Conference Program
We are designing the program around three broad areas:
  • science and information on the conservation of soil and water resources; effective communication, learning and sharing environments; and examples and case studies of strategies that operate across social, environmental and political boundaries, empowering people and communities.
  • The program will include general and special sessions with oral papers and posters covering activities from research to facilitation, from modelling to measurement, from science to policy and practice which move us forward in meeting society's needs. We expect that there will be increased emphasis on the role of women in conservation, management and conservation of arid and semi-arid lands and on conservation in urban and other high intensity land management situations as well as the strong topics which have developed through recent ISCO meetings.

    Department Description
    The Genesee County Board of Supervisors created the district in 1944 to "conserve soil resources and control and prevent soil erosion." This was done according to state law known as the Soil Conservation Districts Law. A 1964 amendment to the state law added "water" and the title became the Soil and Water Conservation Districts Law. Another amendment in 1989 added language regarding water quality improvement and abatement of non-point sources of water pollution. In 1989 the Genesee County Legislature designated the district as "the local planning, management, and implementing agency responsible for 1) erosion and sediment control on potential non-point sources such as streambanks, construction sites, forestry, mined land, road banks, urban sources and agriculture; 2) stormwater runoff; 3) fertilizer and pesticide management; 4) agricultural waste."

    Management of soil fertility and water conservation The Drylands Programme has been involved in work on soil and water conservation for the last ten years, having started with a project jointly led with Oxfam's Arid Lands Information Network to develop a training video on participatory approaches to soil and water conservation in Africa. Looking after our land , a video and book, are available from www.oxfam.org.uk INMASP stands for integrated nutrient management to attain sustainable productivity increases in East African farming systems and is financed by the European Commission. It is a collaborative research programme involving organisations from Ethiopia, Kenya, Uganda, Greece, The Netherlands and The United Kingdom which started in November 2001. The focus is on intensive farming systems facing serious decline in soil fertility and crop productivity in Kenya, Uganda and Ethiopia and the research programme aims to:
    • Develop an approach of identifying, testing, monitoring and evaluating technologies which address soil nutrient management constraints, using principles of the Farmers Field School approach.

    3.14 WELL CONSTRUCTION PERMIT PURPOSE To ensure a clean and adequate supply of underground drinking water, the State carries out programs to prevent contamination of aquifers from improper well construction and well abandonment. A well construction permit is required before installing any well that will explore for water, obtain or monitor ground water, or inject water into any underground formation from which ground water may be produced. The well construction permit is obtained by the well driller from the local health department. AUTHORITY STATE: Environment Article Title 9, Subtitle 13; COMAR 26.04.04.     The Runoff Management website provides the information and resources needed to effectively manage polluted runoff from agricultural practices, storm water drainage and nonpoint sources (pollution not identified as caused by a specific source) in Wisconsin.     General Services Grants provide each soil and water conservation district with funds for the general administration and operation of the district. The grants are intended to provide districts a certain degree of funding stability. The following is a partial list of how soil and water conservation districts use this grant:
    • Pay for the costs of employing staff Rental of office space Automobile operating expenses Postage and utilities Supervisors’ compensation and expenses

      Minnesota's plan to set aside tens of thousands of acres of environmentally sensitive agriculture land to prevent run-off into streams and rivers will move to the next step after an agreement announced today by Governor Tim Pawlenty, Congressman Gil Gutknecht, Congressman Colin Peterson, and representatives of conservation and agricultural stakeholders. As part of the agreement, the State will modify its application for the federal Conservation Reserve Enhancement Program (CREP) to boost the number of acres set aside.     Comprehensive Local Water Planning
    Purpose Comprehensive Local Water Planning was passed into law in 1986 as Chapter 110B. Broadly defined, the purpose of Comprehensive Local Water Planning is:
  • To identify existing and potential problems or opportunities for protection, management, and development of water resources and related land resources in the County. To develop and implement a plan of action to promote sound hydrologic management of water and related land resources in the County. To work toward effective environmental protection and management in the County
  • Comprehensive Local Water Planning is a continuous process whereby local government officials and the general public can understand the amount, characteristics, and distribution of their water resources. Based on this understanding of existing conditions, county officials can then decide what water resources are necessary and desired for future growth and development; and decide on the course of action to achieve and maintain the quality of life desired in the county.
