Conservation Programs
Ever heard of a "watershed"?
Despite the fact that we all live in a watershed , most of us don't know the actual meaning of the word. Put simply, a watershed is all the land that drains into a given body of water. This body of water can be a creek, pond, river or ocean. Generally speaking, the larger the body of water, the larger its watershed. The Chesapeake Bay watershed, for example, covers 64,000 square miles and drains from six states including 60 percent of Virginia. The map above depicts the Old Dominion's major river watersheds (there are 497 subwatersheds). One thing all of these watersheds have in common is people, and where you have people, you have land altering activity. When we alter land - to farm, to build, to landscape, for transportation - we must take care to make sure our land use changes aren't causing runoff pollution problems for either other people or plants and animals downstream that depend on clean, usable water. The technical term for this form of pollution is

Note: This is the second in a series of forestry-related articles to promote proper forestry practices, forestry education, and forestry extension. The series will also speak to some of the misconceptions about forestry. Forestry activities, particularly harvesting, can have serious consequences on soil and water quality. Any good forester is concerned about these impacts. Measures can be taken to preserve soil and water quality and to prevent their undue mixing. These measures are known as Best Management Practices or BMPs. Any activities that involve heavy machinery on mountainous or rolling terrain require cutting roads. Skid roads are used to move logs from stump to log desk by bulldozers and skidders (specially adapted, articulated four-wheel drive tractors). Haul roads are used to move logs from the log deck to the public road. When the roads are built, bare mineral soil is exposed. When soil is exposed, soil or sediment can be moved by the force of water. When sediment moves, it moves toward a stream. The purpose of implementing Best Management Practices is to minimize soil movement, particularly movement into a stream.

Virginia's Department of Conservation and Recreation (DCR) coordinates and directs programs and services to prevent degradation of the Commonwealth's water quality and quantity. Most DCR soil and water conservation efforts are devoted to controlling nonpoint source pollution . In fact, DCR is the state's lead agency for developing and implementing statewide nonpoint source pollution control programs and services. Nonpoint source pollution is water pollution caused by diffuse runoff that is not confined to a single discharge point such as a wastewater treatment plant or industrial discharge pipe. Because of the diverse nature of NPS pollution, approaches to addressing the sources must also be diverse. It requires numerous programs and involves a number of state, local and federal agencies, and the private sector. Statewide nonpoint source pollution control programs and services support both individual natural resource stewardship and assist local governments with resource management. These statewide programs are funded through state agency budgets and through non-general fund revenues raised by programs such as sale of Chesapeake Bay license plates. Technical assistance, financial assistance, education and research efforts are enhanced by funds available from the federal Nonpoint Source Pollution Control Program (

Introduction
North Carolina has historically been blessed with an adequate source of good quality water to supply all of its water demands for industry, agriculture and domestic and recreational users. However, if consumption continues to increase at its present rate, water shortages will become prevalent in the near future. Water use in some areas is already approaching critical limits, and shortages in other areas are likely to follow. The best solution to this increasing demand involves developing management strategies to conserve and use the existing water resources more efficiently. These management strategies can also have a pronounced effect on water quality. Thus, all management decisions should consider strategies that maintain or improve water quality. However, the best management strategies are often geo- graphically sensitive: what might work in one region might not work in another. Each management strategy, therefore, should be selected based on minimizing the specific local problems.
How Water Stress Impacts Crop Production
Soil water, either too much and/or too little, is recognized as the single most limiting factor for crop production in both North Carolina and much of the southeastern United States. This is especially true in the Coastal Plain and Tidewater regions where both excessive and deficient soil-water conditions frequently are found in the same field.
