He studied sociology at the Faculty of Social Sciences of the University of Ljubljana, graduated in 1973 and completed his master's degree in 1983. He acquired his PhD in social sciences at the Faculty of Arts of the University of Zagreb in 1990. From 1973 to 1994 he worked at the Faculty of Social Sciences, where he had the status of assistant professor in socio-geography and the sociology of social planning. He took part in a large number of studies in the area of social-geographic processes, among them the study of urbanisation, socio-geographic conflicts, urban processes in certain Slovenian towns, the analysis of spatial planning, theories of planning and planning processes in Slovenia and theories of action. He was a member of the editorial team of the magazine "Arhitektov bilten" (The Architect's Bulletin), "Èasopis za kritiko znanosti" (Newspaper of the Critique of Science) and "Problemi-Razprave" (Problems-Discussions) and a member of a number of professional associations. He was also a president of the ©KUC-Forum cultural society and a member of the Committee for the Protection of Human Rights.
