A. PURPOSE This Directive implements Sections 113 and chapter 6 ofreference (a) with respect to Department of Defense transportation.
B. APPLICABILITY This Directive applies to the Office of the Secretary of Defense, the Military Departments, the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Unified and Specified Commands, the Inspector General of the Department of Defense, the Defense Agencies, and the DoD Field Activities (hereafter referred to collectively as "DoD Components").

Description: Military Sealift Command operates five long-term charter ships in support of special missions. MV Carolyn Chouest is the escort ship for the nuclear powered submarine NR-1. MV Dolores Chouest and MV Kellie Chouest provide submarine rescue support for Submarine Forces Atlantic and Submarine Forces Pacific. MV Cory Chouest operates with the fleet in support of undersea-surveillance missions. MV C Commando provides support to Naval Special Warfare Command's Advanced SEAL Delivery System.
Background: The Chouest ships are owned and operated by Edison Chouest Offshore. The Chouest vessels have generally been leased on a short- term basis less than five years for transportation services and special missions, such as oceanographic surveillance and research. Under these leases, the Navy pays for the services of the vessel, crew and its operation and maintenance on a daily use basis. The Military Sealift Command is responsible for administering the Department of Defense's auxiliary ship leases.

By Nicole Buchanan Even though the sailboats were a highly effective means of transport, the wind was sometimes a problem. If the wind did not provide enough power to drive the ship, men would have to start to row. The use of oars, though, was unneeded when a man by the name of John Fitch introduced his new steam engine. John Fitch was one individual who led to a change in the entire community. John Fitch was an American inventor and metal craftsman who was born on a farm in Windsor Township, Connecticut. Fitch only went through six years of schooling before starting a career in brass work. Later he became an accomplished silversmith and army lieutenant. Finally, he turned his attention to the building of a steam engine that would power ships instead of using oars powered by men. Fitch began his steam engine operation in 1787, twenty years before Robert Fulton's Clermont Fitch was not the only man to make great strides in the shipping industry with the introduction of a steam engine. Robert Fulton also introduced his steam engine twenty years later. Fitch had laid the framework for the steam engine, but Fulton was the man who made the steam engine a success. And along with the steam engine success, Fulton introduced the concept of a submarine. Robert Fulton was an American inventor, civil engineer, and artist who was born on a farm in Lancaster County, Pennsylvania. From the very beginning, Fulton was an innovative child. He was always interested in boats, but when he got older, he became interested in the idea of steam propulsion. Fulton got the steamboat project underway in 1807 in New York. The boat that was built came to be called the

A number of projects and programs were developed recently including the project of American company General Dynamics of a submarine tanker for liquefied gas transportation from Arctic, five-year program of Canadian Government of creation of submarine-surface vessels for oil, gas and other mineral resources transportation, etc. St.Petersburg Design Bureau “Malakhit” holds several patents for submarine tankers and dry cargo ships. Nevertheless, none of these projects and programs was implemented. It might be explained by the fact that all these projects required considerable capital investments in the design and construction of very specific submarine transportation facilities as well as in creation of infrastructure in ports of embarkation-disembarkation and basing of submarine transportation facilities. NUCLEAR SUBMARINE KURSK SALVAGE OPERATION On August 12, 2000, a catastrophe occurred onboard nuclear submarine ‘Kursk’ (K-141) of Project “Antey” (Oscar II) during exercises of the Northern Fleet. All submarine crew was lost as a result of this accident. SSN ‘Kursk’ has sank as a result of the torpedo ammunition explosion inside the compartment and was found on 13 August to the west of cape Teriberka, in 108 miles off the Kola Bay at the depth of 115 to116 m in the point with co-ordinates 69°37'00'' N and 37°34'25'' E. From August 13 through 19 the sunken submarine was inspected during the rescue operation by manned submersible vehicles of the Northern Fleet and on August 20 - 21 by deep divers from Norwegian vessel "Seaway Eagle". More detailed survey of the submarine was continued at the end of September by means of deep-diving manned vehicles “Mir-1” and “Mir-2” from research vessel “Academik Mstislav Keldysh” and in October - November by unmanned submersible vehicles and divers of Norwegian company Halliburton AS from vessel “Regalia”. Upon instructions of the President of Russia V.V.Putin the Governmental Commission chaired by the Deputy Chairman of the Russian Government I.I.Klebanov was established for investigation of causes of the submarine ‘Kursk’ sinking.

    30 Dec 1999 The year 2000 marks the centennial of the U.S. Submarine Force. Among the most extraordinary accomplishments of American submariners is the impressive victory of U.S. World War II Fleet Boats over the Japanese Navy and Merchant Marine. While many books have been written describing this victory, few understand to what degree the U.S. Submarine Force gutted Japanese industrial and military strength during the Second World War. Such details are contained in the post war U.S. Strategic Bombing Study of Japanese industry and in Mark Parillo's excellent Japanese Merchant Marine in World War II. The U.S. Pacific Submarine campaign had three major accomplishments. First, Japanese merchant marine losses crippled the ability of Japanese industry to generate military power. Second, destruction of Japanese merchant marine and naval forces significantly reduced the Japanese ability to project power throughout the vast Pacific. Third, use of the submarine enabled the U.S. Navy to take the offensive in Japanese controlled waters and inflict disproportionate losses relative to the U.S. investment in submarines. We will review the effects of the U.S. submarine campaign on Japan including the effects on the four military pillars of Japanese power: her merchant marine, Navy, Army and air power. The implication for today's military, heavily dependent on logistics for power projection should not be forgotten. Today, even with the impressive and growing ability of the U.S. Navy to effect land warfare, sea control still remains job number one.
