History: It is thought that the Seychelles archipelago was visited by early Arab, Phoenician and Indonesian traders, but the first recorded sighting was by the Portuguese navigator Vasco da Gama at the beginning of the 16th century. Until as little as 200 years ago, it remained uninhabited. In 1756 French planters claimed Mahé and seven other islands for France. The islands, until then known as the Amirantes (Admiral da Gama had named them after himself), were re-named in honour of the French king’s accountant, Vicomte Moreau de Séchelles. The Seychelles, annexed by Britain in 1794, was placed under the administration of Mauritius. Over the course of the 19th century, administration was handled by ‘old India hands’ – men and women with some experience of the tropics. For the next 150 years, isolated from the rest of the world and all but ignored by the major European powers, the Seychelles developed their own traditions, language and culture. The islands became a Crown Colony in 1903. Internal self-government was granted in 1975 and independence a year later. This isolated island paradise might have seemed an unlikely setting for the cut and thrust of Cold War politics, but in the years after independence, Seychellois politics were dominated by precisely that. The first post-independence Prime Minister, James Mancham, leader of the Seychelles Democratic Party, believed that tourism and offshore financial services offered the best economic future for the islands. While Mancham attended the 1977 Commonwealth Conference, armed supporters of the left-wing opposition Seychelles People’s United Party (SPUP) staged a coup.

Seychelles Introduction Back to Top Seychelles, republic, consisting of an archipelago of some 115 islands, scattered across the western Indian Ocean, northeast of the island of Madagascar, a member of the Commonwealth of Nations. The capital, principal city, and leading port is Victoria (population, 1990 estimate, greater city 35,000), on Mahé Island. About 90 percent of the country's population lives on Mahé. Most people are of mixed French and African descent; Indian and Chinese minorities are also present. The official languages are Creole (a patois based on French), English, and French. Some 98 percent of the population is Christian, most of them Roman Catholics. The original French colonists on the previously uninhabited islands, and their black slaves, were joined in the 19th century by deportees from France. Asians from China, India, and Malaya arrived later in smaller numbers. Widespread intermarriage has resulted in a population of mixed descent. Nearly 90 percent of the people live on Mahé, a great number of them in the capital city, Victoria. Emigration has kept the annual population growth rate to a minimum. More than one-third of the population is less than 15 years old, and about nine-tenths is Roman Catholic. As of July 1981, Creole, also called Seselwa, the mother tongue of most Seychellois, replaced English and French as the prescribed national language, but all three are considered official languages.

After an ominous, post-independence start which saw them lurch from a coup, through an invasion by mercenaries to an abortive army mutiny and several coup attempts, the Seychelles have stabilised and attained prosperity.
Citizens enjoy a high per capita income, good health care and education. But just a year after independence in 1976, the Seychelles appeared to be heading down the path of instability which has blocked the development of many African states. OVERVIEW
    FACTS
LEADERS MEDIA The prime minister, France Albert Rene, overthrew the president, James Mancham, and embarked on a programme aimed at giving poorer people a greater share of the country's wealth. His coup, though bloodless, resulted in about 10,000 islanders fleeing the country. Four years later, with the help of Tanzanian troops, Mr Rene thwarted an attempt by South African mercenaries to restore Mancham. An army mutiny in 1982, followed by several attempted coups, suffered a similar fate.

He was re-elected in 1979, 1984, 1989, 1993 and 1998. He won a further fiveyear term in September 2001, his third victory since the country moved to multiparty rule. In 1964 Mr René launched the Seychelles People’s United Party, which later became the Seychelles People’s Progressive Front and the island’s first trade union. He was elected to the Legislative Council in 1965 and the Governing Council in 1967. After independence, Mr René became Prime Minister in the coalition government that had been formed between his party and the Seychelles Democratic Party of Sir James Mancham. The coalition lasted for nearly a year, when Mr René took over the reins of government. In June 1979 he was elected by a wide margin. In December 1991, he declared a return to multiparty democracy and set in motion a process of constitutional reform. This culminated in 1993 in Presidential and National Assembly elections that saw Mr René returned to office. Mr René was born on 16 November 1935. After completing his early education, he went to Switzerland to train for the priesthood but left six months later and completed his secondary education in the UK. He studied law at the Middle Temple and qualified in the record time of five months after passing part one examinations when he was still too young to practise law. He remained in the UK until he was called to the Bar in 1957.
