As most all of you are aware, in response to Bluewater Network's petition, the National Park Service announced in April, 2000, its intention to phase out recreational snowmobiling throughout the National Park System due to the machines' deleterious effects on air, water, and soil quality, wildlife, natural quiet, and public health and safety. Since then, the Park Service has been under enormous pressure from the snowmobile industry to recant or soften its decision. Although nothing has changed since the April announcement, the snowmobile industry has recently been touting the contents of a letter from Secretary of the Interior Bruce Babbitt as a victory for snowmobilers. The letter, written in response to a request from South Dakota Senator Tom Daschle, clarified that the NPS would initiate a public rulemaking and comment period, considering all alternatives, before the final decision on snowmobiles in the National Parks was handed down. While Babbitt's letter did not "back pedal" or rescind the April decision, it did allow the snowmobile industry to believe they have leverage with the NPS. Furthermore, the snowmobile industry is circulating letters to the governors of all the snowbelt states, soliciting gubernatorial support for continued recreational snowmobile use throughout the park system. This increased momentum within the snowmobile community could be detrimental going into the public comment period.

    Substantial Increases In Summer Jeep And ATV Use In This And Other Nearby Areas Also Proposed. COMMENTS NEEDED BY FEBRUARY 1 TO SUPPORT BALANCED RECREATION USE NOVA Guides, an outfitter that operates on the White River National Forest during both summer and winter seasons, has requested approval from the Forest Service to increase its snowmobile and snowcat use in the Camp Hale area of Eagle County by a factor of 10! The area is already heavily used by snowmobiles, and this would create a less appealing prospect to skiers and snowshoers, especially those accessing the Fowler-Hilliard and Jackal Huts. Approving the increase would make the area very crowded. With that many snowmobiles present, safety problems would arise, as there could be collisions between snowmobiles and skiers and snowshoers, or even with other snowmobiles, especially in poor visibility conditions in above-timberline areas like Ptarmigan Pass. In addition, it would also be impossible to have a quiet winter recreation experience anywhere in the area, including the adjacent Vail Pass area.

    • The risk of drowning is high in Aboriginal communities. Over the past 6 years, of the 192 drowning victims, 77 of them have been Aboriginal people, putting them at a risk of almost 10 times that of all other ethnic backgrounds. One-third of all drowning in Manitoba occur in the northern region. This area does not have the same access to swimming lessons and lifesaving education and training. In addition, these communities are at higher risk due to their proximity to water.
