SIERRA LEONE : PRESENTATION GENERALE
Situation et climat
Le pays, d'une superficie de 71 740 km dont 5 400 km sont à vocation agricole, est limité au nord par la Guinée, au sud-est par le Libéria et au sud-ouest par l'océan Atlantique. La Sierra Leone est un pays de très faible relief, un plateau intérieur d'environ 500 m d'altitude étant séparé du plateau côtier (120 m) par une zone plus élevée, située à 130 km de la côte. Les différents régimes climatiques permettent de différencier plusieurs zones de cultures (voir la carte
  • Le sud-est connaît la plus longue saison des pluies (de mai à octobre, avec une période de fortes pluies de juillet à septembre), et sa végétation est une forêt tropicale. Le sud-est est la région de production de bois de construction, et de culture du cacao, café, kola et palmier à huile.
  • Au nord-est se trouve une savane, où les pluies sont moins abondantes (1900 à 2500 mm) et les vents desséchants importants, ce qui entraîne une courte saison culturale. L'arachide et le tabac y sont cultivés.
  • Les pluies sont très importantes le long de la côte (5000 mm, localement).

The Geneva Conventions prohibit rape in both international and internal conflicts. Rape, when committed on a mass scale, constitutes a crime against humanity. The UN Convention on the Rights of the Child also protects children from all forms of sexual exploitation and sexual abuse. Rape and sexual assault were an integral part of the rebel strategy, according to human rights organisations. A high percentage of the rape victims was under the age of 18. Some of the girls and young women were raped in their homes, often in front of family members. Human rights organisations have also documented cases of fathers, brothers, uncles and other males being forced to rape their female relatives. But generally the victims were abducted and taken to rebel bases and command centres or into the bush.
The girls and young women were raped for weeks or months on end. Many of the victims report being gang raped, sometimes by two or three men. There have been cases of women being raped by over 15 men. Rebels would often choose girls and women to become their 'wife'. According to UNICEF, studies have shown that 75% of the abducted girls and young women were sexually abused.

Im Folgenden dokumentieren wir einen Bericht über eine Reise in das vom Bürgerkrieg geschundene Sierra Leone. Die Reise war Teil eines Hilfsprojekts, das medico international mit Pertnern aus Sierra Leone durchführte. Der Bericht ist auf der Internet-Seite von "medico" veröffentlicht (www.medico.de).
Einleitung
Es ist der erste Besuch von medico in Sierra Leone, einem Land, das sich nur langsam von den Folgen eines 11-jährigen Krieges erholt. Die Projektkoordinatorin Usche Merk und ich werden begleitet von Zandile Nhlengetwa, der Direktorin unserer südafrikanischen Partner-Organisation SINANI, die in gewaltgeprägten Gemeinden in Kwa Zulu Natal mit Hilfe von psychosozialer Beratung und einkommensschaffenden Maßnahmen Konflikte bearbeiten und damit zur Friedensbildung beitragen.
Mit diesem Besuch, der einen zweitägigen Workshop einschloss, möchte medico zu der Entwicklung psychosozialer Konzepte in diesem Gewalt geprägten Land beitragen. Unser Projektpartner ist die Truth- and Reconciliaton-Workinggroup, ein Zusammenschluss von über 60 lokalen Organisationen aus ganz Sierra Leone. Die Workinggroup hat sich zur Aufgabe gemacht, den nach Kriegsende begonnenen Wahrheits- und Versöhnungsprozess kritisch zu begleiten. Die Anhörungen fanden zur Zeit unseres Besuches statt und wir hatten Gelegenheit, daran teilzunehmen. John Caulker ist der Koordinator dieses Zusammenschlusses und ein bekannter Menschenrechtsaktivist aus Sierra Leone. Er hat uns zu den Anhörungen begleitet und gemeinsam mit seiner Kollegin Shellac Sonny-Davis die workshops vorbereitet und geleitet. “Wir befassen uns mit den Hinterlassenschaften des Krieges”, fasst John Caulker die Arbeit der Workinggroup zusammen.

The United Nations Special Representative for Children and Armed Conflict recently released the following numbers. In the past decade:
  • 2 million children have been killed in conflict situations
  • Over 1 million have been made orphans
  • Over 6 million have been seriously injured or permanently disabled
  • Over 10 million have been left with grave psychological trauma
At the present moment:
  • There are over 20 million children displaced by war
  • Some 300,000 young persons under the age of 18 are currently being exploited as child soldiers around the world
  • Approximately 800 children are killed or maimed by landmines every month
Last year innovative theater director Ping Chong joined with the Center for Multicultural Human Services to create "Children Of War," a new multi-disciplinary theater work based on the personal testimonies of a diverse group of young people who have experienced war and domestic trauma. The piece evolved through discussions between Ping Chong and the participants. "Children Of War" is part of Ping Chong's "Undesirable Elements" series which explores history, culture, and ethnicity's effects on individuals and their communities.

Introduction:
Sierra Leone, a country rich in mineral resources was plunged into a brutal
civil war about a decade ago. The war reached alarming humanitarian,
political and historic proportions when the RUF employed diabolical
strategies like arson, chopping off limbs of children, women and the aged.
This aroused the concern of the international community, which was quick in
establishing the link between diamonds and the continuation of war in Sierra
Leone.
International concern climaxed with the publication of a study undertaken by Partnership Africa Canada entitled The Heart of the Matter: Sierra Leone, Diamonds and Human Security. The launching of the said report in Sierra Leone by the Network Movement for Justice and Development (NMJD) on January 12th 2000 was immediately followed by the establishment of a Civil Society Task Force which launched a "Campaign for Just Mining" using the recommendations in the report and other findings pertaining to the mining industry in Sierra Leone.

Edited Abstract
Preliminary investigations made in Sierra Leone, Senegal, and Nigeria have shown that the successful establishment of a small oyster culture industry must include organized coordinated activity for processing and marketing as well as an effective cultivation system. The objectives of this project are to determine which technique of oyster culture is most suitable for local conditions, to evaluate current processing and marketing of oysters suggesting practical improved techniques, to identify areas safe for the culture and harvest of mangrove oysters, and to provide the basis for decisions on the level of biological inspection control necessary for developing an industry.

Edited Abstract
Des études préliminaires effectuées à Sierra Leone, au Sénégal et au Nigeria ont montré que l'établissement réussi d'une petite industrie ostréicole doit comporter l'organisation coordonnée du traitement et de la commercialisation ainsi qu'un bon système d'élevage. Les objectifs de ce projet sont de déterminer la technique d'ostréiculture qui convient le mieux aux conditions locales, de juger de la valeur du traitement et de la commercialisation des huîtres et de proposer des techniques pratiques améliorées, d'identifier les régions convenant à l'élevage et   la récolte des huîtres de mangrove et de fournir les assises sur lesquelles s'appuieront les décisions quant au milieu biologique nécessaire au développement de cette industrie.

By Newsnight correspondent Robin Deneslow Foday Sankoh was in an angry mood. The Chairman - as he likes to be called - wanted to visit Makeni, one of the towns in that part of Sierra Leone still controlled by the rebel fighters of his Revolutionary United Front. But he could not get a helicopter. The UN would not provide one, and I certainly could not. He declined an offer of a lift in my car. There are far too many potentially-hostile roadblocks on the route out from Freetown, the Sierra Leone capital. "Look at the way I'm treated," he complained.
I produced the letter from Sankoh. Ah, that was different.
Mr Sankoh ought to be a very happy man. After all, this veteran rebel leader was in jail, held on death row, until the rebel forces supporting him stormed into Freetown last year, killing or hacking the limbs from civilians in a terror campaign that forced the government to make a deal. Under the Lome agreement, signed between Mr Sankoh's RUF and the government last year, he has been granted a blanket amnesty for all the atrocities, a place in the new government of national unity, and even help to transform the RUF into a political party to fight elections next year.

SIERRA LEONE Civil war has almost destroyed Sierra Leone's normal infrastructure so an Internet network doesn't really have a chance. However one ISP does operate in Freetown. Most web sites are hosted abroad but surprisingly the government manages a creditable official site.
