New Denali Backcountry Plan fails to protect area's wilderness character

Despite the current ban on snowmobiles, trespassing machines have become a chronic problem in the park, including noisy intrusions into critical wildlife winter range and into the Denali Wilderness. The proposed plan would simply bestow approval on the illegal snowmobiling. The plan would also open up the northern portion of the park to the noisy machines where there is currently little or no illegal use occurring. The open valleys along the northern wilderness boundary will assure that trespass into this quiet portion of the wilderness will be inevitable.

4. Tell NPS the only acceptable alternative in the draft plan is ALTERNATIVE B, which places greater restrictions on aircraft landings and prohibits all recreational snowmobiling in the park.
5. INSIST that the plan must define "traditional activities’ for the entire park before allowing the use of aircraft, motorboats, or snowmobiles for recreational activities. By law, snowmobiles are only allowed for transportation to "traditional activities," unlike recreational snowmobiling where the snowmobile is an intrinsic part of the activity.

Bombardier Advises Snowmobilers to Wait for Winter
Sherbrooke, Québec - 1999-11-11
Bombardier Recreational Products has issued an important safety alert to Ski-Doo® snowmobile owners and all other snowmobilers. The Canadian manufacturer of Ski-Doo snowmobiles warns that preseason snowstorms like the one that blanketed much of central Ontario last week can be very dangerous for riders who are too anxious to be first on the snow. Getting started too early places the rider and innocent bystanders at extreme risk.
"As avid snowmobilers ourselves, we at Bombardier Recreational Products cannot wait for our first ride of the winter either," commented Benoit Lafortune, Vice-President, Communications and Sales - Canada and International for Bombardier Recreational Products, "but we also know that as safe as Ski-Doo snowmobiles are, it is not smart to ride before Old Man Winter has had a chance to lay out a deep white carpet for everyone's enjoyment and protection." Early snow is a false friend: it does not mean that the snowmobiling season has begun. The ground is not frozen yet, and there is no ice on any lakes or rivers. Snowmobile trails are not open yet. Snowmobilers should verify with local clubs and authorities for conditions and ice thickness. For safety's sake, riders should exercise patience during the transition months from fall to winter, and wait until conditions are right for safe snowmobiling once winter has truly settled in.

    Ms. COLLINS (for herself and Mr. FEINGOLD) introduced the following bill; which was read twice and referred to the Committee on Health, Education, Labor, and Pensions A BILL To promote health care coverage parity for individuals participating in legal recreational activities or legal transportation activities.
      Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
    SECTION 1. SHORT TITLE.
      This Act may be cited as the `Health Care Parity for Legal Transportation and Recreational Activities Act'.
    SEC. 2. COVERAGE AMENDMENTS.
      (a) ERISA- Section 702(a)(2)(B) of the Employee Retirement Income Security Act of 1974 (29 U.S.C. 1182(a)(2)(B)) is amended by inserting before the period the following: `, except that a plan or issuer may not deny benefits otherwise provided for the treatment of an injury solely because such injury resulted from participation of the participant or beneficiary in an activity such as motorcycling, snowmobiling, all-terrain vehicle riding, horseback riding, skiing or other similar legal activity'. (b) PHSA- Section 2702(a)(2)(B) of the Public Health Service Act (42 U.S.C. 300gg-1(a)(2)(B)) is amended by inserting before the period the following: `, except that a plan or issuer may not deny benefits otherwise provided for the treatment of an injury solely because such injury resulted from participation of the enrollee in an activity such as motorcycling, snowmobiling, all-terrain vehicle riding, horseback riding, skiing or other similar legal activity'.

    Save ontario snowmobiling! Snowmobilers Send an SOS to the Province ( Barrie , ON . January 5, 2004 ): Soaring insurance premiums are threatening recreational snowmobiling in Ontario . So the Ontario Federation of Snowmobile Clubs (OFSC), the snowmobile media and the sled manufacturers are sending an urgent SOS to the provincial government. Dubbed “SAVE ONTARIO SNOWMOBILING” (SOS), the public awareness and lobbying campaign launches this week and runs through March. SOS will mobilize individual snowmobilers to express their insurance concerns by contacting their MPP and the Minister of Tourism, the Honourable Jim Bradley. “Each winter, $1 billion in snowmobile-related spending provides jobs, revenues and new business opportunities in rural, snowbelt communities and drives the winter tourism season too,” said OFSC President Dennis Burns . “These benefits are in serious jeopardy if insurance premiums continue to escalate or even remain at current levels.” Thanks to rising rates on both personal sled insurance and OFSC general liability insurance, snowmobilers are paying more to ride. Because personal snowmobile insurance is part of the auto insurance sector, this coverage is often considerably more expensive and less available than previously, and some companies are even blacklisting certain models. Consequently, riders are being forced to shop very carefully and make tough decisions about how many, if any, sleds to insure. The cost of general liability insurance for OFSC clubs, volunteers and landowners has increased by 1000% over the past three years. Without this insurance, all OFSC snowmobile trails would be closed. Under the OFSC user pay system, a portion of the liability premium increase is passed along to snowmobilers through a higher trail permit fee. As a result, riders are being hit with a double whammy of premium-related increases for both types of coverage, and snowmobiling is becoming too costly for many, including families and seniors.
