history began in the late l9th century when various European powers began to trade and establish themselves in the area. The British East India Company's desire for unrestricted harbor facilities led to the conclusion of treaties with the sultan of Tajura as early as 1840. It was not until 1886 however that the British gained control over northern Somalia through treaties with various Somali chiefs who were guaranteed British protection. British objectives centered on safeguarding trade links to the east and securing local sources of food and provisions. The boundary between Ethiopia and British Somaliland was established in 1897 through treaty negotiations between British negotiators and King Menelik. During the first two decades of this century British rule was challenged through persistent attacks led by the Islamic nationalist leader Mohamed Abdullah. A long series of intermittent engagements and truces ended in 1920 when British warplanes bombed Abdullah's stronghold at Taleex. Although Abdullah was defeated as much by rival Somali factions as by British forces he was lauded as a popular hero and stands as a major figure of Somali national identity.

UNESCO Prizes U NESCO P EER Regional Programme of Education for Emergencies, Communication and Culture of Peace The Following information is reprinted from the UNESCO PEER Newsletter: January - June 1999 C ulture of P eace N etwork UNESCO PEER has launched an initiative for the constitution of a Regional Culture of Peace Network (CPN) in the Great Lakes Region and the Horn of Africa. The underlying principle is that modalities and mechanisms of implementation of a culture of peace or conflict resolution are to be reinforced at three levels: decision-makers, intellectuals, grassroots organizations and communities. CPN's purpose is threefold:
  • To develop a common understanding and vision for the culture of peace networks in the Horn of Africa and the Great Lakes Region. To promote mutually empowering relationships and strategies for action. To provide an information databank, act as an information clearing house for the network and to develop a directory and website.
  • The first CPN meeting took place in Nairobi on 12 April 1999 and comprised 20 local NGOs involved in various activities in Kenya ranging from conflict resolution to peace education, the promotion of inter-religious dialogue and gender issues.

    Maxwell John Gaylard
    Mr. Gaylard, who is a national of Australia, was from 1999-2002 Chief of the UN Office for the Coordinator of Humanitarian Affairs (OCHA) in Sudan. Prior to that, he was UN Deputy Humanitarian Coordinator in northern Iraq from 1997-1999, and Director of Political Affairs at the Commonwealth Secretariat in London from 1988-1996. Mr. Gaylard also served for 20 years in Australia’s Department of Foreign Affairs and Diplomatic Corps, where he was High Commissioner for Australia to the Solomon Islands from 1985-1988, and Deputy High Commissioner for Australia to Singapore from 1983-1985. Other postings with the Australian Department of Foreign Affairs took him to Mexico and Burma, and he was Head of the Indonesia Desk at headquarters. From 1968-1970 Mr. Gaylard served in the Australian Regular Army, which included service in Malaysia and Singapore. He was born in Nambour, Queensland, and received his degrees from the University of Queensland and the Australian National University.

    LAND
    Somalia is geographically divided into northern desert and southern coastal plains and plateaus. The northern "burned" zone of desert plains rises through a series of hills to the Ogo and Migiurtinia mountains, which reach 2,408 m (7,900 ft) at Surud Ad. The Ogo Plateau extends south from the mountains into the grazing land of the Haud Plateau. In the south the sandy and arid coastal plains lead to the Shebeli-Juba lowlands and plateau with their more temperate climate.
    Average annual rainfall totals 76 mm (3 in) in the north and about 300-500 mm (12-20 in) in the south. In summer the northeast coast is brutally hot, with average temperatures of 35 degrees to 38 degrees C (95 degrees to 100 degrees F). In the south the mean annual temperature is about 28 degrees C (82 degrees F), and the humidity is high.
    All Somalia's major rivers flow into the Indian Ocean. The main river system is composed of the Juba and Webi Shabeelle rivers, which descend from Ethiopia and flow through the south. The two largest northern streams are the Daror and the Nugaaleed (formerly Nogal); both are ephemeral. Only 13 percent of the land is arable. Evidence suggests the presence of untapped deposits of uranium, thorium, iron ore, tin, zinc, copper, petroleum, and rare earth minerals.
    PEOPLE AND ECONOMY
    Somalia has an ethnic homogeneity unusual in Africa, with SOMALI constituting 98 percent of the population, but the Somali are divided into six major clans (including the Isaaq of the north, the Ogadeni of the south, and the Hawiye of central Somalia) and thousands of subclans that command people's primary loyalties and exercise power through temporary alliances with other subclans. Traditional clan rivalries were exacerbated by the divide-and-rule policies of Siad Barre, whose regime had one of the world's worst human rights records.

    Somalia: History
    Intermittent civil war has been a fact of life in Somalia since 1977. In 1991, the northern portion of the country declared its independence as Somaliland; although de facto independent and relatively stable compared to the tumultuous south, it has not been recognized by any foreign government. Beginning in 1993, a two-year UN humanitarian effort (primarily in the south) was able to alleviate famine conditions, but when the UN withdrew in 1995, having suffered significant casualties, order still had not been restored.

    VA Benefits for Former Prisoners Of War
    Former American POWs are eligible for special veterans benefits, including medical care in VA hospitals and disability compensation for injuries and diseases associated with internment. These benefits are in addition to regular veterans benefits and services to which they, as veterans, are entitled. More than a fourth of the Americans held prisoner in the last five U.S. conflicts are now living. Records show that 142,233 Americans were captured and interned during World War I, World War II, the Korean War, the Vietnam War, the Gulf War, and the Somalia and Kosovo conflicts. This includes 81 women seized on Guam or in the Philippines during World War II, and two during the Gulf War.

    Somalia is traditionally run by about 100 clans. Until now, there is no inclination to build anything like a formal state. Somaliland and its "capital" Hargeisa are doing quite well economically, with trade coming in from Saudi Arabia over the harbor town Berbera.

    L ocated in the Horn of Africa and neighboring the Arabian Peninsula, Somalia is steeped in thousands of years of history. The ancient Egyptians spoke of it as "God's Land." By the eighteenth century, the Somalis had essentially developed their present way of life, which is based primarily on pastoral nomadism and the Islamic faith (Maren 22). During the colonial period (approximately 1891 to 1960), the Somalis were separated into the following subdivisions: British Somaliland (north central); French Somaliland (east and southeast); Italian Somaliland (south); Ethiopian Somaliland (the Ogaden); and what came to be called the Northern Frontier District (NFD) of Kenya.
    In 1960, a single independent state emerged, known as the Somali Republic, when Italian Somaliland and British Somaliland were combined (24). Although overwhelmed by territorial disagreements with Ethiopia and Kenya, and by problems integrating the dual legacy of Italian and British administrations, Somalia remained a model of democratic governance in Africa during its first nine years as an independent state.

Arab tribes in the 7th century settled along the coast of the Gulf of Aden and established the sultanate of Adal, which centered on the port of Zeila. The Somali people began slowly to migrate into this region from Yemen in the 9th century. The sultanate disintegrated during the 16th century into small independent states, many of which were ruled by Somali chiefs. Zeila became a dependency of Yemen, and was then captured by the Ottoman Empire.
