Introductory diving
If you have no diving experience but still want to check it out without spending lots of money or time, you can hire a diving instructor to do an introductory dive with you. This means about ten minutes of explanations and a one-hour, 10 meter dive where the instructor always stays at your side. To be able to dive in places where there is no instructor, you absolutely need a little easy but important training and some safety instructions.
Beginner's course
You can get the training and instructions by doing a beginner's course. Such a course usually takes about 4 days and includes 6-7 dives and theory lessons. The first few dives are supposed to take place in "confined water" such as a swimming pool, but if there isn't any swimming pool around it'll just take place in shallow water in the sea. The diving instructor should be member of one of the two world-wide scuba diving associations PADI and CMAS , otherwise he/she's just some self-proclaimed quack. If in doubt, ask to see his/her certificate. Depending on the instructor's association the course is either according to PADI's or to CMAS's rules, which are pretty much the same. If you pass the theoretical and practical "final exams" (nothing really to worry about), you will get a card certifying you as an "Open Water Diver" (PADI) or "1 star diver" (CMAS). With such a certificate you are allowed to dive alone, where "alone" really only means without an instructor, because the number one diving safety rule is that you should always have a diving buddy with you.

Guam's waters offer outdoor sports enthusiasts a wide choice of recreational activities. Unfortunately, water-related activities sometimes lead to tragedy. A very real danger exists near, on and beyond the reef. For that reason, the reef is off limits to all DoD employees and their family members. That means no reef walking. The waves and current are often misleading and can sweep the unwary over the reef and they may drown. No one may enter the water on Andersen unless a 36th Services Squadron lifeguards is on duty except in the designated beach areas. People thinking of enjoying the water recreation here should consider the type of activity they are about to engage in and apply good old-fashioned common sense. Don't overextend yourself and always swim with a buddy, wear protective footwear and remember the reef and surrounding area are extremely dangerous. This is not to discourage the use of Guam's waters but to make sure people are aware of the dangers associated with water-related activities.

Dive Flags and Boating Lobster Regulations: The spiny lobster sport season will fall on July 30th and 31st for 2003. The bag limits are 6 per person per day for Monroe County and Biscayne National Park, and 12 per person per day for the rest of Florida. The possession limit on the water is equal to the daily bag limit, and off the water is equal to the daily bag limit on the first day, and double the daily bag limit on the second day. Possession limits are enforced on and off the water. Spiny lobster has a minimum size limit that must be larger than 3" carapace, measured in the water. A reminder that possession and use of a measuring device is required at all times, and night diving is prohibited in Monroe County (only during the sport season). A recreational saltwater license and a crawfish permit are needed for harvest. Regular spiny lobster season is August 6 through March 31. The bag limit is 6 per person per day. Harvest of lobster is prohibited in John Pennekamp Coral Reef State Park during the sport season. Harvest is also prohibited during both the 2-day sport season and regular season in Everglades National Park, Dry Tortugas National Park, and no take areas in the Florida Keys National Marine Sanctuary. SAFETY - Diver Responsibility Divers have unique medical needs because of the rare and unusual nature of serious diving injuries. Few physicians are trained in diagnosing and treating divers, so the recreational diver must be able to recognize the signs of injury and insure access to diving medicine help if needed. Diver training programs stress this knowledge, but divers often forget this aspect of their training, because it is so seldom used. Do not attempt any procedure beyond your ability.
The most important goal in first aid is to prevent death or to support an injured or ill person until advanced life support is available. In pursuit of that goal, it is also important that the rescuer do not harm . Divers must understand the limitations of their knowledge and the first aid procedures they will use. Self Reliance
Prepared divers are self-reliant in dive planning and execution and can determine whether or not a proposed dive or site requires more personal skills or assets than they possess. Prepared divers expect that companions will also be self-reliant. But because recreational diving is a social activity and rarely done alone, each diver assumes some degree of responsibility for companions. In order to meet that responsibility, there are essential skills required beyond those of diving.

Rincon has long been known for some of the best surfing in the Caribbean. The regular surf season usually lasts from November thru March. This "winter" surf season is dependent on the low-pressure systems and cold fronts that come off the U.S. East Coast. There are the occasional surf swells during the late summer months of August thru October; these isolated swells come from the tropical weather patterns generated off the coast of Africa, during the peak of hurricane season. If you are interested in learning how to surf, there are lessons available with experienced surfers who also supply the boards. Surfboards and body boards can be rented from the local surf shops in town.

The local dive operators also run trips for snorkelers. Desecheo and Mona also have excellent snorkeling. One of the best places to snorkel in Rincon is Steps Beach. A "proposed marine reserve" (not yet official), the area around Steps Beach is home to one of the best coral fringing reefs in the Caribbean, because it is home to the Elkhorn Coral (Arcopora palmata) which is highly threatened worldwide and on it's way to becoming an endangered species. When snorkeling in the area, please do not touch, bump, break, take or walk on the corals. Besides being harmful to the coral, you may get seriously cut and scraped up. Also, state and federal law prohibits the taking of corals.
