AP COLORADO SPRINGS, Colo. (AP) The U.S. Olympic Committee and NCAA are creating a task force to study the decline in Olympic sports at the collegiate level. Advertisement The Joint NCAA/USOC Task Force includes 16 people with knowledge in collegiate and Olympic sports and will work for 18 months. While no dates have been set, the group is expected to meet at least four times. "This task force is an important step in stemming the decline of Olympic sports programs on NCAA campuses," NCAA president Myles Brand said. "Obviously, colleges and universities are faced with significant economic issues with regard to athletics programs. But the benefits these student-athletes bring to campuses and the benefits many ultimately share with the nation on the Olympic stage should not be minimized when institutions make budgetary decisions." Olympic sports are often the first to go when NCAA schools face budget constraints. Wrestling, men's gymnastics and swimming and diving programs have been hit particularly hard. In men's gymnastics, for example, there were 202 teams in all NCAA divisions in 1972. Now there are about 20. That limits opportunities for student-athletes, the NCAA said. It also hurts the USOC, which has relied on NCAA programs as a source of current and future Olympic-caliber athletes as well as coaches. From 1980-2000, approximately 94 percent of U.S. Olympians were attending or had attended NCAA schools.

    History
Soccer was supposed to be on the program for the first modern Olympics in 1896, but it was cancelled because no teams entered, although some players showed up. The sport officially entered the Olympics in 1900 and it's been on the program ever since. The Olympic stand against professionalism led directly to the creation of soccer's World Cup tournament. After several countries withdrew from the 1928 Olympic tournament because their professionals weren't allowed to play, the Federation Internationale de Football Association (FIFA) decided to hold its own quadrennial world championship, beginning in 1929. In 1984, the International Olympic Committee decided to allow professionals to compete, but only if they hadn't taken part in World Cup play, which still left out most of the world's best players. The rule was amended in 1992 to allow professional players under 23 years of age in the Olympics. Since 1996, each team has been allowed to have three professional players over 22. Women's soccer was added to the Olympic program in 1996.

"We've broken the deadlock. A joint statement is being prepared which allows FIFA to sign the WADA code," the source said. Blatter had raised the possibility of soccer being withdrawn from the Athens Games over his objection to automatic two-year bans in the case of a positive test. He wants cases treated individually. Pound had been demanding that FIFA accept the code "as it is or not at all". Talks between FIFA and WADA have been going on for the past 15 months and an "agreement on basics" has been reached with the position of both sides moving closer over the past few weeks, the FIFA source said.

At its executive committee in Paris today, soccer's world governing body repeated its position that each doping case should be dealt with individually. WADA agree with that, but insist on keeping the right to appeal against any decision taken on doping by FIFA which WADA feel is too lenient. That is the sticking point which could prevent the agreement between FIFA, WADA and the IOC being signed at FIFA's Centennial Congress here on Friday. If that fails to happen, soccer's place in Athens is in jeopardy.
